About this file

This is a Section C Description/Specifications/Statement of Work document for a Forest-Wide HVAC Repairs/Replacements contract at Payette National Forest in fiscal year 2026. The project encompasses repair and replacement of HVAC equipment across multiple forest locations with a contract duration of 60 calendar days beginning July 2026. Base work includes: replacement of an outdoor air conditioning condenser unit at McCall Helibase (American Standard Model #4A7A3024E1000AA); replacement of a ceiling-mounted LPG propane unit heater and replacement of a blower motor at Council Yard Engine Bay; and reconfiguration of two return air grilles for the central air system at Fawn Hall Barracks. The new McCall Helibase condenser unit must be a 2-ton (24,000 BTUh) unit with approximately 13 SEER rating, R-410 or equivalent refrigerant compatibility, 200-230V single-phase 60Hz electrical, scroll compressor, and minimum 5-year warranty. The new Council LPG unit heater specifications require 75,000 BTUh input, 60,000 BTUh output, 80% steady-state efficiency, and equivalent warranty provisions.

Optional work at Payette National Forest Supervisor's Office involves two alternatives addressing three existing HVAC systems: an IT room ductless split system (Daikin Skyair), an outdoor air ducted system (Daikin VRV), and a multi-zone ground source heat pump system. Option A includes repairing the IT room system (addressing refrigerant leaks and communication errors), repairing the outdoor air system (resolving high and low pressure faults and communication issues), repairing multi-zone pump monitoring sensors, and installing three-phase power monitors (ICM Controls ICM450A or ICM450+) for each of three condensers to prevent shutdown errors. Option B involves complete replacement of the IT room and outdoor air systems with new water source and variable speed equipment, along with the same pump monitoring and three-phase power conditioning repairs. Work locations are in McCall and Council, Idaho, with site conditions including Forest Service employee access, water and utility availability, and traffic control requirements conforming to MUTCD standards. Measurement and payment are based on lump sum contract pricing for completed and operational systems.

c. Repair monitoring of multi-zone system pumps.

1) The central control panel (Daikin ITM) for the building HVAC systems monitors the operation of two pumps (ground source loop) for the building multizone system.

2) Sensors and wiring are in place to monitor pump operation and trigger an alarm if either pump shuts down.

3) This monitoring and alarm system is currently not working and needs to be repaired. The pumps and controls are shown in the photos.

d. Install three-phase power monitor and conditioner for multi-zone system.

1) The multizone system frequently shuts down completely due to a power phase error (Daikin error code U2). This error causes shutdown of all twenty four air handlers throughout the building, leaving the entire building without HVAC.

2) After power cycling all equipment connected to the building multi zone system the error code is cleared and the building multi zone system resumes operation.

3) A three-phase power monitor and conditioner shall be installed per manufacturers recommendations for each condenser in the mechanical room (three units, each unit labeled HRU 1) to correct this problem with the building multi zone system. Basis of design is ICM Controls ICM450A or ICM450+.

3. OPTION B

a. Upgrade of existing IT room HVAC system

1) Remove and dispose of existing IT room HVAC systems including indoor ceiling cassette unit, outdoor condenser unit, electrical disconnects and associated conduits, all associated refrigerant piping and all associated miscellaneous materials associated with system.

2) Patch penetrations into building with grout that matches the existing colors.

3) Retain wall mounted thermostat (Daikin BRC1E72 Nav remote) for use with new HVAC system or install new T-stat if new IT room is not compatible with existing thermostat.

4) Install new water source heat pump at approximate location of existing unit. Install new duct work, air terminals, and controls associated with new air handler. Also install seismic bracing for the unit (recommend repurposing seismic bracing from other fan coil unit that is being demolished). Connect and integrate water loop piping for new air handler to existing multizone system water loop piping. Install new 12-gpm pump in mechanical room. Program the system to be connected/controlled by the Daikin ITM.

a) Basis of design is Daikin SmartSource Compact Horizontal WSHP-WGC-H-048-ECM and Armstrong Astro 2 Series 12gpm circulator.

b. Upgrade of existing Outside Air HVAC system

1) Remove and dispose of existing outdoor air handler unit located in overhead of mechanical room including all associated refrigerant piping. Retain wall mounted thermostat (Daikin BRC1E72 Nav remote) for use with new outdoor air system. Also, retain the seismic bracing to use on the IT HVAC unit installation.

2) Remove and dispose of existing duct heater and filter rack located in hallway and in mailroom, replace the existing section of ducting as needed, and remove or reroute electrical for use with the new duct heater.

3) Install new variable speed inline fan with filter rack and 30kW duct heater.

Basis of design is Nailor DHRF 30kW duct heater and Twin City Fan DSI 165ANE variable speed fan with included accessories: aluminum backdraft damper, vibration isolators, filter box with two-inch thick disposable paper filter, motor mounted dial speed controller, 0-10 volt lead, 1HP/1160rpm/208V/1Ph/60Hz motor, NEMA 1 unfused disc switch mounted and wired.
