About this file
This file is a Questions and Answers (QA) document associated with Amendment 0001 to solicitation 1240LT26Q0077 for the GAOA Stock Program Fence Work project. The document provides clarifications and responses to inquiries submitted by potential contractors regarding the fence work requirements on the Custer Gallatin National Forest, administered by the Department of Agriculture Forest Service. Contractors are required to acknowledge and submit this SF30 amendment with their proposals. The QA document serves to ensure all bidders have consistent understanding of project specifications and requirements prior to proposal submission.
The underlying solicitation involves mobilization and fencing activities across multiple sites on the Custer Gallatin National Forest, including removal of existing pasture fence, construction of wildlife-friendly fence (in various configurations such as barbed wire, smooth wire, and combination rail and smooth wire depending on site-specific requirements), installation of continuous panel fence and temporary 12-foot panels with wood posts at the Deep Creek site, installation of metal gates across all sites, construction of wood pole rail gates at Hayes McPherson site, rehanging of existing metal gates, and installation of wire gates at Meyers Creek site. The specific details of questions posed and answers provided within this QA document would clarify technical specifications, site conditions, material standards, and other implementation details essential for accurate proposal development.

REQUEST FOR INFORMATION (RFI) FORM
1240LT26Q0077
GAOA Stock Program Fence Work Custer Gallatin National Forest
RFI #1 – Do we need to give facility managers a heads up that were coming to look at the project sites? If so, can we get contact info for each facility?
If you notify Logan Foster (logan.foster@usda.gov) of the dates you plan to look at the site, he will notify the facility mangers.
RFI #2 – What is the welder certificate the specs refer to? Is the FS requiring an actual certified welder for the small amount of footage? Are you meaning for the rod?
Welder certificates are primarily in regard to the prefabricated components (Gates, panels, and wire) if choosing something other than the preapproved items to ensure a qualified fabrication. For the in field welding that may be needed, the “best modern practice and applicable requirements of AWS D1.1” is the intent (Spec #323120 Stock Gate: 3.1).
RFI #3 – There are three different contact emails and multiple directions on who to send the bid to. Do we include all three?
All quotes shall be sent to PPS.proposals@usda.gov.
RFI #4 – Any issue with work all being completed next year vs started this fall? Most fence builders late in the year are busy trying to get jobs finished before weather shuts them down for the winter.
No issues with completing the work next year. All work should be completed by September 30, 2027.
