About this file
This is a Performance Work Statement (PWS) for the U.S. Department of Agriculture (USDA) Forest Service regarding replacement of HVAC systems for two tree coolers located on the Idaho Panhandle National Forest. The project involves replacing outdated HVAC systems at the Bonners Ferry Ranger District (6286 Main St., Bonners Ferry, ID 83805) and Priest Lake Ranger District (32203 ID-57, Priest River, ID 83856). Both tree coolers are identical in size at 25 feet wide by 31 feet long and are used to store frozen tree seedlings for the USFS reforestation program. The work must be completed no later than March 15, 2027.
Key technical requirements include sizing and installing new compressors compatible with R-404A or R-448A refrigerant capable of maintaining temperatures between 28°F and 40°F with ±1°F accuracy; installing digital thermostats with remote control capability; providing indoor evaporator fans and coils; installing drain lines, refrigeration lines, and environmental controllers; removing existing equipment and humidifiers; updating lighting; and installing a power outage notification system at the Priest Lake location. The contractor must prepare required permits, perform all necessary electrical and refrigeration work in compliance with federal and state codes, properly dispose of freon, and provide owner training and maintenance documentation. Key personnel must include a certified HVAC technician and certified electrician. Deliverables include submittal sheets within ten business days after Notice to Proceed and maintenance plans and technical manuals following equipment commissioning. No government-furnished equipment is provided, and overnight travel is not anticipated.

Project Northern Districts Tree Cooler Repairs
General Information
1.0 Scope of Work
This project is to replace the HVAC systems for two tree coolers located on the Idaho Panhandle National Forest. Both tree coolers have outdated HVAC system that cannot be easily repaired and do not meet modern energy efficiency standards. The main goal of this project is to provide fully functioning tree cooler HVAC systems with associated evaporator fans and necessary materials for the refrigeration system. Other goals of this project are to remove all humidifier and associated parts, update lighting, and for the cooler located at Priest Lake Ranger District to have a notification system of a power outage due to ongoing power fluctuations at that location.
Tree Cooler 1 is located at the Bonners Ferry Ranger District at 6286 Main St., Bonners Ferry, ID 83805.
Tree Cooler 2 is located at the Priest Lake Ranger District at 32203 ID-57, Priest River, ID, 83856.
2.0 Background
Two (2) tree coolers are located in the Northern Districts of the Idaho Panhandle Nation Forest. Existing compressors and associated equipment are operational but difficult to repair given their unknown but old age.
The USFS has a tree planting program to replant seedlings in the Forests after tree harvest or wildfire events. Seedlings are grown at the nursery in Coeur d’Alene, Idaho and transported frozen to Forests across the area. Tree coolers located at Forest Service Districts are utilized to keep tree seedlings frozen until they are ready to be slowly thawed. It is critical to keep seedlings frozen so they do not come out of dormancy before they are ready to be planted. Thawing too early negatively impacts survival rates.
Tree coolers are utilized for a few months out of the year, usually in spring and fall. Below freezing temperatures are needed for a few weeks of the year between seedling arrival until thawing begins. Seedlings do not begin thawing until tree planting crews are scheduled and prepared to plant them in the woods.
Contractor Requirements
3.0 Technical Requirements / Tasks
• Prepare all required permits.
• Remove and dispose of existing equipment and associated parts/pieces of infrastructure that will not be used.
• Size the condenser needed to establish a reliable cooler and related system.
o Able to maintain even temperature (plus or minus 1 degrees F) that can be set and adjusted, at a minimum, between 28-degree F and 40 degrees F o Provide a digital, easy to use thermostat mounted on the interior wall by the door. Adjust and set temperature accurately by a minimum of 1 degree up or down, maximum of 2 degree F increments.
o Preference given to systems that can control temperatures remotely o Compressors must be compatible with and utilize R-404A or R-448A Refrigerant
• The tree coolers are the same size, 25 feet wide and 31 feet long.
• Provide indoor evaporator fans/coils sized to work with the compressor.
• Install drain lines from evaporator coils/fans to exterior drain.
• Install refrigeration lines to manufacturer’s specifications.
• Install environmental controller for temperature.
• Warning alarm when temp is outside of a settable acceptable range, (need to be able to set range by increments of 1 degree and 2 degrees based off of setting for freezing or thawing).
• Utilize existing electrical panels. Everything from the panel to the compressor can be replaced as needed.
• Install notification system of power outage in one location (tree cooler 2).
• Start, test, and commission all new equipment to confirm refrigeration capabilities within proposed work.
• Cleanup site work area and perform any needed restoration for ground disturbance from installation efforts.
• Provide owner training for new system operation and maintenance.
• The proposed work will comply with all Federal and State codes, including removal and proper disposal of freon.
• The personnel needed to complete the work will include an HVAC mechanic and electrician.
