All work must comply with local, state, and federal codes, ARS Facilities and Design Standards (P&P 242.1), and ARS Design Manual DM-4620-002, with normal working hours from 8:00 AM to 5:00 PM and existing site buildings and roadways remaining fully operational throughout construction.
Key personnel requirements include a Project Manager with 10 years' construction experience (5 years on similar projects), a qualified superintendent with 8 years' experience (5 years on similar projects) present on-site at all times, a Quality Control Manager with a graduate engineering, architecture, or construction management degree and 5 years' relevant experience, and a Site Safety and Health Officer. Deliverables include a Proposed Project Plan due within 5 business days of award, weekly status reports and progress photos due every Friday by 1:00 PM Eastern Daylight Time, a key personnel list due within 15 business days of award with quarterly updates, and a preliminary schedule due within 15 business days of award followed by a cost-loaded schedule within 40 business days. The project timeline includes 2 months of preconstruction activities followed by 16 months of construction, with beneficial occupancy targeted 18 months following contract award. The contractor is responsible for all permits, licenses, inspections, and travel costs. There are no government-furnished items except one client workstation for the access control system, IT racking, and IT components within the IT room. Sugarcane Lab/Office Building
General Information
1.0 Scope
Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S. Department of Agriculture, Agricultural Research Service (ARS), Sugarcane Lab/Office Building construction, 501 Bull Run Road, Schriever, LA (near Houma).
Construction includes a new Lab/Office Building for conducting sugarcane research, a new parking lot, a new covered walkway between the Lab/Office Building and the existing Headhouse (Option 1), a new enclosed walkway between the second floor of the Lab Office Building to the existing Headhouse, sidewalks, and a flagpole. A new generator, new chillers and new boilers are included. The facility will require Commissioning of the new equipment and systems installed in the new facility and/or providing services to the new facility.
Scope will include:
· Earthwork is required for foundation work and to grade the site.
· The Lab/Office Building will be supported on a 10” thick reinforced concrete slab, which is supported on pile caps, grade beams and wood piles.
· Lighting, paving, and striping of the parking lots. Plus, sidewalks and a flagpole.
· The building’s first floor will consist of an Entry Lobby, Offices, Conference Rooms, Storage Rooms, a Break Room, Rest Rooms and Laboratories with Support Rooms.
· A BSL-2 Lab shall include a biosafety cabinet with a thimble connection and will be used to study plant pathogens and prevent the spread of these pathogens.
· The building’s partial second floor will consist of a Mechanical Penthouse, Electrical Room, Communication Room and a Storage Room, plus a walkway connecting to the existing Head House.
· An exterior staircase from grade to the Penthouse.
· Mechanical scope will include 2 new air handlers, exhaust fans, hydronic heating, 2 new boilers and two new chillers.
· Two existing boilers are being replaced with two larger boilers to feed the Headhouse, greenhouses and the Lab/Office building. One boiler must remain operational during the installation, unless the boiler replacement is done in the summer months when no heat is needed.
· Domestic hot and cold water, natural gas, sanitary systems for waste, roof drain system, emergency safety showers/eye washes will be included.
· A new site diesel generator with a belly tank will be installed and wired as part of this project, replacing the existing site generator. A load bank is not required The generator will be supported on piles.
· Room signs with room name/and number are required on all Lab/Office rooms.
· A Security and Access Control System with cameras and card readers will tie into the site system.
All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall meet the manufacturer’s recommendations for all equipment and components used in the project. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1), which can be found at http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf. In addition, all work shall meet the requirements of ARS Design Manual DM-4620-002, which is included with the bid documents. All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practices.
Contractor shall obtain at own expense all permits, licenses, and inspections required from all local, state and federal authorities.
Contractor’s working hours shall be scheduled to coincide with the normal site working hours (8am to 5 pm), or as agreed by the site representative. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Site Representative at least 3 days prior to the need.
Contractor shall notify and schedule utility outages, if needed, at least 24 hours in advance.
Existing buildings and roadways on site must remain fully operational throughout construction. All access and outages must be coordinated with the designated location monitor for ARS.
2.0 Background
The proposed project creates approximately 23,000 gross square feet of new laboratory and office space at the Ardoyne Research Farm. In addition, an optional covered walkway is to be constructed between the Lab/Office Building and the existing Head House (Option 1).
The Ardoyne Research Farm is an 11-acre site with multiple existing buildings and on-going daily research activities. It is located at 501 Bull Run Road between Houma and Schriever, LA.
The new Office/Lab Building will replace the existing SRU laboratory-office building on another local site. The existing SRU laboratory-office building is out-of-code, both structurally and mechanically. Recently, hurricane Francine, which made landfall on September 11, 2024, compounded these deficiencies by causing damage to the roof and gutters which allowed water intrusion. Mold remediation has been required in several areas of the building. Restoring the building to a fully functioning laboratory office building will require a significant expenditure of funds. Completing the new Lab/office building at the Schriever (Houma) location will provide the most feasible way to relocate personnel and consolidate the sugarcane team, rather than renovating and modernizing the 1938-vintage building in Houma. As soon as the new building achieves beneficial occupancy ARS will begin relocating personnel, so maintaining the construction schedule is critical.
Construction is presently underway with a new 17,000 sq. ft. greenhouse on the same site and near the Lab/Office footprint. Greenhouse construction is expected to continue through early March 2027 and will need to be coordinated so not to impede research operations for either construction project. Both projects will share the existing construction entrance and trailer area.
3.0 Technical Requirements
Construct the Lab/Office Building in accordance with the drawings and specifications provided with this Statement of Work.
4.0 Government Furnished
The government will furnish and configure one client workstation (PC) to manage the access control system.
The government will furnish racking for the IT equipment.
The government will furnish IT components inside the IT room. All wiring and components outside the IT room are by the contractor.
There are no other government-furnished support, data, property or facilities associated with this project.

6.0 Travel
Any travel costs required are by the contractor and are to be included in the contract price.
7.0 Contractor’s Key Personnel
The following key personnel are required:
1. A Project Manager responsible for overseeing the construction process from award to contract completion. Responsibilities include schedule, budget, quality standards, subcontractor oversight, site safety and ensuring the project moves smoothly. The Project Manager must have 10 years’ experience in managing construction projects, with at least 5 of those years on projects of similar size and complexity.
2. Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the jobsite at all times during the performance of Contract work. The project superintendent is primarily responsible for managing subcontractors and coordinating day-to-day production and schedule adherence on the project. The superintendent, as well as alternates, must have 8 years’ experience in construction and interpreting a schedule and critical path, with at least 5 of those years on projects of similar size and complexity.
3. A Quality Control (QC) Manager is required in accordance with spec. 01 35 26 1.6.1.2 and is required and be capable of fluent English communication skills. The QC Manager must be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years construction experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on projects of similar size and complexity.
4. Provide a Site Safety and Heath Officer (SSHO) in accordance with spec. 01 35 26 1.6.1.1.to administer the safety program and Government-accepted Accident Prevention Plan.
If the contractor chooses this approach, the superintendent is allowed to also serve as the QC manager on this project.
If the contractor chooses this approach, the Quality Control Manager is allowed to also serve as the SSHO on this project.
Provide a one to two-page maximum resume, with your bid, describing education and construction experience for key contractor positions. Indicate how long key personnel have been with the Contracting company.
8.0 Security Requirements
There are no specific security requirements for this project.
9.0 Data Rights
