About this file
This document is a comprehensive set of construction plans and specifications for emergency road repairs on Forest Road 377 (Tomahawk Road) in the Superior National Forest, Minnesota, located on the Kawishiwi and Tofte Ranger Districts. The project encompasses approximately 18.3 miles of forest road repairs and is funded through the Emergency Relief for Federally Owned Roads (ERFO) program. Key work items include 1,210 cubic yards of aggregate surfacing, 10,160 linear feet of ditching, and replacement of 566 linear feet of culverts with polymeric coated corrugated steel pipes in various sizes (18" to 36" diameter, ranging from 28' to 40' lengths). The project also includes installation of T-posts at culvert inlets/outlets, placement of riprap, and cleaning of existing culverts. Minor clearing and grubbing are required, with merchantable timber (6+ inches DBH) compensated at current stumpage rates for the Superior National Forest.
Construction must comply with the Federal Highway Administration Standard Specifications for Construction of Road and Bridges on Federal Highway Projects (FP-24) and applicable Forest Service Supplemental Specifications (FSSS). All work shall be performed Monday through Friday between 6:00 AM and 6:00 PM, with traffic control maintained throughout construction. The contractor must submit a dewatering plan for culvert installations at least seven days prior to work commencement and a pit operation plan at least 30 days before utilizing two available government gravel sources (Denley Gravel Pit or Lake 18 Gravel Pit). Utilities must be contacted through Gopher State One Call at least seven working days before excavation. The contractor assumes responsibility for all safety precautions, site familiarization, material testing, and restoration of all disturbed areas prior to final payment.
