PERFORMANCE WORK STATEMENT
Northern California Area Office (NCAO) Armed Security Services
1.0 BACKGROUND
The United States Department of the Interior, Bureau of Reclamation (Reclamation) has a requirement for well-trained, highly capable security guards at Shasta Dam, a National Critical Infrastructure (NCI) facility. This high-caliber security guard force shall provide a level of security services capable of addressing specified threats to protect Reclamation assets, visitors, and personnel.
The Shasta Dam is open to the public on a daily basis. The Visitor Center is open 5 days a week currently. The Upper Vista House is a 2-story structure; upstairs is dedicated to administration office and downstairs is the visitor center and auditorium with a capacity to seat 200 people. The average daily population varies depending on the time of season. At peak season, Shasta Dam can see approximately 350 visitors a day. There are multiple access points to the dam. The public can access the top of the dam, these vehicles are screened daily. The weekends see more vehicular traffic than the weekdays. All delivery vehicles are also screened prior to arriving at the operating warehouse. On average, there are about 50 Reclamation staff on site at any given time between the hours of 0600 –
1800.
Security service coverage includes the following main facilities:
• Shasta Dam
• Keswick Office Building and Powerplant via electronic access and surveillance system to include cameras (EACSS)
• Trinity Dam and Powerplant (EACSS)
• Trinity River Restoration Program via Radionics (alarm only type system)
• Spring Creek Dam and Powerplant via Radionics
• JF Carr Powerplant via Radionics
Security guards will be working closely with Reclamation facility management, local, state, county, and
Federal Law Enforcement agencies. Security guards are expected to comply in all aspects with this
Performance Work Statement (PWS).
2.0 SCOPE
The Contractor shall furnish all labor, along with needed level of supervision, management, equipment, materials, transportation, training, and supplies required to plan, schedule, coordinate, and assure effective performance of a fully functional and operational security force.
3.0 TYPE OF CONTRACT
This is a firm-fixed price type contract. The contractor shall submit monthly billing with clear concise supporting documentation that delineates billable labor and all other billable services by Contract Line-
Item Number (CLIN).
4.0 LOCATION OF WORK
The Contractor shall be required to perform all work under this performance work statement at Shasta
Dam. Shasta Dam’s address is as follows: 16349 Shasta Dam Blvd, Shasta Lake, CA 96019.
5.0 PERIOD OF PERFORMANCE
The period of performance of this contract shall be for 1 (12-month) base year and 4 (12-month) option years as follows:
Base Year: 09/01/23 - 08/31/24
Option Year 1: 09/01/24 - 08/31/25
Option Year 2: 09/01/25 - 08/31/26
Option Year 3: 09/01/26 - 08/31/27
Option Year 4: 09/01/27 - 08/31/28
6.0 PERFORMANCE REQUIREMENTS
The Contractor shall furnish an armed security force with knowledge, skills, and abilities in infrastructure protection to guard Shasta Dam from threats until law enforcement resources arrive. The
Contractor shall perform to the standards required in this contract and as follows:
6.1 Provide deterrence of potential malicious activity
6.2 Detection of unauthorized activity
6.3 Delay of adversaries in completing malevolent acts
6.4 Denial of capability to incur catastrophic outcome at a mission critical asset
6.5 Response to unauthorized acts within the site’s guard protection mission profile
6.6 Assist in the recovery from such unauthorized activity as stated above
6.7 Defend critical assets from attack
6.8 Control entrance to critical areas
6.9 Refrain from sleeping and being distracted by phones, tablets, or other electronic equipment while on duty. Phones, tablets, or other electronic equipment shall not be used while on duty for other than emergency or familial needs.
6.10 Provide professional armed, uniformed security services to Reclamation, in accordance with contract requirements, 24 hours a day, 7 days a week, 52 weeks a year
6.11 Respond to a spectrum of challenges to security ranging from individual assault to coordinated attack by organized determined adversaries.
6.12 Respond to injuries and illnesses
6.13 Public tour screening and monitoring duties
6.14 Monitor building rules and regulations.
6.15 Law and order
6.16 Lost and found
6.17 Fly flags/lower flags
6.18 Civil disturbance/criminal acts
6.19 Emergency response
6.20 Incident reports “Incident or Activity Briefing Reports”
6.21 CCTV/alarm system – dispatch
6.22 Monitor and maintain an arms room located in a government-provided facility
6.23 Ensure that all uniforms meet the requirements of the State of California. An example uniform (e.g., picture, name brand, color) shall be included in the contractor’s proposal.
6.24 The contractor shall demonstrate that individuals working under this contract are able to:
6.24.1 Make shoot/no-shoot decision with handgun and fire a handgun at a person in the performance of their duties.
6.24.2 Use a baton, pepper spray, or other less- lethal applications of force, and apply handcuffs or other restraining devices as needed to mitigate a threat.
6.24.3 Read post assignments, produce reports, and respond to both routine and emergency dispatches/orders with precision and calm.
6.24.4 Apply verbal control techniques, including giving loud and clear directions in English to crowds or others failing to comply with established guidance.
6.24.5 Run, sprint, lift/carry/drag/pull/push heavy objects, climb stairs and/or steep grades (when, for example, responding to emergencies, ensuring timely and complete facility evacuations, in pursuit of an individual, etc.), and doing so while wearing protective gear and weapons.
6.24.6 Physically engage violent or potentially violent individuals.
6.24.7 Provide security services to defend and protect critical assets within the facility until local law enforcement arrives.
6.24.8 Ability to intervene in a medical crisis situation (such as providing emergency first aid/CPR while waiting for arrival of paramedics or other emergency personnel), to include proper use of AED, or other high-stress situation involving employees or members of the general public.
6.24.9 Safely use a motorized vehicle with manual or automatic transmission, and/or a pedal vehicle as primary means of transportation.
6.24.10 Make frequent contact with the general public, law enforcement, and dispatch center via radio or telephone, requiring the ability to speak clearly and distinctly in English while remaining calm in stressful situations (for example, confrontations with angry, distraught, disturbed, or violent persons).
6.24.11 Proficiently use post security equipment (such as magnetometers, X-rays, CCTV, etc.) that may emanate safe levels of electromagnetic radiation for multiple hours.
6.24.12 Perform limited and very basic counter-surveillance duties (e.g., watch a suspicious person or persons without raising concern with those persons and report the results in a timely matter).
6.24.13 Meet the requirements of a drug-free workplace.
6.24.14 Any public facing guard and/or contractor employee must follow the Bureau of Reclamations Mission Statement and core values

Providing acceptable customer service includes, but is not limited to, polite interactions with Shasta Dam visitors and employees, no use of foul or inappropriate language, etc. BOR reserves the right to rely on visitor surveys and/or internal reporting to determine whether a contractor employee fails to meet the standards of providing acceptable customer service. The replacement timeframe shall be appropriate and reasonable as determined by the COR and CO.
6.24.15 The contractor should also have a mechanism in place to handle employee misconduct through progressive discipline and/or collective bargaining agreement. The standard of conduct and collective bargaining agreement will be integrated as part of this contract.
7.0 GOVERNMENT RESPONSIBILITIES
The Government shall:
7.1 Ensure Northern California Area Office’s (NCAO) NCI Security Officer or designee will be made available to the Contractor or his/her representative.
7.2 Determine and provide the necessary access, equipment, facilities, training, and orientation that Reclamation and the Contractor deem necessary to support the Reclamation mission.
7.3 Immediately contact the Contractor to discuss and correct any Reclamation or Contractor issue that is incompatible with the program.
7.4 Program contractor-owned radios prior to start of contract and deprogram the contractor-owned radios at end of contract.
8.0 CONTRACTOR RESPONSIBILITIES
The Contractor shall:
8.1 Ensure personnel complies with agency personal identity verification procedures identified under clause 52.204-09, Personal Identity Verification of Contractor Personnel, and WBR
1452.237-80, Security Requirements – Bureau of Reclamation.
8.2 Work closely with Reclamation and any other appropriate local, State, and Federal entities to facilitate security at Shasta Dam.
8.3 The Contractor must be able to provide 24-hours-a-day, 7-days-a-week security coverage at
NCAO facilities, if needed. Reclamation, only with proper advance approval from the
Contracting Officer, will be liable for associated labor costs to cover unexpected emergency or operational staffing needs. Labor rates will be the same as the rates in effect at the time of
Reclamation's request and will be paid under a separate contract line item number (CLIN).
8.4 Promptly report within thirty minutes all known incidents and/or criminal activities occurring on or around Reclamation lands to the NCAO National Critical Infrastructure Security
Manager (NCISM) or designee. Specifically related to incidents that could pose immediate threat to staff and to the facility. Examples included unknown suspects found wondering within the perimeter of facility, reported threat against staff/facility and any other suspicious circumstance security encounters.
8.5 All incident reports shall be completed and submitted to the NCI-SM or designee and COR within 24 hours.
8.6 The contractor shall inform the Government through daily activity briefing reports which include details regarding any unusual activity, including the description of the incident, its duration, the number of officers that responded, and resolution of the event.
8.7 The contractor shall provide the Government monthly safety reports which identifies any work-related accidents and/or injuries to guards. These reports shall identify the cause of the accident or injury, the extent of the injury, and any corrective action to be taken.
8.8 The Contractor shall require all its employees, including those who are prospective contract guards under this award, to undergo a pre-employment medical/physical examination and every three years thereafter. The Contractor shall provide a plan that defines medical and physical fitness standards and ensure that all its uniformed employees meet the defined standards.
8.9 Phase in procedures. The contractor shall, in accordance with the PWS, provide security guard services during the “phase in” period of the contract. (The period of the new contractor commencing their performance of services and the incumbent contractor reducing their performance level of services of the contract.) The new contractor is required to provide these services in conjunction with the incumbent contractor.
8.10 Phase out procedures. The contractor shall provide the required services during the
“phase out” (the period of the incumbent contractor ending their performance of services and the new contractor reaching full performance level of the contract.) period in accordance with
FAR clause 52.237-03 Continuity of Services, January 1991.
8.11 Provide Temporary Additional Security (TAS):
8.11.1 Temporary Additional Security services (TAS) are defined as any work, requested and authorized by the Government, which is not covered elsewhere in this Performance Work Statement. Historically these types of events have not occurred more than three times per calendar year (i.e., Memorial Day, 4th of July, Labor Day and 9/11.
8.11.2 Temporary staffing will be used during heightened security levels (i.e.
emergency/urgent situations, special events, and unscheduled events). Labor rates will be the same as the rates in effect at the time of Reclamations’ request and will be paid under a separate CLIN.
8.11.3 The Government will attempt to schedule requests for additional services at least
24 (twenty-four) hours in advance but reserves the right to request additional security services for emergency purposes with no advance notice to the
Contractor.
8.11.4 The contractor shall be required to maintain, at all times, an on-call reserve force.
The Contractor shall furnish all management, supervision, manpower, material, supplies, and equipment (except as otherwise provided by the Government), and shall plan, schedule, coordinate and ensure effective performance of all reserve force services on an as-needed basis. The unit of measure for TAS shall be one guard for one eight (8) hour shift.
8.11.5 All reserve security guards shall meet the minimum qualification standards required in this contract before working any post under this contract.
8.11.6 Contractor Representative – The Contractor shall provide in writing the names, telephone numbers, and addresses of onsite supervisors to the COR at the post award conference. The term “contractor representative (CR)” is defined as the persons designated in writing by the Contractor who have the authority to represent the Contractor on a day-to-day basis in all matters under this contract.
A CR will be onsite at all times when Contractor employees are onsite. The
Contractor will designate an alternate(s) CR to act in the absence of the designated CR. The alternate(s) CR will have full responsibilities and authorities under the contract to ensure satisfactory performance.
9.0 CONTRACTOR PERSONNEL RESPONSIBILITIES
9.1 Staff identified posts. Minimum post requirements for 24/7 coverage are the Shasta Security
Control Center (Main Guard Post), Shasta Powerplant Camera Control Room, and the east and west Shasta Dam Abatements. During Shasta Dam tour hours additional posts are the
Shasta Dam Tour Elevator, Shasta Dam Powerplant interior, and the Visitor Center. A minimum of nine guards shall be onsite during the 0830-1630 time frame. If tours are suspended but the Visitor Center is still open a guard must be present during normal operating hours.
9.2 All employees shall be in good physical health, without physical defects or abnormalities which would interfere with performing the duties required by this contract. Additionally, all guards shall be physically able to perform all duties required by the contract including working outside in the temperature extremes of summer and winter. Basic physical stamina in all its forms (i.e. endurance, temperature/climate, etc.) is a basic requirement of this position. Frequent and prolonged walking, standing, sitting, and stooping are conditions of position duties. Individuals incapable of meeting the physical requirements of their assigned position will be removed from the contract.
9.3 To be eligible to perform under the contract, each Contract employee assigned to this contract shall meet all federal, state, and Contractor employment standards required for the job classification employed, including the following:
9.3.1 United States Citizenship – All employees must be a United States citizen.
9.3.2 Education – All employees must possess, at minimum, a high school diploma, or equivalency.
9.3.3 Health-Physical – All employees must be in good physical health, without physical defects or abnormalities which would interfere with performing the duties required by this contract. Additionally, all guards shall be physically able to perform all duties required by the contract including working outside in the temperature extremes of summer and winter. Basic physical stamina in all its forms (endurance, temperature/climate, etc.) is a basic requirement of this position. Frequent and prolonged walking, standing, sitting, and stooping.
Individuals deemed incapable of meeting the physical requirements of their assigned position will be removed from the contract:
9.3.3.1 Contractor will develop and administer a drug-screening process for contract employees.
9.3.3.2 Contractor will develop and administer random drug screening.
9.3.4 Health-Mental – All employees shall be mentally alert and emotionally stable.
Employees must not have detectable neurotic or psychotic conditions which would adversely affect their ability to work and cooperate with others and to act properly during situations involving mental stress.
9.3.5 Licensing – All employees must maintain a valid California driver’s license, Class C or higher.
9.3.6 Background Checks – All employees must have completed the required contractor background investigation before assignment.
9.3.7 All contract security guards must maintain the basic California State requirements for armed guards and comply with all requirements established by the Contractor and Reclamation for persons employed and performing duties of their job classification. The successful contractor is responsible to verify the current requirements and comply with any changes made during the period of performance of the contract.
9.3.8 All employees shall be a minimum of twenty-one (21) years of age.
9.3.9 Language – All employees must speak and write English fluently and be able to read, comprehend, and compose coherent written reports in English.
10.0 TRAINING
10.1 All guards are required to maintain the minimum training requirements for armed guards in the State of California.
10.2 Training Plan. The Contractor shall include their proposed plan for initial and maintenance training with their proposal. The training plan will also include an active shooter response plan which covers initial training and annual training for such an event, to include a minimum of 8 hrs. of informal active shooter training to include briefing discussion, videos, firearms training, and annual exercises. The training plan will also include
NARCAN annual training of .5 hour with annual refresher during their First Aid/CPR course. The training plan will become a part of any awarded contract.
10.3 All initial and ongoing training that is necessary to maintain the standards required by the
State or by the Contractor shall be funded by the Contractor.
10.4 Only Reclamation recommended or required additional or specialized training for
Contractor personnel shall be funded by Reclamation. These types of training costs shall include tuition, travel, lodging, substance, materials, and salary of attendee and replacement hours for all Contractor personnel who attend such Reclamation-mandated training.
10.5 Training Records
10.5.1 All individual training reports and records shall be filed and maintained by the
Contractor and shall be made available to Reclamation on an as-needed basis.
10.5.2 The Contractor will provide written certification to Reclamation annually on the contract anniversary that full-time assigned personnel meet the minimum qualification and training standards as required by California Bureau of Security and Investigative Services (BSIS), Contractor policy, and this Performance Work
Statement.
11.0 GOVERNMENT FURNISHED PROPERTY (GFP)
Reclamation will furnish all necessary office space to facilitate security operations including storage space, training room, and work areas (including access to fixed telephones). Any additional items the
Contractor determines necessary may be negotiated between the parties and documented in a modification to this contract approved by the Contracting Officer.
12.0 CONTRACTOR FURNISHED PROPERTY (CFP)
The Contractor shall maintain, in acceptable condition, any uniforms, accessories, equipment, and vehicles necessary to perform the work required by the contract.
12.1 Weapons:
12.1.1 Only contractor owned firearms are authorized; no individually owned firearms or firearm accessories are authorized.
12.1.2 Contractor firearms issued within a contract shall be the same brand, model and caliber.
12.1.3 Handguns shall be semi-automatic, using detachable magazines with a capacity of at least seven rounds. They will be 9mm, 40 Smith & Wesson (S&W) or 45 automatic Colt pistol (ACP).
12.1.4 Firearms shall be compliant with all State laws (e.g., magazine capacity, carry methods and functionality).
12.1.5 Only new, commercially manufactured ammunition is authorized. Handgun ammunition will be jacketed hollow point or frangible for duty and record qualification.
12.1.6 Contractors shall comply with all State firearms licensing standards.
12.1.7 Contract security guards that fail to meet the minimum record qualification standards shall not be allowed to work on Reclamation property in an armed capacity until successful qualification.
12.1.8 Contract Security Guards will have a round in the chamber of their handgun while on duty.
12.2 The National Institute of Justice (NIJ) standard (NIJ 0101.06), for body armor and the
NIJ Guide - Body Armor, will serve as Reclamation’s requirements for body armor.
12.3 Unarmed and armed guards on duty will wear NIJ level IIIA body armor, unless:
12.3.1 The guard is within a structure that provides equivalent or greater ballistic protection; or
12.3.2 The guard is wearing a level III or IV tactical vest that provides equal or greater protection of the vital organs (center mass) as a level IIIA vest; or
12.3.3 The guards’ duties are in a non-public area that does not require interaction with the public (e.g., security dispatch or control center).
12.4 Portable radios shall be compatible with Kenwood 5220 VHF, 6 programmable keys and
AES/DES encryption and accessories for fixed posts and roving patrols. Contractor shall communicate with NCAO NCI Communication and Instrumentation (C&I), verifying the radios to be purchased are compatible with NCAO NCI communications.
12.5 Portable radios will are required to have an emergency operational emergency button programmed to the security control center.
12.5.1 Contractor will test the operational status of all portable radio emergency buttons monthly. The test results will be documented and emailed to the NCI-SM and
COR.
12.6 Contractor shall provide and maintain acceptable vehicles for contractor staff.
12.7 Contractor provides its own computer, internet, and IT support.
12.8 Repairs and replacements of all CFP shall be the sole responsibility of the Contractor.
13.0 STANDARDS OF CONDUCT
13.1 The Contractor shall follow Bureau of Reclamation standard of conduct for its employees.
14.0 QUALITY CONTROL
Adequate and consistent quality control is an essential component of successful contract performance.
Outstanding performance is the ultimate goal. A Quality Control Plan will be established by the
Contractor with the Contracting Officer's Representative (COR) input and be implemented and adhered to by both parties.
14.1 Contractor Provided Quality Control Plan. The contractor’s quality control plan shall ensure quality service by:
14.1.1 Daily on-site supervision by Contractor personnel
14.1.2 Unannounced, spot-check appraisal by COR or designee
14.1.3 Review and critique of Contractor completed forms and reports by COR
14.1.4 Partner to resolve informal issues raised by Contractor and Reclamation management
14.1.5 Routine open communications between Contractor and Reclamation to meet the security mission
14.1.6 Annual security drill plan to be submitted to COR within 4 weeks of date of exercise. NCI facilities and those with on-site security guards will conduct a security drill at least annually to review, evaluate, and test established guard force interaction and interoperability with security systems and facility operations in response to specified scenarios.
14.1.7 Contractor led quarterly random testing, validating security procedures to include advising COR of findings
14.1.8 COR random testing to validate familiarization of security procedures by
Contractor personnel
14.1.9 Documenting and correcting deficiencies of Contractor performance consistent with established Contractor and/or Reclamation policies and procedures as defined in this contract.
14.1.10 Prompt resolution of problematic safety concerns consistent with established
Contractor and/or Reclamation policies and procedures as defined in this contract.
14.2 Transition Phase-in with Current Guard Force
14.2.1 The safety and security of Shasta Dam and associated facilities and employees must be paramount and therefore this mission must be sustained and vigilant without interruption. The Contractor will partner with Reclamation to plan for and carry out seamless and efficient transition of responsibility from the current
Contractor and Reclamation guards.
14.2.2 The contractor will develop a timeframe for hiring, training, equipment purchase, and any other contract necessities, with targeted accomplishment dates for a seamless transition.
14.3 Government Quality Assurance Surveillance
14.3.1 Monitoring Performance – During the evaluation period, the COR will track
Contractor performance. Interim (mid-term) evaluations may be provided to identify strengths and weaknesses in the Contractor's performance during the period being evaluated. At the end of the period, the COR will assess the
Contractor's performance in accordance with the Quality Assurance Surveillance
Plan (QASP) and report to the Contracting Officer.
14.3.2 Contractor Self-Assessment – Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period.
The self-evaluation shall not exceed 1 page per performance element. The self-assessment shall address both the strengths and weaknesses of the Contractor's performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for any payment re-calculation determination.
14.3.3 COR Recommendation – The COR will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The
Contractor will be provided a copy of the draft findings and recommendations of the COR and will be afforded the opportunity to identify factual errors. The
COR's draft recommendation is not subject to negotiation and the COR will not engage in discussions with the Contractor. Any errors identified by the
Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the Contracting Officer.
14.3.4 Payment Determination – The Contracting Officer may meet with the COR to discuss the COR's report. The Contracting Officer will make a final determination in writing as to the resulting payment to be made. A copy of the determination will be provided to the Contractor no later than 45 calendar days after the end of the period being evaluated. All Contracting Officer decisions regarding payment re-calculations are unilateral decisions made solely at the discretion of the Government.
14.3.5 The QASP is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The QASP is not a substitute for the
Contractor’s quality control.
14.3.6 Each phase of the work rendered under the contract is subject to Government inspection during any or all times of the Contractor’s work and after completion of the tasks.
14.3.7 The Government will use all methods deemed necessary to ensure the
Contractor’s employees are in a constant state of awareness and readiness. These methods may include uniformed or undercover surveillance by Reclamation personnel; intrusion tests by undercover staff to evaluate the guard’s actions; and surveys of visitors regarding the guard’s performance, including the guard’s professionalism, courtesy, and knowledge of their assigned duties.
14.3.8 In the event a serious breach of assigned duty by Contractor personnel is identified during a quality assurance exercise, the CO or COR will immediately contact the Contractor to discuss the Government’s findings and the steps the
Contractor shall take to correct the problem(s).
15.0 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
This plan may be unilaterally adjusted by the Government to accommodate changing conditions throughout the life of the contract.

15.1 Performance Measures:
15.1.1 Provide armed guards to meet posting schedules. Requirement: Guards will be at the designated posts as identified in the contract, i.e. 24 hours per day, 365 days per year. Performance standard: I00 percent compliance. Result of non-compliance: First occurrence - Non-compliance order issued by COR.
15.1.2 Contract Guards meet all prerequisite requirements and training is maintained. Requirement: All guards assigned to work under the contract shall have met the minimum qualifications identified in the performance work statement, and shall be current on all required training.
Performance standard: 100 percent compliance. Result of non-compliance: First occurrence - Non-compliance order issued by COR.
Each subsequent occurrence: any guard not having the required requirements or training shall be replaced with properly trained personnel.
If the replacement is not performed prior to initiation of a shift, the shift shall be considered non-posted.
15.1.3 Qualified guards are on post; Guards are properly armed; Guards are properly equipped. Requirements: All guards assigned under the contract shall have weapons and equipment, in proper working order, as identified in the performance work statement. Performance standard: 100 percent compliance. Result of non-compliance Non-compliance order issued by COR. Each subsequent occurrence: any guard not having the required equipment shall be replaced with properly equipped personnel. If the replacement is not performed prior to initiation of a shift, the shift shall be considered non-posted.
15.1.4 Professional contacts with the public. Requirement: All guards are to act in a professional manner in their interactions with the public.
Performance standard: There can be no more than 5 incidents per year in which guards are found to have acted in a non-professional manner as documented by written comments from the public, area office staff, or observations by the COR. Written complaints will be investigated by the
COR or Reclamation Security personnel to determine the validity of the complaint. Results of noncompliance: Each occurrence - the guard exhibiting non-professional behavior will be counselled and trained regarding professional behavior.
15.1.5 Perform duties in a safe manner. Requirements: Guards shall perform their duties in a manner that does not result in unnecessary harm to themselves or others, in accordance with the safety standards of the performance work statement. Performance standard: There can be no more than 5 incidents per year in which guards are found to have acted in an unsafe manner as documented by monthly safety reports. Results of noncompliance: Each occurrence - the guard exhibiting unsafe practices behavior will be counselled and trained regarding safety.
15.1.6 Sleeping and inattentiveness) Requirements: Guards shall refrain from sleeping and being distracted by phones, tablets, or other electronic equipment while on duty. Phones, tablets, or other electronic equipment shall not be used while on duty for other than emergency or familial needs. Results of noncompliance: Each occurrence – the guard exhibiting sleeping or inattentiveness will be counselled and trained regarding safety and their violation of contract terms and conditions.
