Award Type
It is anticipated that a firm-fixed price Purchase Order consisting of one (1) one-year base period and four (4) one-year option periods shall be awarded as a result of this synopsis/solicitation. The total duration of this order shall not exceed five (5) years and six (6) months.
The Government intends to make one award from this solicitation; contractors must submit pricing for all items to be responsive.
Evaluation and Basis for Award
The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the lowest-priced, technically acceptable quoter whose quote conforms to all solicitation requirements.
Award Method: Lowest Price, Technically Acceptable (LPTA) on a pass/fail basis. FAR 52.212-2 is not applicable.
Streamlined Evaluation Procedures (Price-First):
https://www.usda.gov/guidance-documents/acquisition-policy/ocp/usda-agar30-sept-26pdf https://www.acquisition.gov/far/52.212-2 https://www.law.cornell.edu/cfr/text/48/12.203
1. Initial Ranking by Price: All quotations received will initially be ranked from lowest to highest based on the total aggregate price offered for all periods (the 12-month base period plus all four 12-month option periods).
2. Technical & Past Performance Review: The Government will evaluate only the lowest-priced quotation for technical acceptability and past performance. If the lowest-priced quote is evaluated as Technically Acceptable and receives a "Pass" for past performance, award will be made to that quoter without further evaluation of the remaining quotes. If the lowest-priced quote is found unacceptable or fails past performance, the Government will eliminate it from consideration and proceed to evaluate the next lowest-priced quote. This iterative process will continue until a quotation is determined to be technically acceptable with acceptable past performance.
Required Evaluation Deliverables:
Pricing for All Years: Quoters must provide separate, explicit pricing for the base year and all four option years. Any quote that does not provide pricing for all years will be deemed unresponsive and will be excluded from evaluation.
Technical Capability Information: Quoters must submit a concise narrative demonstrating their operational capability to fulfill the Performance Work Statement (PWS). This documentation must specifically detail the offeror's equipment inventory and identify key personnel (including supervisors) responsible for managing the Eleven Point Ranger Station facility.
Past Performance Information: Quoters must provide past performance data (such as references, contract numbers, and points of contact) for similar janitorial or custodial services executed within the past three years. Past performance will be evaluated on a Pass (Acceptable), Fail (Unacceptable), or Neutral basis (a quoter without a record of relevant past performance will receive a Neutral rating, which satisfies the past performance requirement).
Delivery Information
F.O.B Point: F.O.B. Destination. Services shall take place directly at the physical location:

Effect on Award or Performance: Contract awards or performance will be suspended during the protest period unless justified in writing for urgent and compelling reasons or determined to be in the best interest of the Government.
Review Timeline: USDA strives to resolve agency-level protests within 35 business days of receipt.
Election of Forum: By filing a protest with USDA, the protesters agree not to file a protest on the same matter with the Government Accountability Office (GAO) or any other external forum while the agency protest is pending. If such a protest is filed externally, the USDA agency protest will be dismissed.
Questions: Questions regarding this notice or protest procedures should be directed to the Contracting Officer identified in this solicitation.
