About this file

This is a Performance Work Statement (PWS) for snow plowing and removal services at the WMF Saco Ranger Station in Conway, New Hampshire.

The contractor is required to provide snow removal services during winter months from November 1 through May 31 at the Saco Administrative site located at 33 Kancamagus Highway, Conway, NH 03818. Snow shall be removed when snowfall exceeds 2 inches and must be cleared by 1630 EST the same day or 0700 EST the following day, whichever comes first. This requirement applies seven days per week, including weekends and holidays. If snowfall continues after the initial 2-inch removal, the contractor must return to clear every additional 2 inches of accumulation. Snow must be cleared from all pavement areas (driveways and parking spaces as identified on the provided site map highlighted in yellow) and pushed back, while taking care not to obstruct walkways, garage doors, fire hydrants, dumpsters, or equipment buildings. The contractor shall not shovel sidewalks, spread salt or sand, or perform any other tasks beyond snow plowing, as the government handles these services independently. The key personnel requirement is a plow driver with at least one season of prior plow operation experience, supported by references. No tools are provided by the government, no travel is required, and no security clearance is needed. Performance is measured through visual inspection with a standard of 100 percent snow removal per the PWS specifications. Failure to meet standards after one rework attempt allows the government to hire another contractor and charge actual costs, including inspection and contract administration fees, to the original contractor.
