About this file

This document is Addendum No. 2 to an Invitation for Bids (IFB) issued by the California Department of Parks and Recreation for Transcription Services for the Law Enforcement and Emergency Services Division. The IFB covers transcription services for audio files, with a typical duration of 2-3 hours but up to 6 hours. The successful vendor will need to provide a secure site for the Department of Parks and Recreation to access for uploading audio files and downloading completed transcripts. The transcription services are limited to English-only audio files, and the nine Minimum Transcript Preparation Criteria outlined in the IFB are sufficient.

The estimated volume of work is detailed in Exhibit B attachment 2, but the actual work could be less than the estimate. The contract may be extended for up to two 1-year amendments. Pricing terms, set-asides, and funding sources are not explicitly addressed in this addendum. The addendum responds to several questions from potential bidders regarding same-day file delivery, work volume, audio file formats, and transcript format requirements.

ADDENDUM NO. 2

Issue Date: September 11, 2024

INVITATION FOR BIDS

BID NUMBER C24803005

TRANSCRIPTION SERVICES FOR LAW ENFORCEMENT AND EMERGENCY SERVICES

DIVISION

Bid Due Date: Tuesday, September 17, 2024, 5 PM

This Addendum #2 addresses all questions received to date. The changes in this addendum shall be included in the bid submitted in response to this IFB. All conditions not affected by this addendum shall remain unchanged.

Questions (Q) and Answers (A):

1. Q: For same day files, does the mailed copy need to be there that day or can the email copy suffice until the file gets there by mail?

A: The emailed copy will suffice until the file gets there by mail.

2. Q: Could there be more work than what is quoted in Exhibit B attachment 2?

A: The work quoted in Exhibit B attachment 2 is an estimated need, but it could be less. We would not be able to go over what was estimated, with the exception of doing (2), 1-year amendments to extend the contract, which is in line with the amendment language in the Invitation for Bid.

3. Q: Could you provide a sample of a prior 911 audio file? This would help bidders understand the file format and typical duration.

A: Due to the sensitive nature of our audio files, we will not be able to share an audio file. The typical duration ranges between 2-3 hours but can be up to 6 hours. It is usually in the form of an interview with the speakers addressing themselves at the beginning of the interview, so you know whose voice belongs with each name.

4. Q: What system will be used for uploading the transcribed files?

A: Per the Scope of Work, section 1.1 A, it will need to be a secure site that the vendor provides for CA State Parks to access. This will be used for the upload of the audio files in addition to the downloading of the completed transcripts.

5. Q: Will there be any language other than English requiring both transcription and translation?

A: For this contract, there will only be English audio files that will need to be transcribed.

6. Q: Concerning the Minimum Transcript Preparation Criteria, are the nine specific requirements sufficient, or is there a preferred transcript format?

A: The nine specific requirements are sufficient. Before the transcript is finalized, it is reviewed by the Department of Parks and Recreation (DPR) for accuracy and can confirm if the transcript is in an acceptable format.
