About this file
This is Amendment 1 to Solicitation 12444326Q0047, issued by USDA Forest Service CSA East 5 on July 30, 2026, for paint and repairs work at the Green Mountain National Forest Rochester Sanitary Sewage Treatment (SST) facilities.
The amendment incorporates a Questions and Answers document that clarifies solicitation requirements. Key clarifications include: Silver Lake Picnic Area coordinates (43.892548, -73.050514); mockups are not required as paint must match existing finishes; vent stack exhaust fans are to be installed on existing vent stacks to accelerate waste tank venting; concrete floor preparation and coating apply to all sites as specified in the solicitation table, with Moosalamoo Campground being the primary concrete floor site; and SAM representations and certifications suffice for submission. The work encompasses seven sites (Texas Falls Observation Site, Robert Frost, Moosalamoo Campground, Silver Lake Picnic Area, Silver Lake Campground, and Lefferts Pond) with a combined total of 12 buildings and 16 stalls requiring painting and solar exhaust fan installation. The Period of Performance runs from August 21, 2026 to October 1, 2026. All other terms and conditions of the original solicitation remain unchanged.

Solicitation Questions and Answers Rochester SST Paint and Repairs
12444326Q0047
Question 1: The site table in Attachment 1 lists Silver Lake Picnic Area (1 building, 1 stall) but the PROJECT IDENTIFICATION lists gives directions and coordinates for only five sites, and Silver Lake Picnic Area is not among them. Please provide the location or coordinates for the Silver Lake Picnic Area SST so it can be priced and reached.
Answer 1: The location for the Silver Lake picnic area is 43.892548, -73.050514
Question 2: Section 3000 requires a full-coat sample (mockup) for approval before each coating is applied to each surface type. Please confirm how many mockups are required and whether they may all be done at one site, and whether work may continue at the other sites while a mockup is awaiting approval. The sites are separated by road miles, so a hold for approval at each one would add return trips.
Answer 2: Mock ups will not be required. Paint is to match existing.
Question 3: Can you please clarify if the Vent Stack Fan Model FAN-1 should be installed on the roof of each stall or maybe on top of each stack visible on the solicitation plans?
Answer 3: The vent stack exhaust fan is to be installed on the stack to pull air up and out.
Question 4: Is the intention of the government to accelerate venting of the waste tanks (and install the new fans on existing vent stacks) or vent the restrooms (and install the new fans on the restroom roof or walls)? If the last one, can the vents be installed on the walls to ensure no water penetrates inside if installed on the roofs? The roofs are concrete with wood shake imitation which will make very hard to install proper and esthetical vent flashing. Please note that the specified Romtec Fan website states “The Solar Exhaust Fan for waterless, vault restrooms fits on top of the Romtec vent pipe to promote air flow and not inhibit ordinary natural flow. Promotes odor-free facilities.”
Suck vent pipe is the 12” vent pipe that vents the waste tank in those restrooms.
Answer 4: Yes, it is the intention of the Government to accelerate venting of the waste tanks and install the new fans on existing vent stacks.
Question 5: At the Summary of Work paragraph 1.1, second bullet is stated:
“Cleaning, scraping and sanding all concrete floors, walls and ceilings, followed by application of the specified paint system in accordance with manufacturer’s requirements.” However in the table following it, the only site where it is referenced an in bold “concrete floor” is at Moosalamoo Campground 6 stalls. Please clarify if the only concrete floors to be prepared and coated are the Moosalamoo Campground 6 stalls or all other sites’ restrooms as well?
Answer 5: Please follow the table provided in the solicitation (see below)
Question 6: Under the general notes, it states that we need to submit representations and certifications. Is there a certain section of the solicitation to fill out or will SAM reps and certs suffice?
Answer 6: SAM reps and certs will suffice.
