This is a small business set-aside acquisition under NAICS code 561720 with a $22.0 million size standard. The contract will be firm-fixed price for one 12-month base period plus four optional 12-month periods, running from November 15, 2026 through November 14, 2031. All responsible sources may submit quotations, though the acquisition is restricted to small business concerns.

Key deliverables include a Quality Control Plan, Schedule of Services, Activity Reports, Safety Data Sheets, and invoices submitted via the Invoice Processing Platform. The Government will evaluate quotations based on technical approach (addressing ability to meet PWS requirements, key personnel qualifications, biobased product compliance, and quality control procedures), price (must be fair and reasonable), and past performance (minimum three years of relevant experience required). Acceptable performance is defined as 95% compliance with requirements, with performance rated as Satisfactory, Very Good, or Exceptional. Service Contract Labor Standards wage rates apply, with WG-2 Custodial Workers at $23.63 per hour. Payment will be deducted for documented deficiencies below acceptable quality levels, and the contractor must provide rework within 24 hours at no cost to the Government.

Award Type
It is anticipated that a firm-fixed price commercial services contract consisting of one (1) one-year base period and four (4) one-year option periods shall be awarded as a result of this synopsis/solicitation.
The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items.
Evaluation and Basis for Award
The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government.
Technical Approach:
The technical approach will evaluate the offeror’s ability to provide a sound, compliant, and effective approach to performing all janitorial tasks required in the Bent Creek Janitorial Services Performance Work Statement (PWS). The quotation must demonstrate a clear understanding of the work to be performed across all facilities, including the Training Center (Building 12) and Buildings 1, 2, 3, 4, 8, and 9. Offerors must address how they will meet weekly, monthly, and annual service requirements, deliverables, safety and security requirements, and all performance standards identified in the PWS.
All offerors must provide the following minimum information and documentation with their quotations to be considered responsive and have their offers evaluated:
• Ability of the offeror to meet the schedule requirements listed in the PWS, including weekly, monthly, and annual service frequencies.
• Detailed explanation of any requirement listed in the PWS that cannot be successfully accomplished by the offeror.
• Identification and qualifications of key personnel as required in the PWS, including the Contract Manager and Quality Control Representative, demonstrating relevant experience and capability to oversee janitorial operations and quality control.
• Description of the offeror’s approach for complying with all biobased product requirements in Section 15.0 of the PWS, including the use of USDA BioPreferred products and procedures for ensuring all cleaning chemicals, floor care products, and disinfectants meet the PWS and regulatory requirements.
• Description of the offeror’s quality control procedures, including methods for ensuring acceptable cleaning standards, inspection readiness of facilities, and compliance with reporting and deliverable requirements (QCP, Schedule of Services, SDS submissions, and Activity Reports).
Price:
The offeror shall provide pricing as requested in the Schedule of Items that is Attachment 1 of this Request for Quote. Failure to propose pricing for all individual line items may result in a quotation being excluded from further consideration. The offeror’s quotation will be evaluated in accordance with FAR 12.204, to determine if it is fair and reasonable.
Past Performance:
The Government will evaluate the offeror’s demonstrated record of performance on recent and relevant contracts for janitorial or similar facility maintenance services. Offerors shall submit a minimum of three (3) years of relevant past performance information, including points of contact, contract numbers, period of performance, description of work performed, and dollar value.
The Government may also utilize information available from past contracts/orders with the USDA and any information found using Federal sources such as CPARS, FAPIIS, or other past performance databases to determine whether the Offeror has acceptable or neutral past performance.
Past Performance will be evaluated using the following rating system:
• Acceptable: The contractor shows a demonstrated ability to meet contract requirements in prior or current contracts, including quality of work, timeliness, cost control, business relations, and adherence to contract terms.
• Neutral: Offeror does not have a past performance record.
• Unacceptable: The contractor has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, cost overruns, lack of responsiveness, or unethical behavior.
Evaluation Method:
All quotations will be evaluated to identify the offeror presenting the most advantageous quote based on the stated evaluation criteria. Once the highest rated offeror is identified, their price will be evaluated to determine whether it is fair and reasonable. Past performance will also be assessed to ensure it is acceptable or neutral.
Award will be made to the offeror whose proposal is determined to be the highest rated, provided that:
• The proposed price is fair and reasonable, and
• Past performance is assessed as acceptable or neutral.
Award will not necessarily be made to the lowest-priced offeror. Tradeoffs will not be conducted.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
