# Question Answer

12.

Is training paid for and provided by OMH? Yes, the training is provided for and paid for by OMH.

Please see the budget table labeled Training/Orientation.

13.

If there is a training period, is it at Sagamore Children's Psychiatric Center

As stated in Appendix D, page 25 of the BP, “Sagamore Children’s PC provides training for new staff that will be from 8:00-4:30 for approximately 64 hours”.

14.

Will the agency pay for and schedule all background checks etc. with the candidate?

CONTRACTOR shall assure that the subject individuals agree to be screened by OMH against the SEL and SCR. Any fees associated with this procedure will be paid by the OMH Facility. CONTRACTOR, solely at its own expense, shall pre-screen and conduct background checks which shall consist of an investigation to determine evidence of criminal history; verification of education, professional license, certification or other credentials required. CONTRACTOR assumes responsibility for ensuring that no subject individual has previously engaged in any act in violation of any law which could compromise the health and safety of Facility patients. Page 8 section 12 of the IFB has more information regarding background checks and requirements for contractor providing services.

15.

The IFB and budget template describe one Recreational Therapy position with a 50-hour weekly schedule. Could you please confirm that “one position” refers to one contracted role at Sagamore, and that the contractor may use more than one qualified staff member to cover the total 50 hours, provided that all credentials, background checks, and continuity of care requirements are met?

The contractor may use more than one qualified staff member to cover the total 50 hours, provided that all credentials, background checks, and continuity of care requirements are met.

16.

The bid tab and budget form indicate a single hourly rate for all scheduled hours (50 per week), with no separate overtime line item. Is it OMH’s intent that the State will pay one uniform hourly rate for all billable hours up to the maximum listed, and that any overtime premium obligations under federal and New York labor laws are the contractor’s responsibility to manage and incorporate into that rate?

The budget page includes separate hourly rates for weekday and weekend coverage. Offerors are responsible for proposing rates for each category based on their anticipated costs. The estimated hours provided are for evaluation purposes only, and the actual schedule and hours worked will be determined by the needs of the facility. Offerors should submit pricing in accordance with the budget page and are responsible for ensuring their proposed rates comply with all applicable federal and New York State labor laws and regulations.

17.

Does OMH have a preference or requirement that the same individual provide all 50 hours each week, or is it acceptable for the contractor to schedule multiple qualified recreation therapists (for example, different staff on weekdays and weekends) as long as there is consistent coverage of the position and appropriate continuity for the patients?

Please see the answer to question 15.

18.

In the event of staff vacation, illness, or turnover, is OMH comfortable with the contractor temporarily assigning alternate qualified recreation therapists to maintain coverage of the position, assuming all credentialing, background screening, and onboarding requirements in the IFB and contract boilerplate are satisfied in advance?

Please see the answer to question 15.

19.

For clarity around scheduling and internal compliance with overtime rules, does OMH assume a specific 7-day workweek (e.g., Sunday– Saturday) for this contract, or may the contractor define its own workweek internally as long as all scheduled hours and days outlined in the IFB and budget form are covered?

As stated in page 25 of the BP under Appendix D the work schedule Is Friday – Tuesday; 10:15 – 6:45.
