Questions and Answers
1. CLIN 0003 Pricing Structure and Evaluation Basis:
The solicitation requires pricing for Option CLIN 0003 (Treatment Services) to be evaluated as part of the total price; however, specific treatment types, linear footage, square footage, and chemical methodologies can only be determined following the inspection under CLIN 0001. Could the Government clarify the required pricing format for CLIN 0003 (e.g., a standardized unit-rate schedule for specific treatment methods such as perimeter soil barrier per linear foot, localized wood injection per square foot, bait station installation, or structural fumigation), or will the Government provide estimated quantities/plug numbers for evaluation purposes?
a. A standardized unit-rate schedule should be included.
2. Access and Structural Clearances for Modular Buildings:
For the four (4) modular trailers across the two locations (64 Nowelo Street and 928 Stainback Highway), could the Government confirm whether crawlspaces and subfloor chassis areas are fully accessible via removable skirting/access panels, or will the contractor be required to remove and re-install fixed skirting or skirting panels to access wood-to-ground contact points?
a. Crawlspaces and subfloor chassis areas are fully accessible via entry points.
3. Facility Re-Entry and Occupancy Protocols During Treatment:
Given that both locations are active agricultural research and germplasm repository facilities operating between 7:30 AM and 4:00 PM, what are the Government's specific re-entry interval (REI) restrictions or scheduling protocols for occupied interior spaces should chemical treatments or aerosol/spot applications be required during standard work hours?
a. Schedule coordination can be subject to discussion. The modular trailers are separate from the main lab facility therefore we could make arrangements to have the buildings vacated. However, again, we can discuss the best plan forward.
4. Historical Infestation and Past Treatment Records:
To assist in evaluating potential structural risks and historical pest pressure, can the Government disclose whether these five (5) structures are currently under active warranty from a prior treatment, and whether drywood or subterranean termites were previously identified?
a. Not currently under any warranty from prior treatment and there are no found records.
5. Clarification on Submittal Milestones (SSSP/APP and Technical Data):
SOW Section 5.6(a) indicates that the Site-Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) must be submitted within 10 calendar days of contract award.
Could the Government confirm that safety plans and chemical manufacturer SDS submittals are required strictly post-award, and that only the technical approach narrative, licensing, and past performance are required with the initial quote submission?
