Questions and Answers Document
Question 1 (Q1): Confirm the government is requesting the 3 most recent contracts completed within the past 5 years? Reference: Solicitation Technical Evaluation Factor 3, Past Performance, paragraph 3 and sub paragraph 1.
Answer 1 (A1): Technical Evaluation Factor 3, Past Performance (1) states the offeror shall provide description of 3 most recent contracts, which are closest in size and complexity to this contract. Technical Evaluation Factor 3, Past Performance (1)(a) states if the number of such contracts exceeds 3, the offeror shall address the 3 most recent contracts that are closest to this solicitation in scope, complexity, and magnitude.
Q2: Can the government confirm or explain if these requirements are asking for the same thing?
Reference: Solicitation Technical Evaluation Factor 3 Past Performance, paragraph (c), bullets
(iv) and (ix).
A2: (iv) POC of acquiring Gov’t agency or commercial customer (i.e. X agency, 123 X st., general company/agency number). (ix) POC of acquiring Gov’t agency or commercial customer
POC that can discuss relevant past performance (i.e. Project Manager, CO) to include name, telephone number, email address to be contacted. The phone number of (iv) and (ix) may or may not be the same.
Q3: Can the government confirm that in addition to Factor 2 components, Past Performance references will also be required to have critical completion timeframes? For a common understanding, can the government explain “critical completion timeframes”? Reference:

A3: “Critical completion timeframes” term has been removed from PP eval factor.
Q4: Evaluation Factor 3 points to references in Factor 2 as meeting the same relevance standards.
Can the government confirm if references used in Factor 2 and 3 can be the same given, they meet all recency and relevancy requirements? If not, please provide instruction on how contracts meeting all recency and relevancy requirements should be distinguished between these two factors. A4: Yes, references can be the same for Factor 2 Experience and Factor 3 Past Performance, given they meet the evaluation factor terms.
Q5: Will the Government please exclude Table of Contents from the Technical Page Count, considering it is required but is for an informative purpose? Reference: Solicitation Addendum to
52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, paragraph
c. WBR 1452.215-81 Proposal Instructions, subparagraph (f) Volume II, (1) Technical Proposal, bullet (b) Table of Contents.

A8: Yes, the Licenses section will be excluded from the Technical Proposal page count.
Proposal instructions require copies of all licenses of the offeror that it is licensed to conduct or engage in the business of employing security guards in California and not the individual security guard licenses.
Q9: The 90-day Period of Performance for the CLIN 10 Phase in (09/01/23 – 11/30/23) overlaps with the CLIN 20 Armed Security Guard Services Period of Performance Dates (09/01/23 –
08/31/24). Also, CLIN 20 includes a quantity of 12 months against which to price, which would include the 90-day Phase in period. Please clarify how the Offeror should price these CLINs.
Reference: Solicitation B.3, Continuation of Schedule B – Pricing Schedule, CLIN 10 and 20
A9: Price CLIN 10 in accordance with PWS 8.9 and PWS 14.2. The period of performance for the phase in procedures is 09/01/23 – 11/30/23 in accordance with FAR 52.237-03. Price CLIN
20 in accordance with the quantity of 12 months. The period of performance for CLIN 20 is
09/01/23 – 08/31/24.
Q10: Confirm armed and uniformed on-site supervision is required continuously and on a 24/7 basis, without interruption, and that supervision is not included in the quantity of staff identified posts in PWS 9.1. Reference Performance Work Statement (PWS), 2.0.
A10: Supervision shall be included in the staffing pattern 24/7.
Q11: Please confirm the Government expects a designated on-site project manager to oversee its workforce, liaison with Government stakeholders such as the COR, manage contractor performance, maintain contractor staffing levels, ensure PWS compliance, and conduct organized labor relation management in a manner that supports a stable workforce. Reference
PWS 2.0 and 8.11.6.
A11: Yes. Refer to updated contractor representative language in PWS 8.11.6.
Q12: Please confirm the minimum quantity of vehicles necessary to conduct patrol, response, supervisory, and management duties and tasks. Reference PWS 12.6.
A12: Refer to updated vehicle requirement language in PWS 12.6.
Q13: Please provide the mileage required of patrol vehicles so that fuel costs can be accurately priced. Reference 12.6.
A13: Refer to updated vehicle requirement language in PWS 12.6.
Q14: Please specify which positions have a Labor Category of Alarm Monitor since these have a wage that is different than that of the Guards IAW the CBA. Reference PWS 9.0.
A14: Refer to Attachment 2 Wage Determination and Attachment 3 Collective Bargaining
Agreement. Those positions that do not fall under the predecessor CBA will have the wage determination prevailing rates applied respectively. Refer to 52.222-41(f) Service Contract
Labor Standards (Successor Contracts) for applicability of prevailing wage rates.
Q15: What is the minimum number of officers during the hours of 1630 – 0830? Reference:
PWS 9.1.
A15: Added sentence, “A minimum of 4 guards shall be onsite during the 1630-0830 time frame” to PWS 9.1.
Q16: On or Off Duty meal breaks? For off duty meal breaks, do security officers need to be relieved so that the post remains covered at all times?
A16: It is the contractor’s responsibility to schedule meal breaks IAW labor/CBA regulations.
All identified posts need to be occupied as identified 24/7.
Q17: Can you please provide a list of holidays that NCAO acknowledges?
A17: New Year’s Day, Labor Day, Martin Luther King Jr. Birthday, Columbus Day, President’s
Day, Veteran’s Day, Memorial Day, Thanksgiving Day, Juneteenth National Independence Day, Independence Day, Christmas Day.
Q18: Can NCAO add Glocks to the list of preferred Firearms? Reference: PWS 12.1.3
A18: Glocks are a semi-automatic handgun and are not excluded from use.
Q19: What is the preferred vehicle (sedan/truck)? Reference PWS 12.6.
A19: Refer to updated vehicle requirement language in PWS 12.6.
Q20: Are there any additional specifications required for the vehicles? Reference PWS 12.6.
A20: Refer to updated vehicle requirement language in PWS 12.6.
Q21: Beyond the state and federal minimum wage, is there a prevailing wage, living wage ordinance, local mandated wage, or contract-specific wage?
A21: Refer to Attachment 2 Wage Determination and Attachment 3 Collective Bargaining

Q24: Will the supervisor hours be billable?
A24: Yes.
Q25: Will the work hours for the supervisor be Monday through Friday, 40 hours a week?
A25: No. Supervision shall be included in the staffing pattern 24/7.
