(a) Maximum Pass Through Rates – Applicable to all Task Orders Types. The pass through rate is defined as the cumulative amount of the two elements listed below divided by the price paid to the subcontractor or the vendor:
(1) any and all prime contractor indirect costs including, but not limited to: overhead, material handling charges, G&A, burdens and mark-ups; and
(2) any and all prime contractor profit or fee*
*For purposes of this contract, “fee” means “target fee” in cost-plus-incentive-fee type contracts, “base fee” in cost-plus-award-fee type contracts, or “fixed fee” in cost-plus-fixed-fee type contracts.
(b) The Contractor agrees that the maximum pass-through rate that shall be charged against any non-ODC CLIN where labor is proposed under this contract shall not exceed eight percent 8 %. For purposes of the maximum pass-through, any effort provided by a division, subsidiary or any other entity of the prime contractor shall not be considered subcontracted effort and all fee/profit must be provided at the prime level subject to the limitations specified in this contract.
(c) Maximum Profit/Fee Rate – Applicable to Cost Plus Fixed Fee CLINs Only. Contractor compliance with the maximum fee rate on CPFF CLINs is applicable at the time of task order award and is based on the ratio of fixed fee to the estimated cost. A proposed fee at the task order level that is higher than the maximum fee rate stated in the offeror’s base contract shall render the contractor’s proposal unacceptable. The Contractor agrees that the maximum fixed fee rate shall not exceed __8 __%. Fee becomes a fixed dollar amount at the time of task order award and is subject to the provisions of the Level of Effort clause of the task order. The maximum fee rate being proposed at the task order level by the prime contractor shall flow down to all subcontractors/consultants included as part of your (the Prime) proposal.
(d) Other Direct Costs and Travel. No fee is allowed on Other Direct Costs or Travel. Indirect cost elements such as G&A and material handling may be applied to ODCs but may not include fee.

B-231-H001 TRAVEL COSTS (NAVSEA) (OCT 2018)
(a) Except as otherwise provided herein, the Contractor shall be reimbursed for its actual travel costs in accordance with FAR 31.205-46. The travel costs to be reimbursed shall be those costs for which the Contractor has maintained appropriate documentation and which have been determined to be allowable, allocable, and reasonable by the Procuring Contracting Officer, Administrative Contracting Officer, or their duly authorized representative.
(b) Reimbursable travel costs include only that travel performed from the Contractor's facility to the worksite, in and around the worksite, and from the worksite to the Contractor's facility.
(c) Relocation costs and travel costs incidental to relocation are allowable to the extent provided in FAR 31.205-35;
however, Procuring Contracting Officer approval shall be required prior to incurring relocation expenses and travel costs incidental to relocation.
(d) The Contractor shall not be reimbursed for the following daily local travel costs:
(i) travel at U.S. Military Installations where Government transportation is available,
(ii) travel performed for personal convenience/errands, including commuting to and from work, and
(iii) travel costs incurred in the replacement of personnel when such replacement is accomplished for the Contractor's or employee's convenience.
B-232-H003 PAYMENTS OF FEE (S) (COMPLETION) (NAVSEA) (OCT 2018)
(a) For purposes of this contract, "fee" means "target fee" in cost-plus-incentive-fee type contracts, "base fee" in cost-plus-award-fee type contracts, or "fixed fee" in cost-plus-fixed-fee type contracts.
(b) The Government shall make payments to the Contractor, subject to and per the clause in this contract entitled "Fixed Fee" (FAR 52.216-8) or "Incentive Fee", (FAR 52.216-10), as applicable. Such payments shall be equal to 40% of the allowable cost of each invoice submitted by and payable to the Contractor pursuant to the clause of this contract entitled "Allowable Cost And Payment" (FAR 52.216-7), subject to the withholding terms and conditions of the "Fixed Fee" or "Incentive Fee" clause, as applicable (percentage of fee payable is based on fee dollars divided by estimated cost dollars including facilities capital cost of money). Fee shall not be applied on Facilities Capital Cost of Money per FAR 15.404-4(c)(3) and DFARS 215-404-71-4. Total fee(s) paid to the Contractor shall not exceed the fee amount(s) set forth in this contract.
(c) In the event of discontinuance of the work under this contract, or any specified phase of the contract, per the clause of this contract entitled "Limitation of Funds" (FAR 52.232-22) or "Limitation of Cost" (FAR 52.232-20), as applicable, the fee shall be equitably adjusted by mutual agreement to reflect the diminution of work. If the adjusted fee is less than the sum of all fee payments made to the Contractor under this contract, the Contractor shall repay the excess amount to the Government. If the adjusted fee exceeds all payments made to the Contractor under this contract, the Contractor shall be paid the additional amount, subject to the availability of funds. In no event shall the Government be required to pay the Contractor any amount in excess of the funds obligated under this contract at the time of the discontinuance of work.
(d) Fee(s) withheld pursuant to the terms and conditions of this contract shall not be paid until the contract has been modified to reduce the fee(s) per paragraph (c) above, or until the Procuring Contracting Officer has advised the paying office in writing that no fee adjustment is required.

STATEMENT OF WORK
Statement of Work (SOW) for
Engineering, Technical, Logistics, and Installation Service Support for Advanced Electrical Power Systems Branch Code 444
1.0 INTRODUCTION
1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for U.S.
Navy ships, submarines, military watercraft and unmanned vehicles. This requirement is in support of the U.S. Navy for NSWCPD Code 44, which is involved with the construction as well as In-Service Engineering Agent (ISEA) responsibilities for electrical power and propulsion systems on U.S. Navy ships, submarines, military watercraft and unmanned vehicles.
1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied.
1.0.3 Government/Contractor Relationship
1.0.3.1 The services to be delivered under this Contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the Contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.
1.0.3.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.
1.0.3.3 Contractor personnel under this Contract shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.
1.0.4 Employee Relationship:
1.0.4.1 The services performed under this Contract do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government. Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.
1.0.4.2 Rules, regulations, directives, and requirements that are issued by the U.S. Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.
1.0.4.3 Inapplicability of Employee Benefits: This Contract does not create an employer-employee relationship.
Accordingly, entitlements and benefits applicable to such relationships do not apply.
1.0.4.4 It is the Contractor's, as well as the Government's, responsibility to monitor Contract and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.
1.0.4.4.1 The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.
1.0.4.4.2 The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:
(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,
(ii) Countermand any communication regarded as a violation,
(iii) Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or
(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.
BACKGROUND
1.1.1 The Advanced Electric Power Systems Branch, Code 444, of the Naval Surface Warfare Center Philadelphia Division (NSWCPD) is tasked with providing engineering support for electrical power and propulsion systems across various acquisition lifecycle phases of US Navy ships, submarines and other naval assets.
1.1.2 The programs supported by this contract use common equipment and technology, which promotes the concept of an Integrated Power System (IPS). An IPS is defined as a system of systems that links the electrical power distribution system with the ship’s propulsion system. It is accomplished using power dense electronic devices arranged in various architectures that can operate at elevated voltage levels, such as 1,000 VDC, 4,160 VAC and 13,800 VAC. The increased interaction of multiple systems within the structure of an overall Integrated Power System increases operational capability by allowing various operational configurations that were not possible using traditional power system arrangements.
1.1.3 In addition, each of the multi-year programs Code 444 is involved with are at different phases of the acquisition lifecycle. Department of Defense policy requires multi-year programs be organized into distinct acquisition lifecycle phases to reduce risk associated with cost, schedule and performance. The Pre-Systems Acquisition phase focuses on technology development, Systems Acquisition phase focuses on manufacturing / new construction and Sustainment Acquisition phase focuses on operations and modernization.
1.1.4 The programs supported by this contract are the following:

Individual Task Orders may have additional requirements. The Contractor shall reference and utilize the latest version available when performing tasks within this PWS.
3.0 REQUIREMENTS
Contractor shall support multiple programs as part of Integrated Product Support Teams that provide design and sustainment engineering, technician services, project oversight, inspection, certification, modernization and repair recommendations and services for electrical power systems and integrated power and propulsion systems. The programs supported by this contract are the following:

Contractor shall provide technical field services such as technician services, project oversight, inspection, certification, modernization and repair recommendations and services for electrical power systems and integrated power and propulsion systems for this contract. Work shall be accomplished in accordance with Section 2.11 and
2.12. The programs supported by this contract are the following:

3.1.1 Engineering Support Requirements.
Financial planning and tracking shall be provided in accordance with CDRL A021.
3.1.1.1 Sustainment Engineering. Contractor shall assist in technical tasks to ensure continued operation and maintenance of integrated power and propulsion systems with managed risk. Tasks include collection and triage of original equipment manufacturer (OEM) drawings, and all service and maintenance data; development, risk analysis and engineering of design changes and feasible solutions to resolve operational issues; root cause analysis of in-service problems including operational hazards, deficiency reports, parts obsolescence and reliability degradation.
All studies and analysis shall be submitted in accordance with CDRL A007.
3.1.1.2 Technical Data Packages. Contractor shall assist with the development of Technical Data Packages in relation to the planning and execution of shipboard alterations and modernization. Duties include the creation of
Functional Block Diagrams, Wiring Tables, Equipment Specifications, One Line Diagrams, Engineering Design Analyses, Root Cause Analyses, Engineering Drawings and Interface Design Documents, which are to be submitted to the Government for review and approval. All production drawings shall be submitted in accordance with CDRL A008. All developmental drawings shall be submitted in accordance with CDRL A009. Reviews of technical packages shall be submitted in accordance with CDRL A010.
3.1.1.3 Ship Installation Drawing Reviews. Contractor shall assist with the review of Ship Installation Drawings received from the Planning Yard. Duties include verifying that the Ship Installation Drawings are accurate and reflect the guidance provided from the associated Technical Data Package. All discrepancies shall be noted and communicated to NSWCPD for communication to the Planning Yard in accordance with CDRL A007, CDRL A008 and CDRL A010.
3.1.1.4 Failure Review Boards. Contractor shall assist with the preparation and support of Failure Review Boards.
Duties include participating in any associated technical or project related teams, as part of a Failure Reporting and Corrective Action System (FRACAS), to conduct reviews and analysis of engineering failures, as well as recommend feasible solutions to engineering issues or failures. Also, duties include the compilation of existing system documentation and data, recording action items and tasks, development of risk assessments and failure analysis reporting in accordance with CDRL A011.
3.1.1.5 Ship Change Documents. Contractor shall assist with the development and review of Ship Change Documents in relation to modernization efforts and shipboard alterations and upgrades in accordance with Section
2.1. Duties include reviewing the documentation for technical and programmatic accuracy, confirming the recommended fielding plan supports the most current ship availability schedule, and ensuring the Cost Benefit Analysis correlates to cost estimates. All reviews to be submitted in accordance with CDRL A007.
3.1.1.6 Specification Reviews. Contractor shall assist in the development and review of system and equipment specifications. Duties include review of specifications for technical accuracy as well as developing and updating specifications in accordance with Government-approved system modifications. All reviews to be submitted in accordance with CDRL A007.
3.1.1.7 System Troubleshooting and Assessment. Contractor shall participate in system assessments and evaluations in relation to reported issues from the Fleet. Duties include replication of the issue(s) in a land-based test facility and validating potential resolutions. Shipboard support shall be required to assist Ship’s Force and Regional Maintenance Centers with system assessments and the determination of the root cause of equipment failure.
Contractor shall provide advanced fault isolation and troubleshooting support. All issues shall be documented in accordance with CDRL A012.
3.1.1.8 Fleet Support Coordination. Contractor shall support with the coordination of technical efforts, as well as provide technical expertise in relation to US Navy fleet assistance requests. Duties include documenting specific details on the request as well as follow-up communication until issues are resolved. Fleet support requests could be related to technical system failures, operational questions, maintenance support, supply support and logistics updates. Trip reports and documentation shall be submitted in accordance with CDRL A002.
3.1.1.9 Land-Based Test Site Support. Contractor shall support IPS specific testing at NSWCPD land-based test sites. Duties include developing test documentation and configuring equipment to support system testing and fleet technical support validation efforts. Documentation shall be in accordance with CDRL A007.
3.1.1.10 Configuration Control Boards. Contractor shall provide technical support to Configuration Control Boards. Duties include conducting reviews and analysis of engineering changes to determine potential impact to the system being changed and/or interfacing systems, as well as recommend feasible solutions to engineering issues.
Contractor shall determine the impact to system operability, maintenance, documentation, testing and certification requirements as well as develop Engineering Change Proposals (ECPs) for Configuration Control Board review in accordance with CDRL A013.
3.1.1.11 Configuration Management Support. Contractor shall verify and document and equipment configuration.
Contractor shall ensure Allowance Parts Lists (APLs), provisioning documentation and equipment specification sheets accurately reflect current equipment configuration. Documentation shall be in accordance with CDRL A007.
3.1.1.12 Technical Manual and Maintenance Procedure Updates. Contractor shall review and provide technical support for updating technical manuals as well as operational (Engineering Operational System Sequence (EOSS)) and maintenance procedure development (Maintenance Requirement Cards (MRCs)). Technical manual documentation shall be submitted in accordance with CDRL A007.
3.1.1.13 Systems Engineering Process (SEP). Contractor shall provide support related to the NSWCPD Systems Engineering Process. Contractor shall support developing processes and procedures to ensure compliance with NSWCPD Systems Engineering Process. Contractor shall support developing and updating various program level documentation such as System Development Plans, System Safety Plans, software Pre-Installation Checkout Procedures. Systems Engineering Process documentation shall be in accordance with CDRL A007.
3.1.1.13.1 Risk Management. Contractor shall provide support for NSWCPD SEP Risk Management Process.
Contractor shall provide recommendations for quantifying risk of project costs, schedule and performance.
Contractor shall update documentation and support meetings and discussions. Recommendations shall be submitted in accordance with CDRL A007.
3.1.1.16 Testing Facilities. Contractor shall have the ability to complete first article testing related to shock, vibration, electromagnetic interference, electrical power interface and environmental requirements. Contractor shall provide notification of upcoming testing per CDRL A023.Testing guidance and laboratory requirements are found in Sections 2.3 through 2.9. Test procedures and test results are to be submitted in accordance with CDRL A007.
3.1.1.17 Networked Computerized Control Systems. Contractor shall use equipment specific software packages to provide technical support for test and evaluation, and troubleshooting of networked computerized control and monitoring systems. Software programming using equipment specific and original equipment manufacturer software packages shall be required.
3.1.1.18 Cybersecurity Support. Contractor shall provide programmatic, project, technical, software, and engineering support for the implementation and certification of cyber security audits, projects and programs.
3.1.1.18.1 Cybersecurity Qualifications. Contractor personnel shall be qualified as Information System Security Engineers (ISSE’s) or managers (ISSM’s) who are knowledgeable of US Navy risk management framework requirements. Cybersecurity qualifications and certifications shall be in accordance with the Information Assurance Workforce Improvement Program, Section 2.10, and shall be submitted in accordance with CDRL A015.
3.1.1.18.2 Cybersecurity System Support and Evaluation. Contractor personnel shall complete System Security Analysis of computer networked industrial control systems and Platform Information Technology (PIT) systems.
Contractor shall assist in the selection of security controls, common controls and help develop and implement a System Level Continuous Monitoring (SLCM) Strategy. All deliverables shall be submitted in accordance with
CDRL A007.
3.1.1.18.2.1 Cybersecurity Management. Contractor personnel shall provide support in establishing, documenting, and monitoring the cybersecurity programs for platform information technology (PIT) systems. Contractor shall assist in the development of processes and procedures to ensure the PIT systems shall be Authorized to Operate.
Contractor personnel shall support program reviews and update slides and have the ability to communicate program status.
3.1.1.18.2.2 Cybersecurity Implementation. Contractor shall provide support for planning and implementing processes and procedures to enhance security for PIT systems. Contractor shall be knowledgeable of Security Technical Information Guides (STIGs) and related tools. Contractor shall be knowledgeable of Assured Compliance Assessment Solution (ACAS). Contractor shall scan and configure networks and equipment to ensure they meet all requirements established by Cybersecurity Management and NSWCPD Cybersecurity management.
3.1.1.18.2.2.1 SISS3 Job Description. The contractor shall be knowledgeable of networked systems. The contractor shall be able to understand how a network works and can scan and configure networks and equipment.
The contractor shall mentor SISS2 and SISS1 positions. The contractor shall provide useable recommendations for implementing cybersecurity strategies. The contractor shall be able to review networking data and provide input to presentations.
3.1.1.18.2.2.2 SISS2 Job Description. The contractor shall be knowledgeable of networked systems. The contractor shall be able to understand how a network works and can scan and configure networks and equipment.
The contractor shall mentor SISS1 position. The contractor shall provide useable recommendations for implementing cybersecurity strategies. Contractor shall be able to look at original equipment manufacturer networking data and help organize and understand how it’s to be used for cybersecurity.
3.1.1.18.2.2.3 SISS1 Job Description. The contractor shall be knowledgeable of networked systems. Contractor shall be able to look at original equipment manufacturer networking data and help organize and understand how it’s to be used for cybersecurity. The contractor shall provide networking support to SISS2 and SISS3 and ISSM2 labor categories as needed.
3.1.1.18.3 Cybersecurity Classification Level. The aggregation of information which describes the tools, techniques and procedures necessary and sufficient to exploit a vulnerability that has not been eliminated from all instances of a control system, is to be treated as CONFIDENTIAL for Unclassified Systems.
3.1.1.18.4 Access to SIPRnet. The RMF Security Authorization Packages for shipboard Platform Information Technology (PIT) Control Systems are processed through the classified eMASS system. SIPRnet access is required.
3.1.1.19 Troubleshooting. Contractor shall have the knowledge, ability, and resources to perform troubleshooting on all High Voltage and Low Voltage Integrated Power System (IPS) equipment hardware. Contractor shall use diagnostic capabilities of equipment specific software packages to help with troubleshooting as well as communicate problems and corrective actions. Contractor shall perform advanced troubleshooting and fault finding as well as recommend appropriate courses of action based on inspections, and investigations during troubleshooting and repair processes. Engineering service reports shall include a description of troubleshooting processes and outcomes and are to be documented and submitted in accordance with CDRL A012.
3.1.1.19.1 Unplanned Outages. The Contractor shall provide phone and on-site engineering consulting and incidental material support for unplanned/emergency outages on a 24 hour / 7-day basis for the IPS. Description of consulting processes and outcomes are to be documented and submitted in accordance with CDRL A012.
3.1.1.19.2 Underway Support. Contractor shall provide qualified personnel for fleet rider services when DDG 1000 Class ships are underway. Contractor shall have the capability to deploy personnel to the ship within 12 hours after notice has been provided. Trip reports shall be submitted in accordance with A002.
3.1.1.20 Surveys and Assessments. Contractor shall perform surveys and assessments to determine whether IPS equipment is operable, calibrated, tuned, and capable of supporting all IPS and combat systems and ship mission requirements. Contractor shall perform equipment grooming services to ensure all deficiencies found during surveys and assessments are corrected. Tasks shall require using OEM equipment software packages and knowledge of networked control and monitoring systems. Trip reports shall be submitted in accordance with A002.
3.1.1.21 Software Regression Testing. Contractor shall document, repair, maintain, layup, re-start and perform software regression testing services as well as provide and perform hardware upgrades, software upgrades and ship system upgrades and improvements on all IPS equipment. Tasks shall require the use and familiarity of OEM equipment specific software packages. Documentation on upgrades shall be submitted in accordance with A012.
3.1.1.22 Training. The Contractor shall provide two weeks of operation and maintenance training related to IPS for US Navy representatives once per year. The training can be performed at the original equipment manufacturer (OEM) site in a classroom setting as well as onboard a vessel to insure a high level of competence in troubleshooting skills using equipment specific hardware and software. Training material shall be provided in accordance with CDRL A016.
3.1.1.23 Equipment Repair. Contractor shall have access and use of facilities to repair modular IPS equipment such as, Machine Bridge Modules, Supply Bridge Modules, Electric Drive Bus Bars, Power Electronic Modules, Power Filter Modules, and Rectifier Bridge Modules. After repairs, Contractor shall deliver the Overhaul Repair Report in accordance with CDRL A017.
3.1.2 Field Service Support. Contractor shall accomplish preventive maintenance, corrective maintenance as well as shipboard original equipment manufacturer (OEM) internal equipment alteration, installation and commissioning services.
3.1.2.1 Test Plans. Contractor shall assist in the development and accomplishment of test plans and support System Operational and Verification Testing (SOVT) during ship availabilities or when a modification is made to an engineering system and full system performance and operation needs to be validated. Contractor shall deliver test plans and test reports in accordance with CDRL A007.
3.1.2.3 Site Rehabilitation. Contractor shall rehabilitate spaces where work has been completed to original or equivalent condition.
3.1.2.4 Shipboard Industrial Safety. Contractor shall conduct all repair, maintenance and installation-related activities in compliance with applicable federal, state, local, Naval, ship or industrial facility safety regulations, as applicable.
3.1.2.5 Conformance to Shipboard Routines. Contractor shall review and ensure conformance to existing shipboard routines regarding workplace cleanliness, personnel conduct, and ship’s security and integrity.
3.1.2.6 Quality Assurance Plans. Contractor shall develop and maintain all necessary process control sheets in accordance with NSWCPD requirements for Quality Assurance Plans and Quality Assurance Workbooks, as well as NAVSEA Instruction 9090-310, SHIPALT Accomplishment by Alteration Installation Teams (see 2.13). Quality assurance plans and related workbooks shall be developed for individual projects. Deliverables shall be in accordance with CDRL A018.
3.1.2.7 Installation, Repair and Maintenance Teams. Contractor shall provide skilled technicians and labor, under the guidance of a foreman, to support installation of equipment on ships. Contractor shall have facilities available for staging equipment and tools for use during the installation process. Problems encountered during the execution of shipboard work shall be documented and submitted in accordance with CDRL A020.
3.1.2.8 Project Management. Contractor shall provide and use project management techniques and support such as work breakdown structures, plan of action and milestones, project management software, and other necessary tools to track project progress. Project financial planning and status shall be provided in accordance with CDRL A021.
3.1.2.9 Shipboard Project Check-out. Contractor shall be familiar with shipboard check out procedures.
Contractor shall assist in the development and performance of procedures for testing and checkout of installed systems, including system circuit tests, system operability tests, and quality assurance tests in accordance with
CDRL A012.
3.1.2.10 Redlined Drawings. Contractor shall provide redlined drawing packages (if applicable) to the Government On-Site Coordinator (OSIC) and/or NSWCPD Program Manager or ISEA no later than (10) days after completion of each work package. Deliverables shall be in accordance CDRL A008 and A012.
3.1.2.11 Site Checks. Contractor shall assist with onboard ship evaluation and assessments in preparation for conducting system maintenance, repairs and installation and upgrades. Duties include reviewing existing drawings, verification of equipment locations and other technical information to interface with the applicable Planning Yard to support Ship Installation Drawing development. Reports shall be in accordance with CDRL A019.
3.1.2.12 Contractor Acquired Property. Contractor shall order, stage and store all material designated as Contractor Acquired Property (CAP) as indicated on project material lists. Contractor shall provide warehousing and inventory management. Inventory information shall be provided in accordance with CDRL A005 and CDRL A006.
3.1.2.13 Transportation. Contractor shall provide for the transportation of material between the Government worksite, Government storage facility and Contractor’s storage facility as needed
3.1.2.14 Incidental Materials. Contractor shall provide necessary administrative and logistics support on work site for the Contractor and Government personnel who may need to purchase materials, or coordinate special work and material requirements.
3.2 DDG 51 CLASS FLIGHT III AND NEW CONSTRUCTION IPS SUPPORT

3.2.1 Engineering Support Requirements.
3.2.1.22 DDG 51 Class Flight III and New Construction Engineering Support. Contractor shall provide useable recommendations to engineering problems and issues related to electrical load analysis, ship service generators, electric drives, medium and high voltage engineering, and switchboards that can occur during the design and testing of electrical systems. Documentation shall be submitted in accordance with CDRL A007.
3.2.1.20 DDG 51 Class Flight III Land Based Test Site. Contractor shall provide support for the DDG 51 Flight III Land-Based Test Site (LBTS) for original equipment manufacturer (OEM), and equipment qualification test (EQT) events for electrical equipment. Contractor shall provide technical expertise, develop, update, and review test procedures for Government approval; document tests and test results, and review test reports as well as review waiver/deviation documentation to note significant changes. Test plans and reports shall be submitted in accordance with CDRL A007.
3.2.1.21 DDG 51 Class Flight III Land Based Test Site Training. Contractor shall provide administrative, instructor and technical support for the DDG 51 Flight III Land-Based Test Site (LBTS) for training events. Classes are designed for Ship’s Force and are to last one week. Contractor shall provide two training events per year.
Training materials shall be developed in accordance with CDRL A016.
