For elevation references, contractors may use a shelter concrete slab corner or submit their own recommendation for CO/COR approval. A revised Drawing Sheet attachment will be posted to clarify base and optional contract items per Specification 010150, Part 2, Section 2.2, subsection D.

Timpas Picnic Area Site Improvement Project

Solicitation: 1240LT26Q0142

Site Visit and Other Questions

Question #1: There is some excess gravel in the area to be obliterated to the east of the picnic area. Can the gravel be re-used?

Yes, the gravel can be re-used as the base course for any work for the contract. It must be cleaned before use and any debris removed. It must conform to the Aggregate specification section 321123 in the specification package.

Questions #2: There is an old boot cleaner and fee tube/Iron Ranger onsite that are not used, will they be removed?

Yes, the intent is to remove without replacement for these things. This is called out on page L1.0 of the drawings and Appendix B in the Statement of Work (SOW).

Question #3: Can the post on the eastern side of the picnic area be removed to allow a skid loader and concrete truck inside the picnic area?

Yes, the post may be removed for the duration of the project but must be re-installed at the conclusion of the project.

Question # 4: At the site visit, you said options were labeled wrong and they are required to be done. Can you make amendment clarifying all those options including which ones?

A revised Drawing Sheet attachment will be posted with the corrections made. Please see Specification 010150, Part 2, Section 2.2, subsection D for the most current base and optional items of the contract.

Question #5: For the loop road to be obliterated, can we clean and use that gravel and use it as part of the new parking area for the 2 inch top dress? Or does it need to be totally hauled off?

Yes, the gravel can be re-used as the base course for any work for the contract. It must be cleaned before use and any debris removed. It must conform to the Aggregate specification section 321123 in the specification package.

Question #6: Drawing shows handicap parking spot with a triangular shape on the driver’s side? Then on the opposite side of the handicap parking is another area like that but larger. Specs and drawing say compacted aggregate. Is this road base class 6? Or pea gravel? Please specify.

In the drawing sheet package, sheet C4.0, section note 9, it is specified it will be Class 6 road base.

Question #7: For the parking area, it states compacted aggregate. Is this road base class 6? Or pea gravel? Please specify.

Question #8: Fence specs say cracks to be filled. We strongly recommend not filling cracks between the pickets to allow for expansion and contraction. Otherwise, putty will fall out and fence will not get the beneficial effect of the stain. Please clarify.

This is correct, the cracks should not be filled. The specification section 099120, Painting has been revised to remove this requirement.

Question #9: For sanding fence, it is made of rough cedar. Rough cedar is by nature, rough, and looks very similar to raised grain. It is not recommended that this type of wood be sanded because it was originally milled and sawn rough for maximum weather protection and sanding it shortens the life of the wood. Sanding all the rough areas will unnecessarily add substantial cost while shortening the life of the wood. Please specify if sanding is to continue or be withdrawn.

Question #10: Filling knot holes with shellac will not allow stain to penetrate the wood in the knot holes. There will be an obvious blemish wherever that is done and won’t look right and the shellac won’t last as long as the stain. Please specify if the government wants it shellacked or stained and shellacked, and that the blemishes from shellacking will be accepted and not cause for failing inspection.

The specification section 099120, Painting has been revised to remove this requirement.

There will be no need to use shellac.

Question#11: Is the trash receptacle to be a 32 gal size? If not, please specify.

Yes, as stated in Specification Section 129300 Miscellaneous Site Furnishings, Part 2, subsection 2.2, it will be a 32 gallon sized trash receptacle.

Question#12: Can we use a colored exterior caulking for filling cracks and nail holes that closely matches the stain color? Caulking will far outlast any putty and because putty is not good at absorbing stain, particularly semi-transparent stain, the putty will show more so than the caulking. Please specify if we can/can’t use colored exterior caulking and if we must use putty that blemishes from that will be accepted and not cause for failing inspection.

The specification section 099120, Painting has been revised to remove this requirement.

There will be no need to fill any cracks or holes.

Question #13: Will the designated ADA parking space need to be concrete to meet the required accessibility standards, or will a properly graded and compacted aggregate surface be acceptable?

Compacted aggregate surface is perfectly acceptable. It just needs to be firm and stable and 2% running and cross slopes max. See drawing sheet C4.0 for the typical road and parking space cross section.

Question #14: Is there a specific benchmark, elevation, or grading reference you would like us to use for the top-dressing aggregate/concrete work?

There is no specific benchmark or control point for the work. I would recommend using a corner of one of the shelters concrete slabs, otherwise, we would take your recommendation, and the CO/COR would approve your layout in advance.

Question #15: Specs says to brush or roll on stain on wood fence. Can we instead spray it because the coverage is much better and gets into cracks and crevices where brushing and rolling will be difficult to get that kind of coverage.

Using a sprayer to apply the stain is allowed. However, the spray must be controlled and overspray must be kept to a minimum so it does not affect the local landscape.
