STATEMENT OF WORK

FOR

WATER AND SOIL TESTING SERVICES

Western Colorado Area Offices, Grand Junction and Durango, Colorado

1. Background. Bureau of Reclamation’s Western Colorado Area Offices (WCAO) conducts monitoring of water and soil at its project sites in Colorado and New Mexico as required by and in accordance with applicable state and federal regulations. Water and soil samples are collected by Reclamation staff from numerous reservoirs, rivers, creeks, canals, and water wells for routine and impromptu testing and are submitted to an outside laboratory for analysis.

2. Scope. Reclamation shall provide water and soil samples to a certified contractor for analysis. The Contractor shall submit the results of the analysis to Reclamation.

3. Objectives. This contract will afford laboratory services for the analysis of water and soil samples and provide water quality information necessary for the continued operation and maintenance of Reclamation projects.

4. Tasks.

4.1. Due to limited human resources staffing, the Contractor must have the ability to work within Reclamation's time frame and must be available during normal business hours and days to receive samples from Reclamation.

4.2. Contractor shall furnish all sample bottles with appropriate preservatives within 24 hours of request from Reclamation.

4.3. Upon acceptance of the unfiltered samples from Reclamation, the Contractor shall analyze samples for the constituents in Attachment A using stated Method Codes and MRLs.

Approximately 5,500 tests will be performed and include but are not limited to: Organics, Inorganics, Metals (Total and Dissolved), Physical and Biological, and Radiochemistry

4.4. The Contractor shall provide within 30 days from the date samples are received a final report of the testing for each set of samples provided by Reclamation. Results shall be reported to only Reclamation unless otherwise requested.

5. Deliverables. Contractor shall provide a final report of test results with each set of samples provided by Reclamation and shall include a completed Chain of Custody (CoC) and Laboratory Supervisor(s) signature certifying the adequacy and accuracy of procedures and test results. Reports must be electronic and include, at a minimum, results of all analysis including the following information:

6. Government-Furnished Property. No government property will be furnished to the Contractor.

7. Security. There are no security requirements.

8. Place of Performance. All testing shall be completed at the Contractor’s facility or their subcontractor’s facility.

9. Period of Performance. The period of performances for the base period and subsequent option periods are as follows:

Base Year: October 1st, 2025, through September 30th, 2026

Option Year 1: October 1st, 2026, through September 30th, 2027

Option Year 2: October 1st, 2027, through September 30th, 2028

Option Year 3: October 1st, 2028, through September 30th, 2029

Option Year 4: October 1st, 2029, through September 30th, 2030

6 Month Option to Extend Services: October 1st, 2030, through March 31, 2031

10. Quality Assurance. The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). The Contractor shall provide all labor, tools, equipment, materials, and supervision required to test samples for Reclamation specified tests. This plan is focused on the Government’s responsibility to ensure that the Contractor has performed in accordance with the performance standards. This QASP does not detail how the Contractor accomplishes the work, but asserts the Contractor is responsible for the management and quality control required to meet the terms of the contract. Reclamation reserves the right to perform audits of the lab for quality control purposes by a qualified representative. The Contractor will immediately notify Reclamation if the status of their laboratory certification changes. Problems related to the receipt of the sampling materials, the status of the Contractors certification, reports with incorrect results or incorrect format or, test quantities not matching invoices shall be reported by the COR to the Contracting Officer.

11. Contractor’s Unauthorized Work Performance. The Contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without approval of the Contracting Officer, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.

12. Certification Requirements. The Contractor must currently be certified by the Colorado Department of Public Health and Environment (CDPHE), New Mexico Environment Department (NMED) and National Environmental Laboratory Accreditation Program (NELAP) to test for the constituents specified in Attachment A – Price Schedule. Contractor must also follow EPA mandated Quality Assurance/Quality Control (QA/QC) program requirements to keep and maintain its certification. If subcontractors are used, it shall be the responsibility of the contractor to ensure subcontracted testing laboratories meet certification requirements. Contractor shall provide all transportation to and from subcontractors by way of local pick-up or overnight shipping meeting the necessary preservation and required hold times for each constituent.
