About this file

This document is a Health, Safety, and Environmental (HSE) Specifications exhibit for RFP 250439 issued by the Orange County Transportation Authority (OCTA) in California. The Level 1 HSE Specifications establish mandatory compliance requirements for contractors, subcontractors, suppliers, and employees working on Authority projects. Contractors are required to comply with all applicable OCTA Health, Safety, and Environmental Compliance requirements, project site requirements, bus yard and rail safety rules, and federal, state, and local health, safety, and environmental regulatory standards. The specifications establish that contractors bear sole responsibility for identifying hazards, implementing appropriate controls, and maintaining safe work conditions throughout project duration. Non-compliance with safety standards, repeated unsafe acts or conditions, or disregard for safety specifications may result in corrective action ranging from suspension of work and site removal to contract termination at OCTA's discretion.

The specifications require immediate notification to the Authority's designated representative of any incidents occurring on Authority property, including property damage, recordable injuries and illnesses as defined by Cal/OSHA, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and inspections or visits by outside regulatory agencies. Contractors must submit verbal notification immediately followed by a written preliminary incident report to the Authority's Project Manager within 24 hours of any incident. Serious injuries, Cal/OSHA recordable injuries or illnesses, serious incidents, or significant near-miss events may require formal incident investigation and review as directed by the Authority. These requirements apply to all incidents involving contractors, vendors, visitors, or members of the public arising from Authority-related work.
