About this file
This is a Question and Answer document clarifying contract requirements for a water tank cleaning, inspection, and disinfection project with the Forest Service.
The document addresses five key operational and administrative matters. Personnel requirements allow contractors to propose roles and company-level experience at quotation stage, with named crew details supplied after award. The performance period runs November 16, 2026 through May 14, 2027, with all groundwork required completion by May 14, 2027. Winter access responsibilities assign snow removal from the town road to the water tank and freeze/heat protection measures to the contractor if work is performed during snow conditions. The Forest Service will drain and provide access to the tank by unlocking the cover lock and gate; the contractor does not need to perform isolation or lockout procedures. Acceptance and invoicing occur upon completion of all work and receipt of deliverables by the end of the performance period; invoices must be submitted via the Invoice Processing Platform (IPP) with supporting documents specified in the contract, independent of the Forest Service's subsequent May 2027 refill and sampling activities.

Question and Answer Document
1. Personnel at quotation stage: For Evaluation Factor 3, must the quote include named proposed personnel and their individual qualifications, or may it provide proposed roles and company-level training/experience, with named crew details supplied after award? Proposed personnel are fine
2. Work window and completion: Is Spring performance acceptable? Updated SOW Section 01350 appears to require fall completion by October 19, 2026, before the November 2 start in Amendment 0006, or spring completion by May 14, 2027, while the period of performance ends May 17. Please confirm the allowable work window and controlling completion date. The October date has passed so the updated Period of performance is November 16, 2026-May 14th, 2027. The groundwork needs to be completed by May 14th.
3. Winter access and preparation: Who is responsible for road access/snow removal and any heat or freeze protection needed during performance? If the Contractor chooses to do the work when there is snow on the ground, then the Contractor is responsible for any snow removal from the town road to the water tank. The contractor is also responsible for any heat or freeze protection needed.
4. We understand the Forest Service will drain the tank; will it also isolate/lock out the tank before entry, or should the contractor include that work? The tank has a lock on the cover and is behind a gated fence.
These would be unlocked when the contractor is on-site.
5. Acceptance and invoicing: Can the completed cleaning, inspection and disinfection, together with the accepted PDF report/photos, establish acceptance and permit invoicing before the Forest Service's May 2027 refill/sampling, or does acceptance await seasonal startup? All work shall be completed, and all deliverables shall be received by the end of the Period of Performance. Please identify the invoice platform, billing address, and required supporting documentation. Invoices shall be submitted via the Invoice Processing Platform (IPP) along with the supporting documents specified in the contract.
