About this file
This briefing document outlines requirements for aircraft maintenance, repair and overhaul services for the KC-130J and C-130J aircraft fleets. The Navy seeks to award multiple IDIQ contracts for scheduled and unscheduled maintenance, supply support, and related services to be performed at the contractor's facility. Key requirements include performing KC-130J Planned Maintenance Intervals within 160 calendar days threshold and 135 days objective turnaround time. Contractors must demonstrate capabilities including aircraft painting, non-destructive inspection, composite and metal repair, and maintenance of technical data and workforce qualifications. The Navy will provide requirements, funding, and aircraft while Defense Contract Management Agency will administer the contract and provide quality assurance.

8-Dec-23 CUI 12
• Turn-Around-Time (TAT) is the period of time from aircraft induction (when the aircraft is made available to the Contractor at a designated location in a designated configuration) until the US Government acceptance of the aircraft.
• TAT is a critical element for the US Government to ensure it has the aircraft resources required to perform its missions.
• TAT is a Key Performance Parameter (KPP) by which the Contractor’s performance is measured.
• TAT is measured in Calendar Days (includes weekends and holidays).
• TAT is the primary schedule metric used by the USG.
• The Contractor shall execute KC-130J Planned Maintenance Interval (PMI) requirements (in accordance with the most current specification*) within the threshold Turn-Around-Time (TAT).

• The DCMA provides oversight, inspection approval, verification of safety of flight, critical safety items, and performs quality assurance surveillance of the Contractor. DCMA will also evaluate the Contractor’s Quality Control Program including an annual assessment of the effectiveness of Contractor’s Quality Control processes.
• A Contracting Officer’s Representative (COR) from FRC WESTPAC will also be assigned to provide overall contract surveillance and coordination functions.
Inspection and Repair
8-Dec-23 CUI 17
• The PMI Specification is primarily inspection-based, seeking to determine whether corrective maintenance actions are required, performing preventive maintenance, and complying with technical directives. The Contractor performs all of the tasks within the Specification (including: disassembly, evaluation, repair, reassembly, and Functional-Flight- Check (FCF) support if required) within CLIN X001 at a Firm Fixed Price (FFP) per each inducted aircraft.
• When inspections determine a need for corrective maintenance and the US Government concurs, other CLINs may apply, such as CLIN X002 (Repetitive Maintenance) or CLIN X003 (Unscheduled Maintenance). The Contractor may be requested to provide work-hour estimates for performing corrective maintenance.
• The quantity of hours required to perform work under CLIN X003 (O&A, TDs, CSR, and ISR) will be negotiated, typically between the Contractor and DCMA.
• The Contractor shall be responsible for forecasting, sourcing, and procuring the parts and materials used in performance of this contract.
• Including but not limited to; part procurement, repair, fabrication, and cannibalization* as required.
*Cannibalization authorization may be granted by the USG only.
• The price for material, parts and equipment purchased or manufactured by the Contractor shall be negotiated as required by DCMA.
• Sometimes there are parts or materials that the Contractor cannot procure
(ex. Rolls-Royce filters). In these instances FRC WESTPAC will assist the Contractor in the procurement; this includes parts considered AVDLR).
