About this file

This is an Amendment of Solicitation and Questions and Answers document for a federal snow plowing contract. Solicitation number 12444326Q0063 is issued by USDA-FS CSA EAST 5 (Atlanta, GA) for snow plowing and removal services at the WMF Saco Ranger Station administrative site. The contract includes a base period from October 1, 2026 to September 30, 2027, plus two option years. This is a recompete of previous award 12444324P0008. Amendment 0001 was posted on August 11, 2026 to publish questions and answers to SAM.gov, and offers must acknowledge receipt of this amendment prior to the solicitation deadline.

The contractor must perform snow plowing services during winter months (November 1 through May 31) with service expected seven days per week, including holidays. The snowfall trigger threshold is two inches of onsite-measured accumulation, with completion required by 4:30 PM same-day or 7:00 AM the following day. Contractors must return for complete clearing each time additional two inches accumulates. Historical workload averages approximately 20 qualifying snow events annually, ranging from 16 to 25 events over the past three winters. Pricing should be submitted as a monthly fee for all required services using the provided pricing schedule (C04c). The Service Contract Act applies with snowplow operators classified under equipment operation (23440 – Heavy Equipment Operator). Award will be made based on best-value tradeoffs. Accumulated snow may remain onsite in designated storage areas; offsite hauling is not required. Subcontractor past performance is acceptable for evaluation alongside prime contractor performance. Different operators and equipment may be assigned to each storm event.

SOL 12444326Q0063 WMF Saco Ranger Station Snow Plowing Removal Questions and Answers as of 20AUG2026

Q1. Would the Government accept relevant past performance performed by our proposed subcontractor/local field partner to satisfy the past performance evaluation factor; provided that we will be including a signed letter of commitment with our quote to confirm intent and performance.

A1. Yes, it is acceptable to provide relevant information about subcontractors for the evaluation. The prime contractor’s past performance will be evaluated as well.

Q2. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A2. Yes, there was a previous award for this work - 12444324P0008. You can go to this website and search for the award for further details - https://www.usaspending.gov/search

Q3. Historical Workload - Can the Government provide the approximate number of qualifying snow events and total plowing pushes performed during each of the last three winter seasons?

A3. 20 is a rough average. In the past 3 winters we've seen approximately 16 on the low side and 25 on the high end.

Q4. Mobilization and Snowfall Measurement - Is the contractor expected to monitor conditions and self-dispatch when snowfall exceeds two inches, or will an authorized Government representative issue service notifications? What onsite measurement or weather source will determine when the two-inch threshold has been reached?

A4. Contractor is responsible for measuring snow and determining that service is needed.

Onsite measurement is the determining threshold. Most snowplow operators in this area use 2" of snow as the point at which they go out and plow. We decided to use the same threshold so that our contract matched well with when operators typically plow in this area.

Q5. Continuing Storm Operations - When snowfall continues after the initial two-inch clearing, does the requirement to return after each additional two inches require complete clearing of all designated pavement, or are interim passes sufficient to maintain access until final cleanup?

A5. Return every 2" and complete clearing.

Q6. Completion Deadline - How should the 4:30 PM same-day or 7:00 AM following-day completion requirement be applied when snowfall continues through the applicable deadline?

A6. If snow falls all day, the expectation is that the snow is cleared each time 2" accumulates.

This is standard industry standard for local plow operators. If only 1.5" falls overnight and is on the ground at 0600, service is not expected.

Q7. Snow Hauling - Please confirm that accumulated snow may remain onsite within the designated storage areas and that offsite snow hauling is not required.

A7. Correct.

SOL 12444326Q0063 WMF Saco Ranger Station Snow Plowing Removal Questions and Answers as of 20AUG2026

Q8. One wage rate is marked for information only and not binding. Please confirm the Service Contract Act wage determination and the rate applicable to snowplow operators.

A8. Snowplow operators typically fall under equipment operation classifications. The closest match (23440 – Heavy Equipment Operator) is the most commonly used SCA classification for snow plowing.

Q9. The pricing schedule is blank for units and quantities. Should pricing be a monthly fee, a per-event fee, an hourly rate, or a firm price for the season?

A9. Attachment - C04c Schedule_of_Items_12444326Q0063 is included as an attachment on the SAM.gov solicitation. Please fill out and return your pricing on the attachment. There is a note on the SOI stating: We are looking for a monthly price to perform all required snow removal services. Services will be provided during winter months (01 November through 31 May of each period).

Q10. Must an operator be on call 24/7 through the winter months, or may the contractor assign different operators and equipment to each storm?

A10. Different operators or equipment is fine. Reminder that service is expected on weekends and holidays, so 2" snow on Xmas morning must be plowed.

Q11. Will award be made based on lowest-price technically acceptable, or best-value tradeoff?

A11. The solicitation is set up to be awarded based on best value tradeoffs.

Q12. Is this a recompete? If so, please provide the incumbent, the prior contract number and award price, and the number of quotes received.

A12. Yes, there was a previous award for this work - 12444324P0008. You can go to this website and search for the award for further details - https://www.usaspending.gov/search

Q13. Does your office have other upcoming or not-yet-posted requirements in this scope area?

A13. Nothing at this time to share about any upcoming requirements.
