About this file
Summary
This is a comprehensive construction specification document for the Palisades Administrative Site Lagoon Liner and Effluent Sprinkler System Replacement project on the Coronado National Forest in Pima County, Arizona, approximately 20 miles north of Tucson at an elevation of 7,950 feet. The project involves replacement of the existing wastewater treatment system, including demolition of the current double lagoon liner system (36-mil polypropylene primary and 30-mil PVC secondary liners), installation of new double geomembrane liners with geotextile drainage layer, replacement of the entire effluent sprinkler distribution system, reconstruction of the lagoon pumphouse plumbing, and reconditioning of approximately 660 linear feet of access road. The contractor must design, furnish, and install a temporary above-grade wastewater collection system to maintain continuous service during construction, with capacity to handle estimated flows of 1,770 gallons per day in winter and 2,754 gallons per day in summer, and manage disposal of wastewater contents at an approved facility. The work requires removal and proper disposal of existing lagoon contents (effluent and sludge) per Arizona Department of Environmental Quality requirements, removal of vegetation within 8 feet of the lagoon perimeter, and installation of new concrete pipe supports, outlet baffle, leak detection system with 8-inch PVC pipe and gravel pit, and a staff gauge for monitoring water levels.
Key deliverables include detailed submittals for the temporary pumping system design, emergency spill response procedures, product data for all equipment and materials (pumps, piping, geomembranes, geotextiles, concrete mix designs, sprinkler heads), certified installer certificates from geomembrane manufacturers, quality control plans, and construction schedules. The specification incorporates by reference Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14, 2014), Forest Service Supplemental Specifications, and CSI specifications. Concrete work requires minimum 3,000 psi compressive strength with sulfate exposure protection (Type II Portland cement), all electrical work must comply with the National Electrical Code, and all work must meet OSHA standards. Payment is structured through multiple line items including lump sum amounts for mobilization, selective demolition, concrete structures, temporary facilities, and the temporary wastewater collection system design and installation, with additional line items for site grading, trenching and backfill, and effluent sprinkler system installation. The acquisition is set-aside for small business concerns with a size standard of $45 million under NAICS code 237110 (Water and Sewer Line and Related Structures Construction).

This data includes the preliminary survey information, drawings design assumptions, calculations, and the presentation in the contract. Authorization for changes in the number of units SHOWN in the contract may be given under any of the following conditions:
A. As a result of changes in the work authorized by the Contracting Officer.
B. As a result of the Contracting Officer determining that errors exist in the original design that may cause a Pay Item quantity to change by 15% or more.
C. As a result of the Contractor submitting a written request showing evidence of errors in the original design that cause a Pay Item quantity to change by 15% or more. The evidence must be verifiable and consist of calculations, drawings and/or other data that shows how the designed quantity is believed to be in error.
2. Actual Quantity (AQ). These quantities are determined from measurements of completed work.
3. Vehicular Quantities (VQ). These quantities are measured or weighed in hauling vehicles.
4. Lump Sum Quantities (LS). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor needed to complete the job. They will not be measured.
