About this file
This is a Statement of Work for the construction and installation of a new equipment shed at USDA Moore Air Base in Edinburg, Texas. The project is required because the Facility Maintenance Services (FMS) division lost access to Building 6101 Motor Pool when it was repurposed as a Sterile Release Fly Facility for New World Screw Worm eradication efforts. The existing heavy equipment, tractors, farm implements, and herbicide sprayers previously stored there are now exposed to extreme South Texas weather conditions, causing paint fading, rubber hose deterioration, and plastic component cracking.
The contractor must provide and install one metal storage shed with the following specifications: 84 feet long, 28 feet deep, 13 feet tall at the lowest point, with 7 bays of 12 feet each. The structure requires three enclosed sides (both ends and back wall) constructed of heavy-duty tan metal siding, a flat slope roof (minimum 1/12 slope) with galvalume sheeting sloping toward the rear with enclosed gutters and downspouts, and 16 concrete footings to ensure stability. Shop drawings must be sealed by a Texas Structural Engineer and designed for 120 mph wind loads. The shed must connect with an existing storage shed directly northwest with approximately 300 square feet of covered connecting area. A concept drawing requires approval before ordering the shed kit. The project must be completed within 120 days of award. Work hours are Monday through Friday, 7:00 AM to 3:30 PM, with any after-hours work requiring Maintenance Manager approval. The contractor must comply with all EPA and state environmental regulations, provide Material Safety Data Sheets for all products used, obtain EPA certifications, and supply temporary restroom facilities. Moore Air Base is a restricted facility requiring valid picture identification and vehicle insurance for all contractors and personnel.

Statement of Work For
New FMS Equipment Shed June 2026
1.0 CONTRACT PROJECT: New FMS Equipment Shed
2.0 LOCATION: USDA Moore Air Base (MAB)
APHIS PPQ FO FMS
(Facility Maintenance Services) Building 6407 22675 N. Moorefield Rd.
Moore Air Base Edinburg, TX 78541
3.0 Project Background: USDA, APHIS, PPQ, FO, FMS has maintained MAB’s 948 acres and 77plus buildings and structures since 1961 and has several heavy equipment, tractors, farm implement equipment, and herbicide sprayers that are experiencing damage from being exposed to the extreme sun and inclement weather of South Texas. This is causing fading of paint, drying out of rubber hydraulic hoses, and cracking plastic components on the equipment.
Most recently, FMS repurposed the building 6101 FMS Motor Pool to the New Worm Screw Worm eradication effort that was approaching the United States and has currently since established itself as an epidemic in Texas. The building 6101, FMS, Motor Pool has been converted to the first Eclosion Sterile Release Fly Facility for the combat of the New World Screw Worm. The FMS motor pool housed all the above-mentioned equipment used to maintain Moore Aire Base buildings and ground maintenance.
