II.D. Technical Proposal
The Technical Proposal shall include the information requested below for the non-price factors described in Section VI.
Technical Factor 1: Prior Experience on Relevant Projects
This criterion will be used to measure the breadth, depth, and relevance of an Offeror’s experience in performing contracts and projects similar in size, scope and complexity to the one described in this solicitation.
For purposes of evaluation, a “project ” is a discrete project, and is not an Indefinite Delivery Indefinite Quantity (IDIQ) , Blanket Purchase Agreement (BPA), or other type of master ordering instruments. Ordering instruments are considered a “contract” for purposes of evaluation.
Pertaining to this factor, each offeror shall submit the following:
• Factor 1 Primary Projects Detailed Narrative - The technical proposal must include a detailed narrative of three (3) projects submitted in response to Technical Factor;
• Project Experience Information Worksheet completed for the offeror’s three (3) primary Factor 1 projects, and;
• Experience Workbook Spreadsheet (excel).
The Factor 1 Primary Projects Detailed Narrative will be evaluated to determine project relevance to this procurement.
RELEVANCY CHARACTERISTICS
Project characteristics that will tend to demonstrate that a firm's prior experience is relevant to this project include the following:
1. General Construction* / Repair and Alteration Experience including but not limited to:
• Roof repair and installation
• Exterior renovation
• Waterproofing
• Design/Build services
• Mechanical and electrical modernization
• General office renovations
2. Level of self-performance - The ability to self-perform is highly relevant to this procurement.
3. Project location within Richmond areas.
4. Project with the Federal Government;
5. Project in a Federal Building;
6. Job Order Contract (JOC) experience;
7. Smaller projects with a value ranging from $6,000 to $60,000 may be considered more relevant than those exceeding $60,000. (Historically, the vast majority of projects fall towards the lower end of the $2,000.00 and $250,000.00 range. As a result, GSA considers demonstration of prior experience towards the lower end of this range (ie: between $6,000 and $60,000) to be more relevant under this technical factor);
8. Project in an occupied building;
9. Project Specialty Trade Experience (i.e. Electrical, Plumbing, HVAC, Fire Alarm, etc.).
* General Construction for this solicitation is defined as the supervision, administration, and performance for all construction activities required to complete a project successfully. Construction activities for the anticipated solicitation include but are not limited to commercial office construction and/or renovations/repairs, MEP (Mechanical/Electrical/Plumbing) repairs/modifications/replacement, fire sprinkler systems repairs/modification/replacement, sitework, exterior construction repair and alterations (including facades and roofs), demolition (including abatement of hazardous materials), elevator modernizations and any other construction activities the government may require.
For each project included in your submission, please include the following:
1. Project name and description;
2. Project location;
3. Project start/completion date;
4. Percentage and description of self-performed work;
5. Contract value at time of award and contract value at project completion;
6. Indicate whether the project is a Federal Government project located in a Federal
Building
7. Indicate if project is on a Job Order Contract (JOC)
8. Please provide a reference (including valid phone number and email address) for each project. This can be the customer and owners for contracts and projects listed in this section of their proposal. The Government may contact the POC’s to verify the information provided and may request past performance information.
9. Indicate Project Delivery Method:
- Traditional-Design/Bid/Build
- Design/Build
The offerors shall also submit the “Experience Workbook” and provide no more than 15 contracts and/or projects performed within the last 5 years from the proposal due date.
These projects shall meet the same “Relevancy Characteristics” outlined above. The purpose of this spreadsheet is to demonstrate an offeror’s relevant prior experience, in addition to what is provided in each offeror’s Factor 1 Primary Projects Detailed Narrative, and the ability to simultaneously perform multiple projects of varying scope, size, and complexity for a variety of clients in multiple locations within the past 5 years. The contracts and projects the offeror selects must be relevant to the solicitation and future task orders that will be placed against this IDIQ. An offeror is not required to submit 10 projects, this is the maximum. These projects will be evaluated for relevancy.
Extra consideration will be given to firms demonstrating an Experience Workbook containing relevant project characteristics.
Projects that are not at least 75% (Period of Performance) complete will not be considered relevant.
If proposing a joint venture, offerors shall clearly state which project were performed by the Joint Venture or an Individual Entity in Column D “Brief Description” in the Experience Workbook. Contracts/Projects performed by the Joint Venture will receive more consideration than contracts/projects performed by the individual entities separately.
Additional Information for Joint Ventures will be required in Factor 2 Approach and Management Plan.
An Offeror who successfully demonstrates that they possess the depth and breadth of project/contract experience that is considered most relevant when compared to the solicitation may receive a higher rating. If the offeror fails to meet any characteristic this may be considered a high risk. An offeror who fails to demonstrate they have relevant experience compared to the solicitation may receive a lower rating.
Technical Factor 2: Approach & Management Plan The Government will evaluate each Offeror’s relative understanding of the contract requirements and to the extent their proposed approach meets the government needs.

The joint venture must also provide a certificate that identifies a principal representative of the joint venture with full authority to bind the joint venture.
iv. Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture.
The SSEB Technical board will evaluate each Offeror’s relative understanding of the contract requirements and to the extent their proposed approach meets the government needs. The government will assign strengths and weaknesses identified in its evaluation of the proposal. Failure to provide all the information being requested in the solicitation may result in lower ratings.
Factor 3: Past Performance on Relevant Projects The Government will evaluate each Offeror’s past performance by how well they performed on completed projects of similar size, scope and complexity as required by the solicitation.
a. The offeror shall submit a Past Performance Questionnaire (PPQ) (included in the solicitation) completed by the applicable client, for each of the three (3) “Highlighted Projects” included in its proposal for Factor 1. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.
NOTE: THE GOVERNMENT HAS THE RIGHT TO CONTACT ALL CLIENT POCS
PROVIDED TO VERIFY THE INFORMATION PROVIDED BUT IS NOT REQUIRED TO.
d. Offerors shall NOT incorporate by reference into their proposal PPQs previously submitted for other RFPs.
e. If proposing a joint venture, Offerors must first submit past performance records demonstrating that they have performed together. These experiences will receive more consideration than experiences performed separately.
f. If the Offeror has no record of relevant past performance or the information on their past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance. This rating shall be characterized as "neutral".
Proposals that exhibit relevant experiences and provide the Government a high level of confidence that the Offeror will successfully perform the required effort will receive the highest ratings.
