About this file
This is a Statement of Work (SOW) for Forest-Wide HVAC Repairs and Replacements at the Payette National Forest, scheduled for completion within 30 calendar days beginning September 2026.
The base work encompasses three primary HVAC projects: replacement of an existing outdoor air conditioning unit at McCall Helibase (American Standard 2-ton unit with approximately 13 SEER rating, R-410 refrigerant, 200-230V single-phase); replacement of the coil in the north outdoor air conditioner unit at Krassel District Office (Lennox unit with R-410 refrigerant recharge); and replacement of a ceiling-mounted propane heater in the Council Yard Engine Bay (LPG unit heater with 75,000 BTUh input, 80% efficiency). All new equipment must include minimum 5-year warranties and be properly anchored and electrically integrated with existing systems. Optional work at the Payette National Forest Supervisor's Office includes repair of three interconnected HVAC systems (IT room ductless split system, outside air ducted system, and multi-zone ground source heat pump system) to resolve identified refrigerant leaks, communication faults, and pressure sensor issues; repair of pump monitoring and alarm systems; and installation of three-phase power monitors and conditioners (ICM Controls ICM450A or equivalent) to prevent system shutdowns from power phase errors. Work sites are located in McCall and Council, Idaho, with Forest Service employees maintaining access during construction. The contractor is responsible for traffic control signage conforming to MUTCD standards, site staging approval, maintaining clean work environments, and investigating site conditions prior to bidding. Measurement and payment is on a lump-sum basis upon job completion and system functionality verification.

d. All HVAC systems and equipment are connected to a central control panel (Dakin ITM) which is located in the mechanical room of the building. This control panel has the capacity to be remotely accessed for diagnostic purposes.
2. OPTION 1
a. Repair existing IT room HVAC system.
1) Inspect system to identify any issues with system and communicate those to the COR.
2) Resolve all known issues with the existing system including a refrigerant leak at the outdoor unit heat exchanger coil and communication errors between the units and the central ITM. Error history of system is shown in below table.

2) Sensors and wiring are in place to monitor pump operation and trigger an alarm if either pump shuts down.
3) This monitoring and alarm system is currently not working and needs to be repaired. The pumps and controls are shown in the photos.
d. Install three-phase power monitor and conditioner for multi-zone system.
1) The multizone system frequently shuts down completely due to a power phase error (Daikin error code U2). This error causes shutdown of all twenty four air handlers throughout the building, leaving the entire building without HVAC.
2) After power cycling all equipment connected to the building multi zone system the error code is cleared and the building multi zone system resumes operation.
3) A three-phase power monitor and conditioner shall be installed per manufacturers recommendations for each condenser in the mechanical room (three units, each unit labeled HRU 1) to correct this problem with the building multi zone system. Basis of design is ICM Controls ICM450A or ICM450+.
