(6) A summary of any exemptions from, or deviations to, any other solicitation requirements;
and
(7) Acknowledgement of all solicitation amendments (Form SF-30); if applicable.
(f) Volume II
(1) Technical Proposal. The technical proposal should convincingly describe the capability of the offeror’s organization to participate in this project and effectively demonstrate a thorough understanding of the work required as described in the Performance Work Statement (PWS). To assist in the uniform evaluation of proposals, the following format shall be utilized in preparing the technical proposal:
(a) The Technical Proposal shall be limited to 50 pages, single-sided, with no foldouts. The pages shall be evaluated with respect to those pages numbered from one (1) to the specified limit with excess pages treated as though not submitted and not evaluated.
(b) Table of Contents. The Table of Contents shall list all sections of the technical proposal. Any future amendments, additions and/or revisions to the proposal shall be included in an updated Table of Contents. Table of contents is excluded from technical proposal page count.
(c) Index. The Index section shall cross reference the statement of work, specifications, or PWS to the terms of the proposal and indicate how the proposal conforms to the evaluation factors. Index is excluded from technical proposal page count.
(d) Enclosures. The Enclosure Section shall include a list of any tables, drawings, charts, and any other enclosures which summarize data or information.
(e) Executive Summary. The Executive Summary shall include a brief discussion of how the required work will be performed and important highlights of the proposal.
(f) Technical Approach. The Technical Proposal shall include a detailed description of how the contractor intends to achieve the objectives in the PWS. The following aspects of the Technical Proposal shall be discussed:
The Contractor’s technical proposal shall clearly reflect that the offeror understands the requirement and has the expertise, available resources, and equipment required to successfully perform the objectives as described in the PWS.
(g) Offeror shall provide copies of all licenses verifying that it is licensed to conduct or engage in the business of employing security guards in California. Offerors must hold the CA state license in order to submit a proposal. All licenses shall be included with the offeror’s proposal. All licenses shall be effective on or before the due date for the receipt of proposal. An offeror that does not submit all bona fide licenses shall be deemed non-responsive and shall not be considered for award. Licenses section is excluded from technical proposal page count.
(h) Experience of Company. For each project listed as experience, the experience sheet shall include:
140R2023R0010 NCAO Armed Security Services Page 56 of 86 Amendment 1 Updated Solicitation Document performance as involvement in services that contain similar principal components of work (as defined above in Factor 2) and projects that have critical completion timeframes.
For the Government to consider the relevance of a subcontractor’s past performance, the offer shall include a Letter of Commitment. The Letter of Commitment shall be signed by both parties and shall demonstrate the commitment of both parties toward performance and completion of the scope and designated tasks outlined in the Offeror’s Technical Approach.
The Offeror shall furnish a list of Federal, State, local Government or commercial projects similar in scope, complexity, and magnitude to the work required under this solicitation, which the offeror or their subcontractors have completed during the last 5 years. Be advised the Government will contact references and may obtain information from sources not provided by the offeror.
1) The offeror shall provide descriptions of 3 most recent contracts, which are closest in size and complexity to this contract.
a) List only those contracts that are comparable in size, scope, and complexity (OR “that have components of work that are comparable in complexity”) to this solicitation. If the total number of such contracts exceeds 3, the offeror shall address the 3 most recent contracts that are closest to this solicitation in scope, complexity, and magnitude.
b) If an offeror is newly formed and has limited past performance of projects of the same degree of complexity and magnitude as this solicitation as a firm but has key personnel who possess such experience or is a new business entity previously a part or division of another firm, it may submit the past performance information for those employees or firms.
c) Provide the following information for each project:
i. Name of the project;
ii. Description of the work;
iii. Contract number, date, and type;
iv. Point of contact information must include the name, address and phone number(s) of the acquiring Government agency or commercial customer;
v. Initial contract amount, final contract amount, and an explanation for the differences;
vi. Services scheduled start date, completion date, actual completion date, and an explanation for the differences.
vii. Cooperation with Government personnel and other simultaneous performing
Government contract work
viii. Any problems encountered in performance of the work and documented corrective action(s) take; and
ix. Name(s), telephone number(s), email address(es) of references from the acquiring agency or customer who may be contacted for further information.
