About this file
This document contains questions and answers from an industry day event regarding a future solicitation for C-130 maintenance and repair services. The U.S. Navy is seeking additional contractors on an existing multiple award contract to handle increased workload. Services will include planned maintenance intervals, minor depot inspections if added to the contract scope, and maintenance is on a calendar-based schedule. The Navy intends to post the solicitation in early 2024 and anticipates the earliest induction could be fall 2024. Evaluation criteria and award process will follow the existing contract's terms. Technical data and support equipment lists will be provided to contractors for maintenance performance.

Question 02: In regards to the Evaluated Price calculation used for task order Fair Opportunity Notice (FON) competitions, what is the quality weighted factor, and schedule weighting factor for a Contractor that has not yet delivered a Planned Maintenance Interval (PMI)?
Answer: If a Contractor has not completed a PMI in the previous 180 calendar days, then the quality weighted factor will be 1.00, and the schedule weighted factor, used in FON task order (TO) competitions will be 1.00.
Question 03: Will the USG be increasing the contract ceiling(s) on the existing Multiple Award Contracts (MACs) with the addition of a new Contractor(s)?
Answer: Pending internal US Government decision.
Question 04: Will the USG provide the slides that were presented at the KC-130J Industry Day?
Answer: Yes, redacted slides will be uploaded to SAM.GOV under notice ID N6264923R0074.
Question 05: Will the solicitation for Rolling Admissions be structured that same as in 2019, under N62649-19-R-0167?

Answer: The awarded contract CLINs and SLINs will be in USD.
Question 08: Are the contract option periods year to year?
Answer: Yes the Option Periods have a period of performance of one (1) year. The contract will include FAR 52.217-9, which states, “The Government may extend the term of this contract by written notice to the Contractor within 7 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.”

Answer: This is dependent on the contract award and the new Contractor facilities. The earliest induction could be around Fall 2024.
Question 10: Is CLIN X004 Not To Exceed (NTE)?
Answer: CLIN X004 is Estimated (EST).
Question 11: Will the USG conduct a pre-award survey of Contractor facilities?

Question 12: What is the age of the USN KC-130J Fleet?
Answer: The newest USN KC-130J was delivered in early November 2023, and the oldest KC-130J has been with the USN for almost 30 years.
Question 13: Can you explain CLIN X004?
Answer: CLIN X004 is currently pre-funded on the awarded task orders (TOs) in an amount determined by the USG. Through DCMA, the pre-funded amount is then definitized to actuals, used for parts and materials. When the pre-funded amount on the TO has approximately 75% utilization, the USG is notified and will add additional funding as required.
Once each Contractor has completed at least two (2) PMIs, the USG will release a Request for Proposal to all Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) Contractors to modify the CLIN X004 to FFP CLIN.
Question 14: Why is the USG looking to initiate Rolling Admissions on the existing Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ)?
Answer: The USG is looking for additional Contractors on the existing Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) because there is an anticipated increase in workload coming in the upcoming years.
Question 15: What is the typical process up to task order (TO) award?
Answer: The USG will release a Fair Opportunity Notice (FON) to all Multiple Award Contract (MAC) Awardees for a TO competition. This will state the requirements of an upcoming induction with the details for a Contractor to provide a proposal. The Contractor proposals will be evaluated using Section H-1.0: Ordering Procedures, of the contract. The winner of the competition will then get a TO awarded for the defined work at the proposed price.
