About this file

This document is a Scope of Work (SOW) for the California Department of Parks and Recreation, specifically the San Diego Coast District, detailing a shorebird monitoring contract for Western Snowy Plover (WSP) and California Least Tern (CLT) at six state beaches: Border Field, Silver Strand, Torrey Pines, Cardiff, and South Carlsbad. The contract requires comprehensive monitoring activities from January 1 through December 31, including weekly foot surveys during the breeding season (January 1 - October 31) and monthly surveys during the non-breeding season (November 1 - December 31). Key monitoring tasks include GPS mapping of nest locations, recording bird band combinations, tracking predator information, documenting nest disturbances, and estimating bird abundance and diversity.

The contract is estimated to involve approximately 960 hours of work annually, with a 60% allocation for field work and 40% for data entry and reporting, totaling 1,920 hours over 24 months. Deliverables include weekly e-mail reports during the breeding season, monthly e-mail reports during the non-breeding season, and an annual written report submitted to California State Park Headquarters. The contractor will be responsible for banding WSP, CLT, Horned Lark, and Killdeer chicks where safely possible, and using egg floating techniques to determine clutch initiation dates. The agreement includes a potential option to be amended for an additional year of service at the same rates, providing flexibility for continued monitoring efforts.
