Document Type: Technical Specifications for a federal construction contract.

Project Overview and Scope: The Hapgood Pond Recreation Area Water Tank Rehabilitation project is located on Hapgood Pond Road in Peru, Vermont (Bennington County). The work involves comprehensive rehabilitation of an existing 10,000-gallon concrete water storage tank with interior dimensions of approximately 15'-4" diameter and 8'-9" deep. The contract is structured as a single lump sum bid item covering all labor, materials, equipment, and incidentals required to complete the project.

Work Requirements and Technical Specifications: The contractor must remove all sediment and debris, perform high-pressure power washing (minimum 4,000 psi) of interior and exterior surfaces, seal holes and cracks, apply cementitious waterproof coating to the entire tank interior and exposed exterior surfaces, and disinfect the tank per AWWA C652-11 Chlorination Method 2. The specification includes an allowance for patching up to 10 linear feet of cracks (¼" wide maximum) and 2 square feet of holes/spalls (½" deep maximum); any defects exceeding these limits require separate authorization from the Contracting Officer. All materials must be NSF International approved for potable water contact. Specified products include "Waterplug" or "MasterSeal 590" for patching and "Thoroseal" or "Masterseal 581" (specifically from the Newark, CA plant) for cementitious coating, applied in two coats to achieve 3 lbs/sq yard total thickness. The work also includes cleaning and repainting the existing vent and overflow with rust-inhibiting enamel and installing new stainless steel screening. Work shall be performed Monday through Friday between 7:00 AM and 6:00 PM, with all work completed either two weeks before Memorial Day or one week after Columbus Day while the campground is closed to the public. The contractor must comply with OSHA confined space entry procedures and obtain all necessary certifications; personnel must be properly trained in confined space safety. All contractor costs related to permits, inspections, and fees are included in the lump sum price. Staging areas must be coordinated with the Forest Service and restored to original condition upon project completion.
