About this file

This is an Independent Government Estimate (IGE) template for a Blanket Purchase Agreement (BPA) solicitation for Wilderness First Responder Training services. The estimate is structured as a Stand Alone IGE with Options, designed to support the Department of Agriculture Forest Service's procurement for the Tongass National Forest in Ketchikan, Alaska. The IGE outlines pricing requirements for two training course formats: extended Wilderness First Responder Training (8 to 10 days) and abbreviated training (3 to 5 days), with each format required three times per year. The pricing structure spans a one-year base period followed by four option years, with each line item requesting unit price and total amount calculations for the respective training courses.

The document serves as an internal government tool to establish the estimated procurement value, identify applicable procurement thresholds, and provide a baseline for evaluating contractor proposals and price reasonableness. The template is incomplete as submitted, containing placeholder fields for unit prices and total amounts that would be populated during the actual estimate development. The BPA requirement specifies at least three training sessions annually on an as-needed basis, establishing the minimum government demand for the contract period.

INSTRUCTIONS: HOW TO USE THIS FORM

Independent Government Estimate (IGE)
No specific format is required for an IGE; however this must be an independent estimate and not a reiteration of a contractor quote. The selected format should generally be in the same level of detail and manner that the Schedule of Items pricing we request from contractors. The estimate should state any underlying assumptions or rationale used in formulating the estimate. Initially the CO will use the IGE to determine the estimated value of the procurement and to identify the appropriate procurement thresholds applicable to the solicitation. Later the IGE is compared to prices received to evaluate an offeror’s understanding of the government requirements and in supporting a price reasonableness determination.
