Mail processing requirements include sorting all Postal Service mail classes (first-class, priority, second class, third class, fourth class, registered, certified, express, nonprofit, and bulk items); applying metered postage; wrapping and boxing materials; maintaining address change records; and handling books and packages with special care using government-furnished tubs. For AFM locations, the contractor must conduct four daily pickups and deliveries at GWCC, South Building, and Whitten Building, plus one daily morning delivery before 12:00 PM to the Library of Congress and APHIS. External mail runs must connect BARC Mailroom, Air & Space Museum, USDA Administration buildings, Library of Congress, National Library of Medicine, and Federal Buildings. The contractor must maintain daily logs for registered and special delivery mail, sign postal receipts, and provide rush and special delivery services upon request to various metro DC locations. The contract period runs from October 1, 2026 through December 31, 2026 (base period plus two one-month options). Contractor employees require government-issued identification badges and must comply with key control procedures, smoking restrictions, and damage reporting requirements within specified timeframes.

PERFORMANCE WORK STATEMENT

1. BACKGROUND

The two (2) ARS locations that are to be serviced under the terms and conditions of this contract include the National Agricultural Library (NAL) and the Administrative and Financial Management (AFM).

The National Agricultural Library (NAL) is located on the grounds of the Beltsville Agricultural Research Center (BARC) in Beltsville, MD. The NAL serves as the library of the U.S. for agricultural needs and the USDA. The Administrative and Financial Management (AFM) located at the George Washington Carver Center (GWCC), Beltsville, MD and the administrative officers at the United States Department of Agriculture Administration Whitten Building and South Building, Washington, DC.

2. OBJECTIVE

The objective of this statement is to have the successful Contractor furnish the necessary personnel to: process outgoing, incoming and internal mail; receive, sort and perform clerical processing tasks; pickup and deliver mail between Beltsville MD and the Washington DC, Metropolitan area.

3. CONTRACTOR REQUIREMENTS

The Contractor shall process all incoming and outgoing mail. Different types of mail to be processed include but are not limited to internal agency mail and distribution; Postal Service first-class, priority, second class, third class, and fourth class (includes library or book rate); registered, certified, express, nonprofit; bulk (i.e. packages, books, metal boxes, and other oversized items) and other similar mailroom services. These services shall be performed between the hours of 8:00 AM to 4:30 PM EST, Monday through Friday, excluding Federal holidays. All mail shall be handled in accordance with applicable U.S. Postal Regulations.

(A) PROCESSING MAIL

(1) Outgoing Mail. Sort mail into proper classes, weighing and applying appropriate metered mail postage. Wrap and box documents and mail. Tag mail sacks in accordance with postal regulations for delivery separate and apart from regular mail.

(2) Incoming Mail. All incoming mail shall be presorted and segregated. All mail shall be filed, wrapped, and bagged by mail stop and building.

(3) Address Changes. Redirect returned mail and maintaining information on address change. Written updates will be provided to the Contractor by the appropriate (NAL, NIFA, and AFM) Contracting Officer Representative (COR) which will list any changes in mail address. These updates will indicate: labs/offices/agencies, names of individuals, addresses and telephone numbers.

(B) INTERNAL MAIL REQUIREMENTS BY LOCATION

(1) NAL Mailroom

The Contractor shall process incoming and outgoing mail at NAL. Different types of mail to be processed by the Contractor include but are not limited to internal agency mail and distribution, Postal Service first-class, priority, second class, third class, and fourth class (includes library or book rate); registered, certified, express, nonprofit; bulk (i.e. packages, books, metal boxes and other oversized items) and other similar mailroom services.

Outgoing Mail: Sort mail into proper classes, weighing and applying appropriate metered mail postage. As needed, wrap and box documents and mail. Tag mail sacks in accordance with postal regulations for delivery.

Incoming Mail: All incoming mail shall be presorted and segregated. All mail shall be filed, wrapped, and bagged by mail stop and building. All mail and books shall be removed from mailbags. Mail is to be delivered separately from books and boxes, with care taken in the handling thereof. Items to receive special handling are the delivery of books, packages, and boxes. Large amounts of books are to be delivered in tubs furnished by the Government to the Contractor.

(2) AFM

The Contractor shall pickup and deliver mail four times daily – twice in the morning and twice in the afternoon in accordance with Appendix A and Appendix B at the following locations:

A. GWCC

B. South Building C. Whitten Building

(1) Pickup and deliver mail once daily, in the morning before 12:00 at the Library of Congress, and Animal and Plant Health Inspection Service (APHIS).

(2) Maintain a daily log to record incoming and outgoing registered, certified, insured, express, and other special delivery documents.

(3) Sign postal receipts and obtain signatures from government personnel.

(4) Prepare outgoing registered, certified, express, and other special delivery documents.

(5) Develop the mail schedules and update annually.

(C) EXTERNAL MAIL REQUIREMENTS

The Contractor shall make one daily mail run between the following locations:

BARC Mailroom; Air & Space Museum; USDA Administration Building (Whitten, South Buildings, and Waterfront Center); Library of Congress; National Library of Medicine; and Federal Buildings.

(D) SPECIAL DELIVERY

The Contractor shall provide rush and special mail service when requested by the COR. Delivery and/or pickup on occasion to various locations in the metro Washington D.C. area (i.e., Office of Personnel Management, Government Printing Office, General Services Administration, Capitol Hill, and other Federal Buildings.)

Maintain a daily log to record incoming and outgoing; registered, certified, insured, express, and other special delivery mail. This log will be provided to the contractor upon award of the contract. The Contractor shall sign postal receipts and obtain signatures from Government personnel. The Contractor shall prepare outgoing registered, certified, express, and other special delivery documents.

(E) PERIOD OF PERFORMANCE:

Base: 10.01.2026 – 10.31.2026 Option 1 11.01.2026 – 11.30.20268 Option 2 12.01.2026 – 12.31.2026

(F) PLACE OF PERFORMANCE

The Contractor shall perform services at the following locations:

• NAL Building, 10301 U.S. Route 1, Beltsville, MD

• Whitten Building, 1400 Independence Ave., SW Washington, DC 20250

• USDA South Building, 1200 Independence Ave., SW Washington, DC 20250

• George Washington Carver Center, 5601 Sunnyside Ave., Beltsville, MD 20705

(G) HOURS OF OPERATION

The Contractor shall perform the services required in the statement of work between the hours of 8:00 AM to 4:30 PM EST, Monday through Friday, excluding Federal holidays.

Federal holidays are listed below for information. When any holiday falls on a Saturday, the preceding Friday is observed. When any holiday falls on a Sunday, the following Monday is observed. In each instance when administrative leave is granted to contractor personnel as a result of inclement weather, potentially hazardous conditions, explosions or by other special circumstances, it will be without loss to the contractor.

(H) GOVERNMENT RESPONSIBILITIES

The Government will provide with no additional cost to the Contractor the Government furnished items listed in Appendix – Government Furnished Equipment. The Contractor shall ensure neat, sanitary, and serviceable conditions of Government furnished item (work areas, facilities, and equipment) while performing the work prescribed in this PWS.

(I) REPORTING REQUIREMENTS AND DELIVERABLES

1) DAMAGE REPORT

The Contractor shall contact the (NAL and AFM) COR to report any damage to Government property, personal injuries, and hazardous conditions within 1 hour.

The Contractor shall complete a written report within 24 hours according to the procedures outlined below.

Type of Damage Procedure

Government Property Complete AD-112 form, “Report of Unserviceable, Or Damaged Property”

Personal Injuries Complete SF-95 form, “Claim for Damage, Injury Or Death”

Hazardous Conditions Contact Safety & Health Office Immediately

Forms, AD-112 and SF-95, will be provided by the appropriate COR to the Contractor upon request.

2) EQUIPMENT MALFUNCTION REPORT

The Contractor shall furnish an equipment report to the (NAL and AFM) COR via phone call, email or facsimile within 1 hour after equipment breaks down or becomes inoperable. The report shall include as a minimum the following:

(a) Date, time, and location of malfunction.

(b) Type and model number of equipment

(c) Serial number of equipment if applicable.

(d) Description of malfunction.

(J) IDENTIFICATION OF CONTRACTOR EMPLOYEES

(a) All Contractor employees will be required to wear an identification badge at all times while in a Government building. The badge shall contain as a minimum the name of the Contractor, name of the employee, and a picture of the employee.

(b) This information shall be submitted by the Contractor to the appropriate (NAL and AFM) COR. Once the information has been received by Personnel, the employee will be required to sign the appropriate documentation and have their picture taken by Personnel for the ID badge.

(K) LIST OF ON-SITE CONTRACTOR EMPLOYEES

The Contractor shall furnish to the (NAL and AFM) COR a list of on-site employees in performance of mailroom and courier service. The security requirements list may include employees name, social security number, citizenship, identification number and title of each employee. This list shall be submitted to the Contracting Officer five

(5) working days after contract award and updated as new employees are added and or removed.

(L) KEY CONTROL

(a) The Contractor shall establish and implement methods of ensuring that all keys

Attachment I: Statement of Work Page 7 of 7 issued to the Contractor by the Government are not lost, misplaced, or misused by unauthorized personnel. No keys issued to the Contractor by the Government shall be duplicated.

(b) The Contractor shall report lost key(s) to the (NAL and AFM) COR no later than the next workday after discovery. If a standard key is lost, the lock for that room will be replaced by the Contractor and the Contractor shall be held liable for costs associated with the replacement. In the event a master key is lost by the Contractor, all locks and keys for that system shall be replaced by the Contractor, and the total cost shall be borne by the Contractor.

(c) The Contractor shall prohibit the use of keys issued by the Government by any other than the Contractor’s employees. It is also the responsibility of the contractor to prohibit the opening of locked areas by the Contractor’s employees to permit entrance of persons other than Contractor or Government employees engaged in the performance of assigned work in those areas.

(M) SMOKING RESTRICTIONS

Contractor personnel assigned to the Government facility shall comply with all Government smoking restrictions.
