About this file
This is a Statement of Work for trail bridge maintenance on the Selway Suspension Bridge located within the Selway Bitterroot Wilderness in Idaho. The project scope includes furnishing, transporting, removing, installing, and disposing of treated timber floor beams, stringers, deck, curbs, railings, and running plank materials and hardware. The contractor must also perform drilling of pre-drilled lumber, treat drilled holes with two-coat copper naphthenate preservatives, provide all fasteners (nuts, bolts, nails), remove existing wooden components, and perform minor maintenance including area reclamation. The government will furnish approximately 76,000 lbs. (16,373 board feet) of lumber to be stockpiled at Running Creek Ranch (private property). The work is located within designated wilderness, requiring non-motorized and non-mechanized construction methods, with only wheelbarrows and battery-powered drills permitted as exceptions.
The project period of performance runs from June 1, 2027, to July 31, 2027, with work commencing within 14 days of the Notice to Proceed (estimated May 15, 2027). The bridge may be closed to the public for up to eight weeks with 30 days' notice to the Contracting Officer. Contractors must submit three separate plans 30 days prior to beginning work: a Safety Plan addressing fall and drop protection, a Work Plan detailing construction techniques and project schedule, and a Logistics Plan demonstrating access capability and identifying planned camping areas. As-built drawings must be submitted prior to final inspection. The contract references Federal Highway Administration's Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects 2014 (FP-14) and Forest Service Supplemental Specifications (FSSS) 570 for Trail Bridge Maintenance. Additional requirements include adherence to forest regulations, porta-potty requirements for all personnel on the Selway River, and contractor responsibility for obtaining permissions to access private land and airstrips, including Running Creek Airstrip.

STATEMENT OF WORK
Project Scope:
The project scope consists of what is shown on the plans, stated in the specifications, and summarized below. Provide all labor, materials and equipment needed to complete the work. The project consists of trail bridge maintenance on the Selway Suspension Bridge within the Selway Bitterroot Wilderness, including but not limited to furnishing, transporting, removal, installation, and disposal of treated timber floor beams, stringers, deck, curb and railing, and running plank materials and hardware on this remote trail bridge (access to/from by flying or pack), and other minor maintenance such reclaiming areas used for staging and processing.
The wood materials are Government furnished items (see Government-Furnished Items).
The lumber is not pre-drilled for bolt connectors. The contractor is responsible for drilling the lumber as required by the plans and treating the drilled holes with two coat copper naphthenate preservatives. The contractor is responsible for all labor, materials and equipment needed to remove these wooden components on the existing bridge and replace with the new lumber components.
The contractor is responsible for providing all fasteners, including but not limited to nuts, bolts, nails, as shown on plans.
The Selway Suspension Bridge is located within the Selway Bitterroot Wilderness. The bridge location is adjacent to the Running Creek Ranch private inholding. Work at the bridge location is in the Wilderness and will be subject to complete wilderness access restrictions (non-motorized) and construction requirements (non-mechanized) – see Traditional Tools & Skills - Wilderness Connect For Practitioners (https://wilderness.net/practitioners/toolboxes/traditional-tools-and-skills/default.php) for allowable means and methods within designated wilderness. Excepted equipment includes utilization of wheelbarrows and battery powered drills. See Section C-2 for additional information
The contractor is responsible for transporting the lumber from its stockpiled location on Running Creek Ranch (private) to the Selway Suspension Bridge location (Wilderness). The contractor is also responsible for transporting the removed wood lumber from the bridge location and stockpile the old lumber on the Running Creek Ranch. The lumber weighs approximately 76,000 lbs. (16,373 Bd-Ft) total.
Due to complexity and contractor preference of accessing the sites, submit a logistics plan to demonstrate understanding and capability of how to access the sites. Permissions for access to private land and airstrips (including Running Creek Airstrip) is the responsibility of the contractor.
Additional Requirements:
Adhere to forest regulations, orders, closures, road closures. Coordinate with COR for special considerations.
No camping within 50 feet of trails.
All parties on the Selway River are required to carry porta-potties with sufficient capacity to carry out all human and pet feces for their group.
Commercial units are widely available and may be rented or purchased.
Another way of transporting solid waste is to use airtight ammo cans (rocket boxes).
Toilet systems that use disposable bags are only acceptable for self-contained kayak groups or for use as a day potty.

Your equipment will generally include:
Commercial porta-potty or ammo cans (the big ones – commonly 18ꞌꞌ x 8ꞌꞌ x 14ꞌꞌ). Sand and paint the inside of your potty for ease in emptying and washing. Coat with a non-stick spray or cooking oil before use. The number of people and the length of the trip determines the number of cans or tanks (a person generates approximately 1 lb. of waste per day). It usually takes one large ammo can to hold 70 to 80 person-days of waste, so for an 8-day, 10-person trip, you would need at least one ammo can for waste and one for equipment.
Toilet seat and toilet paper (no wipes! – clogs SCAT machines) Deodorant chemical that is compatible with the SCAT machine Hand-washing bucket, soap, and a garbage container for feminine hygiene items, wipes, and/or other items. Only toilet paper and solid waste go into the porta-potty. These other items will plug up the SCAT machine.
Straps to secure the toilet to the SCAT machine for cleaning (usually two 3-foot straps for ammo cans, longer ones for bucket and some commercial types).
Other info: Indian Creek Airstrip has two small composting toilets maintained by the FS. Thomas Airstrip has an outhouse maintained by the state. Flying B Ranch has a restroom that they allow the public to use.
Prepare and implement a safety plan, including but not limited to:
Fall protection for workers Drop protection for the continued use of the river Protect all existing structures, signs, roads, trails and resources.
Utilize government-furnished lumber Provide hardware that meets specifications.
See attached plans for bridge configurations and specifics. Meet specifications in FSSS 570, Trail Bridge Maintenance.
Remove existing lumber to be replaced, and stage in a safe manner at a location as directed by the CO.
Install/reinstall all lumber and hardware. Removal of incidental generated waste (shavings, unused treatment solution) is the responsibility of the contractor, to be legally disposed of via disposal method (a) – Removal from Project.
Perform other minor bridge maintenance (brushing, deck cleaning).
Reclaim staging and camping areas.
Bridge is allowed to be closed to the public for up to 8 weeks. Provide CO 30 days’ notice of bridge closure.
Project Location:
The Selway Suspension Bridge is remotely located along the Selway River, within the Bitterroot Selway Wilderness. Travel from air or pack will be necessary to reach this remote locations.
