Request for Quotation Summary

This is a Request for Quotation (RFQ) for an Annual Wilderness First Responder Training Course for the Tongass National Forest. The procurement is being conducted under Federal Acquisition Regulation (FAR) Part 8.4 and General Service Administration Regulation (GSAR) 538.71, utilizing the contractor's current GSA Multiple Award Schedule (MAS) contract as the basis for pricing.

The Government anticipates awarding a firm-fixed price Blanket Purchase Agreement (BPA) consisting of one one-year base period and four one-year option periods, for a total contract duration not to exceed five years. One award is expected, though the Government reserves the right to make multiple awards for different line items if determined to be in the Government's best interest. Quoters must provide pricing for the base period and all option periods on individual line items; failure to do so may result in exclusion from consideration. Pricing must not exceed the offeror's current GSA Schedule published price. Any quantity price discounts and prompt payment discounts should be included. Order-Level Materials (OLMs) must be clearly identified separately from MAS-contract items and labor categories, with item descriptions, quantities, unit pricing, vendor information, and price support documentation.

Award will be made using a Lowest Price, Technically Acceptable evaluation method. Only the lowest priced offer will be evaluated for technical acceptability; if that offer is deemed unacceptable, evaluation will proceed in ascending price order until a technically acceptable offer with acceptable or neutral past performance is identified. Technical acceptability evaluation requires offerors to demonstrate knowledge, skills, and abilities related to PWS requirements, provide instructor resumes showing relevant Wilderness First Responder training experience and required certifications/licenses, and show recent and relevant experience. Past performance will be rated as Acceptable, Neutral, or Unacceptable based on demonstrated ability to meet contract requirements, quality of work, timeliness, cost control, and adherence to contract terms. The solicitation includes five attachments: Performance Work Statement (PWS), Schedule of Items (SOI), Quality Assurance Surveillance Plan (QASP), Wage Determination, and Performance Relevancy Questionnaire. Applicable contract clauses include FAR 52.217-9 (Option to Extend Term), and AGAR clauses addressing anti-discrimination/DEI compliance, contract closeout procedures, and personal identity verification requirements for contractor employees.

At a minimum, the contractor must implement lawful and effective internal controls to:

(1) Verify the identity, work authorization, and qualifications of all personnel assigned;

(2) Ensure only the individuals presented to USDA for PIV enrollment or identity verification perform work;

(2) Provide a qualified replacement at no additional cost to the Government; and

(3) Ensure continuity of operations so as not to impact mission requirements.

(4) Failure to promptly remove or replace employees when directed may result in remedies including withholding payment, termination, or other actions authorized under this contract.

(e) Impact on Contractor Performance. Contractor compliance with this clause, including timely removal and replacement of personnel, adherence to PIV requirements, and maintenance of workforce integrity, is a material requirement of this contract. Incidents of identity discrepancies, failure to maintain an eligible workforce, submission of personnel who do not match verified identities, unauthorized substitutions, or failure to comply with Government direction may result in termination and will be documented in the contractor’s performance assessment and reflected in the Contractor Performance Assessment Reporting System (CPARS).

(f) Subcontractor Applicability. The contractor must include this clause in all subcontracts requiring routine unaccompanied physical access to a Federally controlled facility and/or routine unaccompanied access to a Federally controlled information system. The contractor is accountable for ensuring subcontractor compliance.

(g) No Government Direction of Hiring Practices. Nothing in this clause authorizes the Government to direct the contractor’s internal hiring processes or require the disclosure of personal information beyond what is authorized by law, regulation, or contract terms. The contractor remains solely responsible for determining lawful methods to meet the requirements of this clause.

Solicitation Information

Award Type

It is anticipated that a firm-fixed price Blanket Purchase Agreement (BPA) consisting of one (1) one-year base period and four (4) one-year option periods shall be awarded as a result of this synopsis/solicitation. The total duration shall not exceed five (5) years. One award will be awarded as a result of this request for quotation.

The Government reserves the right to make more than one award (multiple awards) for different line items, if, after considering the additional administrative cost to the Government of awarding and administering separate purchase orders, it is determined that the multiple awards will result in the best value to the Government.

Basis on which Selection will be made:

Award Method: Lowest Price, Technically Acceptable

Quotations will be evaluated based on the criteria listed below. Award will be made to the quoter that represents the best value to the Government based on the following criteria:

Evaluation-Commercial Items The provision at Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government.

Price:

Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror shall provide pricing as requested in the above Schedule of Item. Any quantity price discounts and discounts for prompt payment should be included in this section. Total price evaluation will be for the base period, all option periods and in accordance with FAR 52.217-8, up to a six-month extension period. Failure to propose pricing for the base period and all option periods on individual line items may result in a quotation being excluded from further consideration. The offeror’s quotation will be evaluated in accordance with FAR 12.204, to determine if it is fair and reasonable.

Technical Acceptability:

Technical Acceptability will be evaluated to receive an overall rating of "acceptable" or "unacceptable." This will be based on the offeror's ability to provide a sound and compliant approach that meets all requirements and shows a thorough understanding of them. It is the contractor's responsibility to ensure their quotation clearly demonstrates their capability to meet these requirements. All offerors must provide the following minimum information and documentation with their quotations to be considered responsive and have their offers evaluated:

1. Contractor must show Knowledge, Skills, and Abilities related to the requirements within the PWS that demonstrate your experience with performing each of these tasks.

Evaluation of quality and experience of proposed instructors is based on the resumes furnished by the offeror.

The contracting officer must approve the utilization of substitute instructors or any other instructors other than those proposed by the offeror in the technical component of their quote in advance. The contractor shall be required to submit a resume for any proposed substitute instructor. Substitute instructors shall be on the same quality level as or higher than the instructor originally proposed.

2. Contractor must show recent and relevant experience in Wilderness First Responder training and provide specific certifications/licenses required to facilitate this course.

Past Performance:

The Government may utilize any references provided by the Contractor, along with information available from past contracts/orders with the USDA and any information found using sources such as Federal Government sources or the Contractor Performance Assessment Reporting System (CPARS) to determine if the Contractor has acceptable or neutral Past Performance. Past Performance will be evaluated using the following rating system:

• Acceptable: The contractor shows a demonstrated ability to meet contract requirements in prior or current contracts, including quality of work, timeliness, cost control, business relations, and adherence to contract terms.

• Neutral: Offeror does not have a past performance record.

• Unacceptable: The contractor has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, cost overruns, lack of responsiveness, or unethical behavior.

Evaluation Method

The Government will evaluate quotations based on the lowest price technically acceptable criteria. Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer until the lowest price, technically acceptable offer with acceptable or neutral past performance is identified.

The Government will not accept quoted prices that are higher than the offeror’s current price published in the General Services Administration Schedule.
