Project Timpas Picnic Ground – Site Improvement Project

General Information

1.0 Background

The Timpas Picnic Ground is situated near Timpas Creek which was the first source of water for Santa Fe National Historic Trail travelers leaving the Arkansas River heading southwest. The Metcalf Ranch, previously located at this site, served as a stagecoach station. The ½ mile loop nature trail will take you to Timpas Creek and back. Stone markers indicate where the Santa Fe National Historic Trail passes through the area. Hikers and Horseback riders can also follow a 3-mile section of the trail to Sierra Vista Overlook. This picnic ground is open year-round. The site is popular with visitors interested in the area’s history and sees light to moderate visitor use throughout the spring, summer, and fall seasons.

2.0 Schedule of Items (SOI)

3.0 Scope of Work

A. The proposed project’s goal is to improve the site amenities and reduce deferred maintenance at the Timpas Picnic Ground near Timpas, Colorado.

a. Base Bid Items – the proposed project includes and should be done in the following order:

i. Installation of new picnic ground pathways.

ii. Replace pedestal grills.

iii. Improve interpretive elements.

iv. Improve parking area.

b. Option Bid Items – shall be valid for up to 72 days from contract award:

B. Period of Performance: The period of performance for this contract shall be 72 calendar days and is estimated to be from the notice to proceed through November 20th, 2026. No work shall happen on weekends or Federally recognized Holidays. Work shall be allowed only during daylight hours.

C. Project Site Requirements:

a. Contractor shall call for utility locates prior to any ground disturbance.

b. The recreation site will be closed to the public during construction. Contractor shall install and maintain suitable barriers to ensure the protection of the public, employees, and facilities. All temporary construction signs shall meet MUTCD standards.

c. Contractor may be allowed to temporarily close or block off traffic, with prior approval from the Contracting Officer, for the safety of the public.

d. Contractor shall be in compliance with current OSHA 1910 and 1926 regulations and requirements.

e. Any sub-contractors shall be under the superintendence by the Prime.

D. Inspection and Acceptance

a. All work shall be conducted under the general direction of the Contracting Officer and is subject to

Government inspection and testing at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract. See FAR Clause 52.212-4(a) contained herein. The contractor is responsible for adhering to the contract specifications and for quality control.

E. Contract Administration

a. Invoices - The following supplements the invoice terms contained within FAR 52.212-4(g) contained herein.

b. Payments will be made from the Contractor’s invoice(s). All invoices are to be submitted via the electronic Invoice Processing Platform (IPP) System. The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in previous communications from USDA and Treasury.

c. Payment for services rendered shall be made within 30 days following receipt of an invoice for the work.

The contractor shall submit invoices on a monthly basis and at the end of the month. If at any time the Contractor does not perform the services per the contract in a timely manner the Contracting Officer reserves the right to contract for the work with another party and will adjust payment accordingly.

d. Offeror must have an established account prior to commencement of work.

e. Invoice Processing Platform (IPP) does not allow for the contractor to change the description of the line items being invoiced against and therefore an itemized invoice must be uploaded as an attachment(s).

If the itemized invoice has not been reviewed and approved by the COR, the IPP payment request will be rejected. Please follow the minimum requirements to ensure a successful payment process.

F. Forest Service Representatives

a. The signing Contracting Officer for this contract/purchase order and will be the contact on all things concerning this contract, shall be determined at a later date. Their contact information will be provided.

b. The Contracting Officers Representative (COR) will be Samantha LaBella, reachable at

G. Contract Administration

a. Contract Award: A written award or acceptance of offer mailed or otherwise furnished to the Contractor shall result in a binding contract without further action by either party.

b. Notice to Proceed: The Contractor shall commence work upon receipt of a properly executed Notice to

Proceed.

c. Changes: The Contracting Officer is the only person authorized to approve changes in any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract the said authority remains solely with the Contracting Officer. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

d. Project Magnitude – (FAR 36.204(c)) between $100,000 and $250,000.

4.0 Technical Requirements / Tasks

The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman’s compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract.

The project is to renovate recreation amenities at the Timpas Picnic Ground which may include pathway construction, pedestal grill installation, relocated and improved signage, and parking lot improvements. All Contractors shall visit the project site and acquaint themselves with current conditions prior to submitting a bid for these services.

The contractor shall be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, County, and Municipal laws, codes, and regulations applicable to the performance of the work. The contractor shall be responsible for all damages to persons or property, which occur as a result of the Contractor’s performance or negligence.

5.0 Location

A. The Timpas Picnic Ground is located approximately 18 miles south-west of La Junta, Colorado.

B. Site Access:

a. Directions to Timpas from CO Highway 50, in La Junta, travel south-west along CO Highway 350 for approximately 18 miles to Timpas, Colorado. Turn right (west) onto CR 16.50 and travel approximately 300 feet. Turn right (north) onto Timpas’ access road and travel approximately

0.2 miles to the picnic ground.

Rock Wall – Existing rock wall that surrounds the picnic ground on two sides shall remain and be protected during construction activities. Existing fee tube shall be removed.

Toilet – Existing prefabricated toilet shall remain and be protected during construction.

Picnic Shelters – Existing picnic shelters will all remain and be protected during construction. Pedestal grills shall be replaced.

Fence – Existing fence shall be refinished and stained.
