About this file
This is an Amendment 1 Questions and Answers document for USDA Security Camera Refresh and Modernization solicitation 12760426Q0186, addressing clarifications on system specifications, scope, logistics, and contractor requirements for a 56-camera video surveillance system upgrade at the US Meat Animal Research Center (USMARC) in Clay Center, Nebraska.
The Q&A clarifies critical technical specifications and project parameters: the system requires 56 Unity Enterprise licensed channels including Appearance Search, Unusual Motion/Activity, audio analytics, and dynamic privacy masking (with License Plate Recognition capability for future addition); an NVR6-PRM-PLUS-FORM-H-240TB-S22 network video recorder with 240TB storage supporting 40-day retention at 10fps; integration compatibility with existing Lenel OnGuard version 8.3.670.139 and Bosch infrastructure; and 29 new plenum CAT6 runs plus 180 feet of conduit for 56 cameras (30 outdoor domes and 16 outdoor multi-sensors) with 26 existing drops to be reused. Scope includes removal of existing cameras and mounts (with government handling disposal and NVR migration), inside delivery and rack placement at the USMARC address, and manufacturer drop-ship authorization. The contractor must demonstrate current Motorola Solutions/Avigilon Enterprise partner certification via manufacturer letter, provide local technicians capable of same-day onsite support preferably within two-hour drive time of Clay Center (no brick-and-mortar office required), and have an onsite foreman/lead holding BICSI RCEE Technician and Installer 2 certification. Equipment delivery applies to physical items only and is separate from the installation period of performance (TBD, to be determined jointly with government). Government furnishes core network switches and PoE budget per attached documentation; additional PoE injectors are available if needed. FAR 52.204-9 and AGAR 452.204-71 require PIV/LincPass and NACI clearance before unescorted work. Mandatory proposal attachments include ICT SCRM plan, ACR/VPAT 2.1+, and Motorola/Avigilon factory documentation. Work is restricted to 0600-2100 Monday-Friday with government facility access; no night work, weekend, or livestock barn restrictions apply beyond standard access hours.

Amd 1 - Q&A 12760426Q0186 Questions and Answers
Confirm FOB Destination USMARC, 844 Road 313, Clay Center, NE 68933 includes inside delivery / rack placement, and whether the Government will accept manufacturer drop-ship of the NVR to that address under contractor accountability.
Yes, the ship address is USMARC, 844 Road 313, Clay Center, NE 68933 and yes the Government will accept drop-ship of the NVR.
Is there a page limit for the technical approach?
No.
Must named technicians, OSHA 10, BICSI, and partner-tier letters be submitted with the quote, or may they be verified after award?
That information can be supplied and verified after award and prior to commencing any work.
If names are submitted with the quote, will those individuals be treated as FAR key personnel subject to substitution approval?
Names are not submitted with your quote. Those individuals are not considered FAR key personnel and will not be subject to substitution approval. You must show only that the individual meets the requirements outlined in the PWS.
If the Government does not want key-personnel substitution risk, will a corporate capability statement plus a post-award personnel listing (PWS deliverable 4) satisfy the technical factor?
See above.
Please confirm whether “local technicians … same-day onsite support” requires a brick-and-mortar office in Nebraska / a defined radius of USMARC. If a Nebraska office is mandatory, please state so that non-local integrators can no-bid.
The Government does not require a Brick-and-Mortar office in Nebraska, but they must have technicians that can provide same day on-site support, preferably within two-hour drive time.
Confirm whether Unity Enterprise is licensed per camera body or per sensor/channel.
Camera body.
Intended licensed channel count?
56.
Whether Appearance Search, Unusual Motion/Activity, audio analytics, LPR, and dynamic privacy masking are included in the 56 Enterprise channels or require separate packs?
Appearance Search, Unusual Motion/Activity, audio analytics and dynamic privacy masking are included in the 56 Enterprise channels. License Plate Recognition is not in this proposal, but the system must be able to support it as a future addition.
Whether the two H4 video intercoms consume Unity channels?
Yes, they do.
Please provide: (a) camera location drawings / schedule; (b) existing pathway as-builts; (c) whether the 180 feet of conduit is the entire new raceway scope or an allowance; (d) indoor vs. outdoor drop lengths; (e) who owns core switches, PoE budget, and rack unit space for the 2U NVR.
(a)Building floorplans with camera locations are attached “Buildings and Cameras.doc”. (b) we do not have existing pathway as-builts. (c) The 180 feet of conduit is an allowance and anticipated scope. (d)please refer to building floorplans. (e) Core switches are GOV owned; see attached document “USMARC Camera Switches 2026.xlsx for PoE budget. Additional PoE injectors are available if needed. Rack space is available for a 2U NVR.
Please confirm whether “delivery of all items by 30 days ARO” means equipment on dock, or beneficial use of the complete system. If the latter, will the Government extend POP after award once a joint survey is complete?
Delivery by 30 days ARO applies only to physical items/equipment. If you anticipate delivery will take longer than 30 days, please state estimated delivery in your response. The period of performance for installation is TBD - Government will work with Contractor to determine period of performance dates.
Please identify: OnGuard version; Bosch panel/head-end version; who administers the server (GFE vs contractor); available APIs / licensed integration modules already on the server; and whether the integrator must hold a current LenelS2 certification.
Implementation of the integration is outside the scope of this request. Lenel2 certifications is not required. The solution must be compatible with: Lenel OnGuard version 8.3.670.139 which is administered by the Government.
Attachment C04c requires an ICT SCRM plan with the proposal (COO, chain of custody, counterfeit controls, OEM vs. reseller status). Attachment C04b requires an ACR/VPAT 2.1+ for each ICT item. Please confirm these are mandatory quote attachments and whether Motorola/Avigilon factory ACRs plus corporate SCRM plan are acceptable, or whether a USDA-format questionnaire must be completed line-by-line with the quote.
They are mandatory documents. Motorola/Avigilon factory ACRs and Contractor’s corporate SCRM plan are acceptable. ACR for any “equal” products being quoted is acceptable.
Please confirm the intended NVR SKU is NVR6-PRM-PLUS-FORM-H-240TB-S22 (NA power, 5-year 4-hour mission-critical onsite). Confirm “highest tier certification for the proposed solution with the proposed vendor” means current Motorola Solutions / Avigilon Enterprise partner, documented by a manufacturer letter dated for this RFQ.
SKU is NVR6-PRM-PLUS-FORM-H-240TB-S22. Yes, if Motorola Solutions/Avigilon is your proposed solution.
FAR 52.204-9 and AGAR 452.204-71 require PIV/LincPass and at least NACI before unescorted work. Please confirm the Government will process contractor packages immediately after award and that the 30-day delivery clock will be tolled until facility access is granted.
Delivery by 30 days ARO applies only to physical items/equipment. The period of performance for installation is TBD - Government will work with Contractor to determine period of performance dates.
PWS requires 29 new plenum CAT6 runs, 1 outdoor CAT6 run, and 180 ft of 3/4" conduit for 56 cameras. Confirm how many existing drops will be reused, that they are certified CAT6 and PoE-capable, and who is responsible if a reused drop fails.
26 existing drops will be reused. The existing drops have not been certified, existing cameras are PoE. The location will be responsible if a reused drops fails.
Provide a camera schedule with building, interior/exterior, mounting height, mount type, and approximate cable pathway length for each of the 56 devices.
Please see attached building floorplans with camera locations. We do not have mounting height or type specifications.
Confirm whether network switches, PoE injectors/midspans, UPS, and rack PDU are Government-furnished. Multi-sensor H5A units exceed typical PoE budgets. If contractor-furnished, provide switch make/model, available PoE budget, and rack unit/power at the NVR location.
See attached document “USMARC Camera Switches 2026.xlsx” Confirm whether removal, demolition, and disposal of existing cameras, mounts, and the existing NVR are in scope, and whether video archive migration off the existing recorder is required.
Removal of existing camaras and mounts are in scope disposal of equipment and NVR will be handled by the government.
PWS requires integration with the site’s existing Bosch/Lenel infrastructure (alerts/actions). Confirm Lenel/Bosch version, whether OnGuard/Bosch integration licenses and server-side work are Government-furnished, and the required integration method.
The proposed solution must be able to support integration with existing Bosch/Lenel, but Implementation of the integration is outside the scope of this request. The solution must be compatible with: Lenel OnGuard version 8.3.670.139 Period of performance is “TBD.” State required substantial-completion date, on-site work window, and any blackout dates (livestock operations, biosecurity, weather).
The period of performance for installation is TBD - Government will work with Contractor to determine period of performance dates.
PWS requires the integrator to have local technicians and same-day onsite support. Define “local” (miles from Clay Center, NE) and whether that capability must exist at bid or only after award. Confirm if a Nebraska-based partner is acceptable.
Technicians should be within a two-hour drive , capability must exist at time of quote, and a Nebraska-based partner is acceptable.
PWS requires the onsite foreman/lead to hold “a current BICSI certification.” Identify the exact BICSI credential required.
RCEE Technician and Installer 2 Two H4 video intercoms are specified. Confirm door hardware in scope (lock, strike, request-to-exit, power supply) versus camera-only, and whether existing doors/frames will be reused.
Camera only, existing door/frames, and locks will be reused.
Only 180 ft of conduit and one outdoor CAT6 run are listed against 30 outdoor domes plus 16 outdoor multi-sensors. Confirm all other outdoor pathways exist and are usable, or provide the additional underground/aerial pathway footage required.
Confirmed, all 21 current outdoor pathways exist and are usable.
Confirm Government-furnished rack space (RU), 120/208V circuits, and cooling at the NVR location for the specified 2U 240TB Form H NVR, and whether the existing rack can accept that unit.
The existing rack can accept the NVR.
State required video retention (days at specified resolution/fps) so 240TB can be validated. If retention exceeds what 240TB supports at native multi-sensor bitrates, confirm whether additional storage is in scope.
This was estimated based on a 40-day retention with a fps of 10fps.
Confirm work-hour restrictions beyond GFE access of 0600–2100 Mon–Fri (night work, weekends, livestock/bio-secure barns, escort requirements, and whether escorts are Government-furnished).
