About this file

This is a Statement of Work (SOW) for the USDA-ARS Soil Management Research Unit to upgrade their fire alarm control system at the North Central Soil Conservation Research Lab in Morris, Minnesota. The project addresses the discontinuation of the Edwards EST3 control panel as of December 31, 2023, which has created challenges in obtaining replacement parts and technical support. The Morris facility's aging fire alarm system requires regular repairs, and complete parts unavailability is expected after December 31, 2026, creating a safety risk to personnel and government property.

The contractor must deliver and install a fully backwards-compatible fire alarm control panel that integrates with existing wiring, sensors, and fire detection components currently installed at the facility. Additional requirements include replacing all smoke and heat detectors with compatible models, conducting full system testing and calibration upon completion, training location personnel on panel operation, providing a minimum one-year warranty, and properly disposing of old equipment. The contractor must also manage dust containment during any wall drilling and repair any facility damage caused during installation, such as damage to floor tiles or walls. Equipment delivery is scheduled for September 2026 to the Morris facility. No government-furnished equipment, travel, key personnel, security, data rights, or Section 508 accessibility requirements apply to this contract.

Statement of Work (SOW) Project: Update fire alarm system control panel

GENERAL INFORMATION

1.0 Scope of Work: The USDA-ARS, Soil Management Research Unit seeks to upgrade their current fire alarm control panel and replace smoke and heat detectors to ensure long-term, compliant life safety system performance.

Background: The Morris ARS Soil Management Unit’s fire alarm system is controlled by the Edwards EST3 control panel model. The manufacturer officially discontinued the EST3 system on December 31, 2023. While parts and support remain available for existing installations to the extent possible, they are rapidly becoming scarce, with complete unavailability of replacement parts expected after December 31, 2026. In addition, support for EST3 systems are decreasing as technicians focus on the newer platform. As of 2025, this panel required repairs on a regular basis and sourcing replacement parts became costly and difficult due to the panel no longer being in production. In addition, replace the existing smoke and heat detectors. An unreliable fire alarm control system and failing smoke and heat detectors pose a safety threat to both life and Government property.
