(4) Justification for Restricting Competition and the Basis for that Decision.

A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.

CTR is the incumbent contractor for 1232SA21C0003 which expires 09/30/2026. This is currently awarded under the 8(a) program and is in review by the SBA for release from the 8(a) program to set up a new contract under ability one. This is a priority service for mailroom services for USDA locations in the District of Colombia and Beltsville, Maryland. These services are required and service cannot lapse while a new contract is being worked. Due to the 8(a) program we cannot award to another vendor prior to release from the 8(a) program.

CTR brings established, location-specific expertise to ARS mail room operations that cannot be replicated on short notice. As the incumbent contractor, CTR already maintains trained personnel, cleared staff, established routing protocols, package-handling workflows, and security-sensitive

Replicating this level of operational readiness requires time-intensive onboarding, facility familiarization, and security compliance steps that a new vendor could not complete within the narrow window required for uninterrupted service. As a result, only CTR possesses the unique capability to continue providing mail room services without disruption during the bridge period, ensuring continuity of operations while the new competitive award is finalized.

B. Describe market research conducted and the results or the reason why no market research was conducted.

Market research show this can be competed under priority source Ability One as the mandatory source. Ability One will be working a new contract as soon as the current vendor (CTR) is released from the 8(a) program on 1232SA21C0003.
