About this file
This document contains four technical specification sections for a federal construction contract related to vertical drilling and water line installation at a government site in Nevada and El Dorado Counties, California.
Section 001901 establishes mobilization requirements and compensation for the contractor's initial operations, including personnel and equipment movement, bond and insurance premiums, and well permit fees. Mobilization is measured as a lump sum with progressive payments: bond premiums reimbursed upon evidence of payment, 50% of the lump sum (not exceeding 5% of the original contract amount) paid after completion of 5% of contract work excluding mobilization, remaining portion up to 10% of original contract amount paid after 10% contract completion, and any excess paid after final acceptance. All progress payments are subject to retainage. Section 02223 specifies trenching, backfill, and compaction work including excavation of 12-24 inch wide trenches at minimum 24 inches deep with vertical banks, removal of roots over 3 inches in diameter, utility detection tape installation, and specific material requirements for native backfill, select backfill for PVC and metal pipe installations, and drain rock. Compaction standards vary by material type and location, with bedding material requiring mechanical compaction and select material hand-compacted in 6-inch lifts.
Section 024482 details vertical irrigation well drilling specifications requiring an 8"-12" diameter borehole drilled to 300 feet (or cessation if sufficient water is found earlier) capable of sustaining 10-30 gallons per minute water production. Equipment requirements include a rig anchored to ground with adequate hydraulic capacity, 8-inch thermoplastic well casing meeting ASTM F480, PVC casing meeting ASTM D1785 or D2241, and Type II or III Portland cement grout per ASTM C-150. The contractor must submit work plans, equipment specifications, materials data, and drilling logs; maintain daily project records; and perform work in accordance with California Building Standards Code and Department of Water Resources regulations. Section 331113 specifies water line and appurtenance installation including PVC solvent weld pressure pipe (Schedule 80 for sizes 3 inches and smaller), galvanized steel pipe Schedule 40, blue utility detection marking tape, nonconductive copper wire with colored insulation, and precast concrete valve boxes with H20 cast iron frames. All trenching, excavation, and backfill work references specification 02223, with pipes requiring protection during storage and installation, inspection of trench subgrade and bedding prior to pipe placement, and system testing in the presence of the Contracting Officer. Payment for water line work is incidental to the well drilling pay item.
