The contractor must procure, install, and configure a comprehensive video surveillance solution consisting of a rack-mounted NVR, 65 cameras of varying specifications (3MP through 8MP indoor and outdoor infrared dome cameras, multisensor cameras, and video intercoms), approximately 29 plenum-rated CAT6 cabling runs with associated patch cords and conduit, and all necessary system licenses. The selected integrator must meet strict qualification standards including employment of a minimum of 10 certified technicians, maintenance of local technicians capable of same-day onsite support, current OSHA 10 certification for all field technicians, a Total Recordable Incident Rate (TRIR) below 1.0, BICSI certification for the project foreman/lead technician, and highest-tier vendor certification. The solution must support advanced features including integration with existing Bosch/Lenel security infrastructure, dynamic privacy masking, unusual activity and motion detection, audio analysis with multiple trigger types, license plate recognition with watch list capabilities, scalability for future expansion, advanced video analytics and search functionality, and easy event export.
Key deliverables include a Project Management Plan, Project Schedule, Project Risks assessment, contractor personnel listing, completed system installation, monthly status reports, installation documentation and training materials, and final project review, with submission timeframes ranging from two weeks after contract award through three weeks following project completion. The period of performance is listed as TBD. Contractor personnel must comply with USDA security access requirements, Privacy Act provisions, Section 508 accessibility standards, and IPv6 compliance for all IT components. Government will provide workspace, computer, and telephone access during business hours (6:00 a.m. to 9:00 p.m. Monday through Friday).

Project Title US Meat Animal Research Center Security Camera Refresh and Modernization
General Information
1.0 Background and Purpose
The Clinger-Cohen Act of 1996 established the position of the Chief Information Officer (CIO). The CIO implements the provisions of the Clinger-Cohen Act of 1996 and the Paperwork Reduction Act of 1995 regarding the acquisition, management, and use of information technology (IT) resources; manages United States Department of Agriculture (USDA), Agricultural Research Service (ARS) compliance with the Computer Security Act of 1987, the Federal Information Security Management Act of 2002 (FISMA), Homeland Security Presidential Directive 7 of December 17, 2003, and Presidential Decision Directive 63 of May 22, 1998, Critical Infrastructure Protection; and implements the Office of Management and Budget Circular A-130, Management of Federal Information Resources. The CIO serves as the principal advisor to the Agency on information resources and information systems management and strives to improve the operations and service delivery of ARS's programs through the effective use of technology. The CIO directs ARS's Office of the CIO (OCIO), which supports these activities.
The United States Department of Agriculture (USDA) Agriculture Research Service (ARS) Office of the Chief Information Officer (OCIO) requires contractor assistance to procure and install a video surveillance solution at the US Meat Animal Research Center. This solution is critical for meeting existing and evolving security requirements to protect the location’s personnel, livestock, and facilities.
2.0 Definitions/Period of Performance
The period of performance: TBD
Contractor Requirements
3.0 Technical Requirements / Tasks
The contractor shall perform the following tasks as a part of this engagement.
• Provide, install and configure a new security system comprised of:
o 1 X rack-mounted NVR o 5 x 3MP indoor IR dome camera with 3.4-10.5mm lens o 2 x 5MP indoor IR dome camera with 3.4-10.5mm lens o 30 x 5MP outdoor IR dome camera with 3.4-10.5mm lens o 1 x 8MP outdoor IR dome camera with 3.4-10.5mm lens o 3 x 2x5MP dual head outdoor camera with IR o 12 x 3x8MP multisensor camera with pendant mount o 1 x 4x8MP multisensor camera with pendant mount o 2 x 3MP video intercom with IR All licenses necessary to access and use the system o 56 x Unity Enterprise Camera Channel – Brand Name or Equal
• Install necessary conduit and cable o 29 x New plenum-rated CAT6 cabling runs o 1 x New outdoor-rated CAT6 cabling run o 30 x CAT6 patch cord, 3' o 6 x CAT6 patch cord, 7' o 24 x CAT6A patch cord, 7', outdoor rated o 1 x Shielded RJ45 female in/out PoE surge protector o 180 feet x 3/4" conduit
Due to the criticality of this solution, the selected integrator must meet the following minimum standards:
• Employ a minimum of 10 certified technicians for the proposed solution
• The integrator must have local technicians and be capable of providing same-day onsite support.
• The integrator must be able to provide technical support, training, and warranty support following project completion.
• The integrator must maintain the highest tier certification for the proposed solution with the proposed vendor.
• All field technicians performing installation work must possess a current OSHA 10 certification.
• Integrator must maintain a Total Recordable Incident Rate (TRIR) below 1.0.
• The onsite project foreman or lead technician assigned to the project must hold a current BICSI certification.
The proposed solution must be able to support the following features either in the base proposal or as future additions to meet evolving needs:
• The ability to integrate with the site’s existing Bosch/Lenel security infrastructure. Integration should include the ability to trigger alerts and actions to facilitate investigation.
• Provide users with a simplified screen layout, intuitive controls, and customizable features that improve multi-person interactions.
• Dynamic image compression to optimize viewing bandwidth while still maintaining image quality.
• Advanced on-premise (no cloud requirements) analytics providing:
o Dynamic privacy masking – the ability to dynamically blur people or vehicles that appear in video to protect privacy while allowing authorized personnel to see the unrestricted image during investigation o Unusual activity detection – detection of atypical activities such as people and vehicles traveling at faster speeds or that are found in unusual locations, which will alert operators and system users o Unusual motion detection – learns what typical activity in a scene looks like and then detects and flags unusual motion as an alarm to allow operators to filter through large amounts of recorded video more quickly. It flags atypical events that may require further investigation o Audio analysis – The ability to trigger alerts, flag video, and trigger activities based upon audio detected.
Triggers could be:
Screaming Glass break Car alarm Smoke alarm Dog barking Metal crash Tire screeching Ultrasonic panic alarm Other loud noises
• License plate recognition – The ability to automatically read license plate information from vehicles, link it to multiple watch lists and live and recorded video. Security operators should be able to quickly search and find specific captured license plate video for verification and investigation. The system should support multiple watch lists and be able to create events or trigger alarms based on those lists.
• The solution must be highly scalable supporting the addition of additional NVRs and cameras while maintaining a consistent and easy-to-use interface.
• Advanced video analytics technology and search capabilities that quickly sorts through hours of video to locate specific persons or vehicles of interest by entering physical descriptions, uploading photos, or by finding examples within recorded video. Search video footage for additional vehicle subclasses including van, pickup truck and commercial and box truck.
• The ability to rapidly provide operators with robust video evidence to reveal specific routes or last-known locations.
• The ability to easily export identified events for archiving and investigation.
