Technical Specifications Summary
This document is the Technical Specifications for the Green Mountain National Forest Rochester SST Paint and Repairs project, a federal construction contract for the U.S. Forest Service. The work encompasses interior painting and solar exhaust fan installation across eight concrete Sweet Smelling Toilet (SST) public restroom facilities at five recreation sites within the Green Mountain National Forest in Vermont. The contract requires preparation of all interior concrete surfaces through cleaning, scraping, and sanding, followed by application of a premium grade 2-coat epoxy paint system with self-priming and stain-blocking properties that include anti-microbial agents to inhibit mold and mildew growth. Solar exhaust fans must be supplied and installed per manufacturer specifications at each facility. The painting work must comply with MPI (Master Painters Institute) standards and manufacturer recommendations, with all materials sourced from approved manufacturers including Amrize, Premier Coating Systems, Dryloke, Behr, Benjamin Moore, Coronado Paint, Glidden Professional, PPG Architectural Coatings, and Sherwin-Williams. The project sites include Texas Falls Observation Site, Robert Frost Interpretive Trail, Moosalamoo Campground (3 buildings, 6 stalls), Silver Lake Picnic Area and Campground (3 buildings total), and Lefferts Pond, totaling 8 buildings across 11 interior stalls to be painted.
Payment is structured as a lump sum basis for each bid schedule item, with all costs including labor, materials, equipment, and incidentals incorporated into the final price. Work must be completed Monday through Friday with no weekend or federal holiday work without written authorization from the Contracting Officer Representative (COR). The contractor is responsible for providing all personal protective equipment and must comply with OSHA regulations, arrange for electrical generators since site utilities are unavailable, and submit a project schedule for COR approval ten days prior to work commencement. Daily debris removal is mandatory, and all waste materials become contractor property for disposal at approved landfills. The COR will conduct a pre-construction survey to document existing conditions. Surface preparation requirements include removing all loose or peeling paint to sound substrate, caulking all joints and seams with elastomeric compounds, and ensuring surfaces are clean and dry before coating. Minimum coating thickness must meet manufacturer specifications, and all work must be performed in accordance with applicable federal, state, and local building codes, manufacturer specifications, and industry best practices.
