About this file
This is a Statement of Work (SOW) for the construction and installation of a new equipment shed at USDA Moore Air Base in Edinburg, Texas, to support the New World Screwworm (NWS) eradication effort. The project involves providing and installing one metal storage shed measuring 84 feet long, 28 feet deep, with a height ranging from 13 to 15 feet at various points. The structure shall contain four bays (one 11-foot wide bay and three 23-foot wide bays) with three enclosed sides constructed of heavy-duty tan metal siding. The roof must feature a flat slope design with at least a 1/12 pitch, heavy-duty galvalume sheeting, enclosed gutters, and downspouts sloping toward the rear. Additional requirements include sixteen concrete footings to ensure structural integrity, sealed shop drawings prepared by a Texas Structural Engineer rated for 120 mph wind loads, and connection to an existing adjacent shed with approximately 300 square feet of covered area. The contractor must obtain concept drawings approval prior to ordering, complete the project within 120 days of award, and provide both digital and hard-copy documentation to USDA FMS.
Work shall be performed Monday through Friday between 7:00 AM and 3:30 PM, with any additional hours requiring written approval from the Facilities Maintenance Manager. All contractors must possess valid picture identification and maintain proper vehicle insurance while on Moore Air Base, a restricted facility. The contractor shall remain on-site under supervision of a qualified job superintendent, provide temporary restroom facilities if the project exceeds three working days, and comply with all EPA, state, and local regulations including MSDS documentation for any hazardous materials. All work must conform to applicable Texas codes and standards, be performed by EPA-certified technicians in a professional manner, and utilize only new, unused equipment and materials. Primary project contacts are Gabriel Lopez (MAB/FMS Manager) and Javier Caltzontzint (FMS Facilities Manager) at Moore Air Base.

Statement of Work For New NWS Equipment Shed June 2026
1.0 CONTRACT PROJECT: New NWS Equipment Shed
2.0 LOCATION: USDA Moore Air Base (MAB)
APHIS VS NWS
(New World Screw Worm)
Building 6102
22675 N. Moorefield Rd.
Moore Air Base
Edinburg, TX 78541
3.0 Project Background: New World screwworm (NWS, Cochliomyia hominivorax) is a devastating pest. When NWS fly larvae (maggots) burrow into the flesh of a living animal, they cause serious, often deadly damage to the animal. NWS can infest livestock, pets, wildlife, occasionally birds, and in rare cases, people. NWS is endemic in Cuba, Haiti, the Dominican Republic, and countries in South America.
Although USDA eradicated NWS from the United States in 1966 using sterile insect technique (SIT), there is a constant risk of re-introduction into the United States. To prevent the northward movement of the pest from South America to NWS-free areas in Central and North America, APHIS collaborates with Panama to maintain a barrier zone in eastern Panama through the Panama-United States Commission for the Eradication and Prevention of the Screwworm (COPEG). Through COPEG, sterilized male flies are released in mass quantities in the Darien Province of eastern Panama to overwhelm and out-compete wild male populations in mating with females, resulting in population crash. Sterile insect releases result in a biological barrier.
In 2023, NWS detections in Panama increased from an average of 25 cases per year to more than 6,500 cases in 1 year. Since then, screwworms have been detected well north of the biological barrier that has successfully contained the pest to South America for decades. NWS has now been detected in Costa Rica, Nicaragua, Honduras, Guatemala, Belize, El Salvador, and Mexico.
Due to northward movement, additional sterile insect dispersal capacity was needed as soon as possible to establish and maintain an effective biological barrier against further northward spread. In February 2026, Buildings 6101 and 6102 were repurposed to serve as the new NWS Dispersal Facility at Moore Air Base. This New Dispersal Facility serves as the initial operations at MAB to handle current needs for this portion of the emergency mission.
Most recently, FMS repurposed the building 6101 FMS Motor Pool to the New Worm Screw Worm eradication effort that was approaching the United States and has currently since established itself as an epidemic in Texas. The building 6101, FMS, Motor Pool has been converted to the first Eclosion Sterile Release Fly Facility for the combat of the New World Screw Worm.
