About this file

This is a Brand Name Justification memorandum for the procurement of MYCO UISS trailers by the Naval Surface Warfare Center Panama City Division (NSWC-PCD), located at 110 Vernon Ave., Panama City, FL 32407.

The contracting activity seeks to acquire two (2) MYCO MG40XXXHTR hot dipped galvanized triple axle trailers with 5th wheel fixed frames through a firm fixed price contract with authorized sellers. The trailers feature a gross vehicle weight rating of 37,000 lbs., gross axle weight rating of 30,000 lbs., and empty trailer weight of 7,850 lbs. Key specifications include three 10,000 lb. Dexter brand straight axles, seven 17.5 x 6.75" HC forged aluminum wheels with load range J radial tires, hydraulic disc brakes with stainless steel components, air/hydraulic brake actuation with emergency break-away application, 5,000 lb. capacity electric winch, 50,000 lbs. two-speed commercial landing gear, submersible waterproof LED lighting systems, and comprehensive lifting and tie-down provisions meeting MIL-STD-209K requirements. The trailers must comply with Federal Motor Vehicle Safety Standards 49CFR393 and 49CFR571, meet Naval Sea Systems Command drawing 8664033 Rev A specifications, and support internal air transport capabilities for C-17 and C-5 cargo aircraft as well as ramp launch/recovery on boat ramps up to 15°.

The justification asserts that MYCO is the only brand capable of meeting the Government's needs due to engineering validation specific to the USV vessel's weight distribution, hull interface points, and operational procedures. The contracting officer determined this acquisition represents best value and the lowest overall cost alternative. The acquisition will be conducted using simplified acquisition procedures with a total dollar value exceeding micro-purchase levels but not exceeding the $350,000.00 simplified acquisition threshold. Delivery is required to Port Hueneme, California, and the requirement will be synopsized on sam.gov.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).

The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the 2 trailers listed in Paragraph 3 of this document. This specified make, model, and part number are required to maintain compatibility with the USV vessel’s approved transport and launch configuration. The trailer has been engineered and validated to support the vessel’s weight distribution, hull interface points, and operational launch/recovery procedures.

Use of an alternate or similar product could introduce safety risks, require additional engineering certification, and create configuration management issues within the Navy’s logistics and maintenance systems.

As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.

Therefore, it is in the Governments’ best interest to acquire the MYCO brand.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, MYCO is the only brand that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov because it is estimated greater than $25,000.00.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, MYCO is the only brand that can meet this requirement.
