About this file

This is a Questions and Answers document providing clarifications on the New MAB FMS Equipment Shed solicitation (12639526Q0271) issued by the USDA's Animal and Plant Health Inspection Service. The Q&A addresses four key clarifications from potential contractors regarding project scope and specifications.

The document clarifies that the contractor is responsible for engineering and supplying connection points between the new equipment shed and an existing shed, beginning with a new canopy extending to the northwest shed. The contractor must also supply a new covered porch for which no drawings are available, requiring contractors to develop their own design solutions to match the existing structure as closely as possible. Regarding material specifications, the document confirms that the metal siding panels are tan in color with red steel framing; any appearance of darker color in reference photos is attributed to lighting conditions rather than actual color variation. Contractors should submit proposals directly via email to the government point of contact. These clarifications were discussed during the August 20, 2026 organized site visit at Building 6431, Moore Air Base, Edinburg, Texas.

Text version

1. It says that this will be connected to an existing shed, are we engineering it for that and supplying the connection points? Or will that be done on the contractor’s end. Yes… The new equipment shed will be connected to an existing shed by the contractor starting with the new canopy to the shed that is most Norh West, engineering it, and supplying the connection points. This was explained at the solicitation site visit.

1. I notice it says tan for the color, but if the provided picture is what you are trying to match it appears more burnished slate/black. Unless it is just the lighting. It is the lighting that is throwing the actual color off. The panels are tan and the steel red. This was explained at the solicitation site visit. The new equipment shed must match the existing shed as much as possible.

1. For the covered porch area are supplying that as well? If so, are there drawings of any sort that can be provided. Yes… The contractor will be supplying the new covered porch. We don’t have any drawings available. This was explained at the solicitation site visit.

4. Should we email you the proposals directly. Yes
