CUSTER GALLATIN NATIONAL FOREST
GAOA STOCK FACILITY FENCE IMPROVEMENTS

SECTION C - DESCRIPTION/SPECIFICATIONS
C- 1 Scope of Contract
(a) Intent of Contract.
The intent of the contract is to provide for the construction and completion of the work described. The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. Furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.
(b) Description of Work.
The work shall be performed on three different Admin Stock Facility site locations. The Deep Creek Admin Stock Facility involves fencing two locations, located at the trailhead and the admin stock facility site. The trailhead location will require removing and disposing of the existing fence on the north and east sides of the trailhead parking area and replacing it with barbless wire Wildlife Friendly Fence, installation of an 18 ft width and 6 ft width new stock gates. The admin stock facility site will require removing and disposing of the existing corral system with exception of the round pen and replacing the corral system with a continuous panel fencing, installation of nine 12 ft width stock gates and one 16 ft width stock gate. The site will also require installing 120 ft (approx.) of temporary fence which will consist of metal stock panels and wood posts.
The Hayes McPherson Admin Stock Facility will require the removal and stockpiling on site at designated locations of the existing fence around Pasture 2 and replacing it with a Wildlife Friendly Fence that consists of a top half round rail and two strands of barbless wire fence. This same fence will be constructed around Pasture 3. This site will also include installing two metal stock gates and constructing five pole rail stock gates. An Option 1 would consist of removing and stockpiling the existing fence of Pasture 1 and replacing it with the same Wildlife Friendly Fence described for Pasture 2. An Option 2 would involve removing the existing fence that surrounds the outer limits of Pasture 3 and stockpiling at designated areas on site.
The Meyers Creek Admin Stock Facility will require the removal and disposal of the existing fence for the North Pasture and replacing it with Wildlife Friendly Fence that consists of 4 strands of barbed wire spaced as noted in the plans, with wood posts. An Option 3 would require removing and disposing of the existing fence of the South Pasture and replacing it with the same Wildlife Friendly 4 strand barbwire fence described above for the North Pasture. An Option 4 would require using metal posts and braces, in place of wood posts and braces for all corner braces for the North Pasture.
The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. Contractor shall provide all equipment, supplies, superintendence, materials, and labor necessary to complete the work in accordance with the specifications and drawings.
The Fence work shall be performed on the Custer Gallatin National Forest and includes mobilization and fencing activities including:
• Remove Existing Pasture Fence
• Construct Wildlife-Friendly Fence (All sites, barb wire, smooth wire, combination rail and smooth wire, type of fence differs by site)
• Provide and Install Continuous Panel Fence (Deep Creek Site)
• Provide and Install Temporary Fence (12’ Panels with Wood Posts Deep Creek
Site)
• Provide and Install Metal Gates (All Sites)
• Construct Wood Pole Rail Gates (Hayes McPherson Site)
• Rehang Existing Metal Gate (Hayes McPherson Site)
• Install Wire Gates (Meyers Creek Site)
The Government will provide staking for the contract items for the Pasture 3 fence and Pasture 3 gate locations located at the Hayes McPherson Admin Stock Facility. All other items are in the same line as the existing fence location and will be the responsibility of the Contractor. It is the Contractor's responsibility to protect and reestablish all construction staking during the project.
Existing Fence Materials removed shall be disposed of in a lawful manner off National Forest System lands with exception of the material at Hayes McPherson as noted in the Plans. The Contractor is responsible for all disposal costs and fees.
All work and equipment shall be in compliance with the terms, specifications, and provisions of this contract. All equipment shall be in good operating condition and shall be operated by competent, experienced operators experienced in the work. The equipment used to perform this work shall meet safety standards and shall be in good mechanical condition.
C-2 Project Location
This project is located on three different sites located on the Custer Gallatin National Forest. The Deep Creek Site is located on the Yellowstone Ranger District, in Park County. From Livingston Montana travel south on US-89 5.6 miles, turn east on State Hwy 540, travel 5.6 miles, then turn east onto Deep Creek South Fork Road, travel 0.5 miles to South Fork Deep Creek Trailhead parking lot. Continue south past Trailhead parking lot approx. 0.2 miles to the Deep Creek Admin Stock Facility. See Vicinity Maps.
The Hayes McPherson Admin Stock Facility is located on the Gardiner District, in Park County. From Gardiner Montana on Hwy 89 turn on to Jardine Road, travel 0.9 miles, turn left onto Travertine Road, travel 1.4 miles, at intersection stay to the right and travel
0.5 miles to Hayes McPherson Admin Stock Facility destination will be on the left. See Vicinity Maps.
The Meyers Creek Admin Stock Facility is located on the Beartooth Ranger District in Stillwater County. From Nye Montana on NF-419 Nye Rd, turn north onto Stillwater River Road, travel 0.8 miles and turn West onto W Fork Road/Limestone Road, travel 4.7 miles, at intersection continue straight on Meyers Creek Road 1.9 miles, turn left onto FS access road travel 0.5 miles to Meyers Creek Admin Stock Facility. See Vicinity Maps.
C-3 Start of Work/Period of Performance.
It is estimated that the work can begin on or before OCTOBER 1, 2026. Work shall be completed and ready to use, no later than SEPTEMBER 30, 2027. The time stated for completion shall include final cleanup of the premises.
C- 4 Magnitude The magnitude of this project is between $100,000 - $250,000.
C-5 Pre-bid Tour
No formal site tour is planned; however, offerors may request to visit the site prior to preparing and submitting their bid by contacting Logan Foster at Logan.Foster@usda.gov.
C- 6 Biobased Product Utilization
As required by the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 8101(4)) and the Energy Policy Act of 2005 (7 U.S.C. 8102(a)(2)(F)), the Offeror certifies, by signing this offer, that biobased products (within categories of products listed by the United States Department of Agriculture at https://www.biopreferred.gov/resources/categories.html to be used or delivered in the performance of the contract, other than biobased products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.
The Contractor shall utilize products and material made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer’s Representative (COR).
The following is an example list of products that may be used in this contract for which biobased products are available. The list is not all inclusive. It is desirable that Contractors be able to supply the greatest number of biobased products listed meeting the health and environmental specifications.

Biobased products that are designated for preferred procurement under USDA’s Biopreferred Program must meet the required minimum biobased content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their biobased products such as biobased content and source of biobased material.
In addition to the biobased products designated by the U.S. Department of Agriculture in the Biopreferred Program, the Contractor is encouraged to use other commercially available biobased products.
The Contractor shall submit with the initial proposal a complete list of biobased products, indicating the name of the manufacturer, cost of each material, and the intended use of each of the materials that are to be used in carrying out the requirements of this contract (see Section L, Clause L- * - Instructions for the Preparation of Technical and Business Proposals).
Additionally, the winning Contractor on each anniversary date of the contract shall compile a complete list of biobased products, including the information above, purchased to carry out the contract requirements. The Contractor shall list volume to be used and total cost for each individual product. This information will be used for reporting purposes (see Section I, FAR Clause 52.223-2).
Within thirty (30) days of contract award, the Contractor shall submit an Operation Plan. This submittal will be approved by the COR in writing. The Contractor shall not commence work until this submittal is approved by the COR in writing. The Plan must be reviewed and updated annually, and as required by the COR. The Plan must contain and define the following elements:
• The Contractor’s written policy stating its commitment to the use of biobased products, employee health and safety, and sound environmental management practices.
• Detail on how the Contractor intends to keep abreast of the development and increasing availability of designated and non-designated biobased products and how any new or improved products will be incorporated on an ongoing basis into contract performance.

• Proposed biobased construction products which must be selected in accordance with the criteria included above. At a minimum, the Plan must identify products by brand name for each of the product types.
NOTE: A Contractor may propose more than one product within a product category and/or propose a product or products addressing more than one product category.
• The product guides which define standard operating procedures for instructing staff in the proper use, storage, and disposal of biobased products; proper maintenance of equipment;
and other procedures/instructions to accomplish work under this contract.
The Contractor shall provide data on the quantity and dollar values of biobased products used in this contract. The data shall be submitted to the COR quarterly.
A demonstration of proper use, an effective training program, and technical assistance are essential to the success of the purchase and use of some biobased products that may function differently than a conventional product.
C- 7 Government-furnished Property
None
The Government will provide staking for the contract items for the Pasture 3 fence and Pasture 3 gate locations located at the Meyers Creek Admin Stock Facility. All other items are located with the same line as the existing fence location and will be the responsibility of the Contractor. It is the Contractor's responsibility to protect and reestablish all construction staking during the project.
C- 8 Standard Specifications
CSI format specifications are included in this solicitation. The requirements contained in these Specifications are hereby made a part of this solicitation and any resultant contract.
C-9 General Specifications
• Contractors Responsibilities. The Contractor shall comply with all applicable laws, ordinances, safety codes, regulations, orders and decrees. The Contractor shall be responsible for all damages to persons or property that occur as a result of the actions of the Contractor, all subcontractors, and all employees of the Contractor or subcontractors.
• Work Schedule. The Contractor shall supply a work schedule before starting the project. The Contractor shall notify to Contracting Officer a minimum of 48 hours in advance of changes in the work schedule. The Contractor may work Monday through Friday during daylight hours, excluding legal holidays unless approved in writing by the CO.
• Use of Roads by the Contractor. The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in Road Order(s) or described in the contract, when such use will not damage the roads or National Forest System resources, and when traffic can be accommodated safely. The Contractor will be required to coordinate construction activities with other contractors that may be working in the area. The Contractor shall work to not interfere with other contractor’s work. The contractor shall be required to perform post project road maintenance on any road used during the course of construction including access routes.
• Traffic Control and Safety – Traffic Control and site safety shall be the sole responsibility of Contractor.
o All road and traffic related signing shall be in accordance with the current edition of the Manual on Uniform Traffic Control Devices (MUTCD).
o Barricades, Warning Signs, and Lights: Comply with standards and code requirements for erection of structurally adequate barriers. Signing shall meet MUTCD Standards and advise the public of the work being done.
o Perform work in a manner that ensures the safety and convenience of the public and protects the residents and property adjacent to the project.
Accommodate public traffic on roads adjacent to and within the project until the project is accepted.
o Road shall remain open except for when closure is required to complete the work during the project unless otherwise approved by the CO.
• Security and Protection – Security is the responsibility of the Contractor. The Contractor shall be responsible for protecting all equipment and supplies for use on the project and stored on the site. The Contractor shall be responsible for all costs required to provide such protection. The Contractor shall be responsible for the loss or damage to materials stored on Forest Service lands or elsewhere.
• Existing Utilities - The Contractor is responsible for location of all utilities prior to ground disturbance. Damaged utilities shall be repaired at the Contractors expense.
o Contact 811 “Call Before You Dig” prior to any ground disturbance.
• Safety Plan - Contractor shall provide adequate safety briefings and ensure safe practices are followed by all personnel involved in the project. Emergency contact numbers shall be readily available on site. A safety plan shall be submitted to the CO prior to starting work.
• Submittals - Submittals include Work Schedule, Materials specifications, and Safety
Plan. Submit to the CO one week prior to starting work. The Contractor shall regularly update the Work Schedule and provide project specific submittals as required in the specifications.
• Staging Area – As approved by the CO.
• Storage and Stockpiling of Equipment and Materials. The Contractor will be allowed to store materials at the project site only at CO approved locations. The Contractor shall be solely responsible for the loss of or damage to materials stored on Forest Service lands or elsewhere.
• Protection of Improvements - The Contractor shall complete sequences of construction activity in order to prevent damage to equipment, material, and articles incorporated into the work covered by this contract.
• Noxious Weed Control. In order to reduce the potential spread of noxious weeds onto National Forest System lands, the Contractor will be required to clean all construction equipment entering the National Forest Boundary. Contractor shall coordinate with COR for inspection/verification of equipment cleaning. The cleaning shall remove all dirt and plant parts that may carry noxious weed seeds inside the National Forest Boundary.
• Protection of Resources. The Contractor shall confine all operations (including storage of materials) to areas authorized or approved by the CO and shall not deposit rocks, excavated materials, or other debris outside of these limits. Mechanized equipment shall be operated in the creek only in areas that are completely dewatered.
o Comply with Section 107 and all Montana Department of Natural Resources
& Conservation (DNRC) regulations, including Forest Fire Regulations established by the DNRC Division of Forestry.
o If a previously unidentified archeological or historic site is encountered, the
Contractor shall immediately discontinue work in the general area of the site and notify the CO immediately.
o To the extent possible, Whitebark Pine trees of all size classes shall be protected from damage.
o Location of stockpiles shall be approved by Forest Service personnel and shall not be placed over five-needled pines whenever possible.
• Water - There is no potable water available on this job. Contractor shall be responsible for all water including water for construction.
• Camping – Camping is not permitted on the site unless approved in writing by the
CO.
• Food Storage. All food, beverages, etc. must be stored unavailable to animals, including bears, at night and when unattended during the day. Attractants include canned food, pop, beer, garbage, grease, livestock or pet food, toothpaste, lip balm, etc... They must be hung at least 10-feet off the ground and 4 feet from any vertical support, or stored inside a bear resistant container or vehicle. Cars, pickup cabs, enclosed horse trailers, hard sided campers or camper shells are all considered bear resistant. Food should be stored out of sight in vehicles. Coolers, pop-up campers, backpacks, and tents are not considered bear resistant.
• Cleanup and Disposal – The Contractor shall be responsible for solid waste disposal. The Contractor shall at all times keep the area in a clean, neat, and orderly condition. Construction related debris, including but not limited to used motor oil, oil cans, grease cartridges and refuse shall be removed promptly from the site and disposed of in a lawful manner off National Forest System lands. Fees for the use of landfills or transfer stations shall be paid for by the Contractor if there is a charge.
• All Wood Posts and Braces shall be pressure treated in accordance with the project specifications. All cuts made in wood posts, rails, etc. shall be treated with Copper Naphthenate Soulution.
• All Barbed and Barbless Wire shall be Red Brand or approved equal.
• Metal Stock Gates shall be Powder River Classic or approved equal.
• All metal T-Posts shall be 6 foot, 1.33 lb/ft, factory painted with anchor plate.
• Gate Closures for the Meyers Creek Wire Gates shall be powder coated Tool-Tuff
Gate Closer or approved equal.
• Continous Panels used at the Deep Creek Admin Stock Facility shall be constructed as shown in the project plans and specifications. Contractor to submit continuous panel specifications and shop drawings for approval, and shall be approved prior to ordering and fabrication of panels. Continuous Panel style gates that are the same material type, size, dimension and style as the Continuous Panels may be substituted in place of the standard metal stock gates specified in section 323120. The continuous panel gates shall be constructed by the same manufacturer that is fabricating the continuous panels. Contractor to submit continuous panel gate specifications and shop drawings for approval, and shall be approved prior to ordering and fabrication of the gates. If approved the substituted gates shall only be used for the nine 12 foot wide gates identified for the Continuous Panel Corral System located at the Deep Creek Admin Stock Facility.
