About this file

This is a Forest Service Supplemental Specifications (FSSS) document that modifies the FP-24 Federal Highway Specifications for the Superior National Forest FR377 Tomahawk Road Repairs project located in the Kawishiwi and Tofte Ranger Districts. The specifications establish technical requirements and standards for construction activities including traffic control, culvert removal and installation, crushed aggregate surfacing, ditching, and related road repair work. Key technical modifications include decimal accuracy requirements for payment measurement (ranging from 0.01 to 1 depending on unit type), a 60-minute maximum limit on construction-caused traffic delays per passage, and specific excavation and drainage requirements. The document defines critical terms such as Bridge, Culvert, Contractor, Right-of-Way, Protected Streamcourse, and Utilization Standards, and incorporates references to MUTCD and USDA Forest Service standards for traffic control devices. Material specifications are detailed for riprap gradation using a size method based on intermediate dimensions, aggregate course gradation with specific plastic index requirements, select granular backfill, and soil materials.

The solicitation (12445526Q0130) is issued as a Request for Quotation under FAR Part 12 for commercial items and is set-aside exclusively for small business concerns under NAICS Code 237310 with a size standard of $45 million. This is a Total Small Business Set-Aside, meaning all responsible sources may submit quotations for consideration. The work scope encompasses the complete road repair project as detailed in the specifications, FP-24 standards, and associated drawing plans. The Forest Service retains ownership of merchantable timber and excess materials produced during work, with contractors authorized to use Forest Service roads as necessary for contract performance subject to designated Road Orders and resource protection limitations.
