(OregonBuys no. S-12300-00002824)

“Cultural Trust Campaign Services”

The Oregon Business Development Department has received several questions regarding the requested services, and while the deadline for proposals remains May 18, 2022, at 3:00 p.m.

Pacific Time, we wish to provide responses to the questions received to date. None of these answers modify or add to the directions in the RFP document but provide useful information for drafting a proposal. As per RFP section 1.4.2, prospective proposers may submit a written protest of anything contained in this Addendum by May 9, 2022, at 11:00 a.m. Pacific Time. Protests of matters not added or modified by the respective Addendum will not be considered. Thank you for your continued efforts and interest.

Q1. Does this proposal give preference for local firms, only for those in the state of Oregon?

A1. As stated in RFP Section 1.1. “The Trust is especially interested in working with contractors from Portland and other regions in Oregon. Rural firms are also encouraged to submit proposals.” Out of state Proposers are eligible to submit proposals. The challenges of the proposed scope of work may be overcome by technology, subcontracting or partnering. The proposal should explain how your organization would address these challenges.

Q2. Do you have an existing relationship with a firm that is proposing to do this work?

A2. We have an existing contract with Bell + Funk Creative, LLC. However, it is our intention that this solicitation use a fair, competitive, and equitable process in determining which vendor(s) will be awarded a contract as a result of this solicitation.

Q3. Do you accept proposals that will have a virtual component for the strategic discussions? What is your take on in-person vs. remote interviews? Is there a requirement for on-site work only?

A3. Yes, virtual meetings are possible. We will likely conduct both in-person and remote interviews. There is no requirement for on-site work only.

Q4. Does Oregon Cultural Trust possess a current demographic breakdown of donors statewide? If so, would that information be made public to help our targeting efforts for our campaign.

A4. We do have data that shows Cultural Trust donors by county. This information is now available as a supporting document to the RFP (please see OregonBuys attachment C2022227_RFP_SupportingDocument1_CulturalTrust_CountyDonationData.pdf).

We also have a 2018 impact study that shows the geographic location of Trust donors.

This information is available at the following address: https://culturaltrust.org/wp-content/uploads/OCT-Insights.pdf

Q5. Has Oregon Cultural Trust conducted a general awareness study of donor’s perceptions and understanding of the cultural tax credit? If so, could that information be made available to us as we create our RFP response.

A5. Our most recent donor survey was conducted in 2018. The survey results are now available as a supporting document to this RFP (please see OregonBuys attachment C2022227_RFP_SupportingDocument2_2018DonorSurveyResults.pdf).

Q6. The budget for this project is $150k-$250k/year. Is that for the campaign services, regardless of how many contractors are engaged? If there are multiple contractors across the state, will they all be working from the same budget $150k-$250k budget?

A6. The budget for all contracts that result from the RFP is $150,000 to $250,000.
