The contractor is responsible for obtaining the El Dorado County well drilling permit (cost included in contract price), coordinating drilling schedules, providing daily verbal or email progress updates, and delivering well completion reports including state-required documentation, as-built drawings, pump test results, and water sampling analysis. The period of performance is 60 calendar days from Notice to Proceed, with all work to be completed no later than December 1, 2026. Work is limited to Monday-Friday, 7:00 AM–7:00 PM, excluding holidays. The contractor must provide all materials, equipment, and labor; secure and remove all debris daily; and correct any defects identified during the manufacturer's warranty period at no additional cost to the Government. Key deliverables include a Proposed Project Plan due within five business days of award, daily status reports, and a final Well Completion Report with all technical documentation.

General Information
1.0 Scope of Work
The USDA Forest Service requests a construction contract for the installation of a solar powered irrigation well by a licensed contractor at the Badger Hill seed orchard admin site on the Placerville Ranger District of El Dorado NF.
2.0 Background
There is currently no operational irrigation system to water the thousands of trees at the orchard. A 20,000-gallon tank sits on the east side of the property that was filled by water tenders in the orchard’s early days. The new well will be dug near this tank to make use of it and the existing underground irrigation system. The objective is to develop a sustainable, off-grid pumping system powered entirely by photovoltaic (PV) energy to deliver irrigation water from an on-site groundwater well to an orchard storage tank. The system is intended to minimize operational costs, reduce grid dependency, and be resilient to remote-site conditions.
The new well will prevent tree mortality and drought-related diseases and pests for these important conifers, which provide genetic material for research, supplement other Forest Service and partner organization orchards, and supply seed to the region. There is no other water source on the nearly 70-acre site where heavy equipment is routinely run and piles are burned. Having a source of water and full storage tank will fortify the orchard’s fire safety and potential for preventing local fire spread. There have been several large fires in the area, and we have been lucky to be spared so far.
3.0 Location
Badger Hill Seed Orchard Coordinates for front gate: 38.770787, -120.631688 Take Highway 50 to the Ridgeway exit. // Pass the Mobil gas station and turn right onto Pony Express Trail. // Turn left onto Blair Rd. // Turn left onto Badger Hill Rd (semi paved). // Follow this road until you reach Ghost Mountain Ranch Campground.
From Ghost Mountain Ranch kiosk - pass the kiosk then take an immediate right onto the gravel road.
Follow until you get to a fork in the road where there are several signs including one that says "Badger Hill Cable Road" with an arrow to the left, take the left (which turns off the gravel onto dirt) Follow for about a mile until you get to a gate on the left. (You'll see a big turnout across from the gate)
4.0 Estimated Start Date / Period of Performance
The period of performance is 60 calendar days following issuance of the Notice to Proceed. All work must be fully completed, approved, and invoiced no later than December 1, 2026. The contract time includes allowances for weather-related delays, procurement and delivery of materials and equipment, and completion of final site cleanup.
5.0 Drawings and Specifications
[X] Construction Standard Institute (CSI) specifications. These specifications are physically incorporated in the solicitation.
6.0 Restrictions on Work
• Work hours are limited to non-holiday weekdays, Monday – Friday, 0700 – 1900. Work site much be clear by 1500 the Friday before a Monday holiday.
• When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable site damage.

• Contractor is responsible for the security of their tools and equipment at all times.
• Contractor is responsible for removal and disposal of all excavated dirt and shall not leave excavated dirt scattered over the site, unless approved by the COR.
• All trash and loose materials, including drill cuttings, spoils, packaging, excess materials, etc., shall be secured by the contractor daily.
• The Contractor shall not use Government trash facilities without the COR’S approval.
• All construction debris remains the property of the Contractor and shall be properly disposed of off
National Forest Land.
6.0 Camping and Housing
Housing or camping is not available or authorized.

Contractor Requirements
8.0 Technical Requirements / Tasks
The contractor will drill a 300’ well, place a solar powered pump in the well, trench and place a new water line that will fill the existing, in-place storage tank supplied by the Government then install solar panels that power the well.
• The Contractor shall, at his own expense, obtain all certificates and licenses required of them by law for the execution of this contract. The Contractor shall obtain the well drilling permit from El Dorado County, with the cost of the permit included in the contract. Said permit will require a state contractor's license. Upon securing the permit, the Contractor will coordinate the drilling schedule with the Government and mobilize drilling equipment to the designated site at the Badger Hill Seed Orchard. Drill logs will be provided. The Contractor shall comply with all Federal, State, or local laws and regulations relating to the performance of the work in this contract.
• The scope includes drilling the well; installing the pump; trenching approximately (250’ at depths between 2-4’); installing a new 2-4-inch PVC water line; and connecting the system to the existing water storage tank.
o The contractor will use industry standard ASTM methods and supplies during the well installation including: drilling, 8-12” bore hole and packed gravel, 4-8” pvc casing installation, 4-8” pvc perforated casing, grout pumper and packer (if necessary), 1-2” sched-80 pvc drop pipe, solar panels, solar DC disconnect, 20’ solar wire extension, 4” solar 26 GPM pump, solar pump controller, well wire, well seal, pressure release valve, check valve, poly pipe, conduit, black and green copper wire, fittings, tape, and clamps.
o Contractor can cease to dig if a sufficient amount of water is found before the 300’ depth estimated or continue to dig if sufficient water isn’t found at 300’ after confirming with the Government.
o Contractor shall leave the finished project area free from construction debris and trash.
o Only key contractor personnel will be permitted to perform the services.
o Contractor will verbally update the Government daily on progress, email is also acceptable.
o Completion of the contract will be verified by the Government when the Contractor demonstrates a completed, fully functioning solar powered well that feeds into the newly installed irrigation line to be hooked up to existing water holding tank and meets all requirements stated above.
Technical Specifications
• The well system shall provide sustained water production capacity of 10-30 gallons per minute, supported by a Workhorse Solar Pump (W4C26600) – or approved equivalent.
• The pumping equipment shall consist of a submersible pump equipped with controller that includes a float switch & mounting brackets and allows for backup generator connections. Solar power equipment shall consist of a Thunderbird 3-6 panel top mount assembly with 3-6 390 watt solar panels – or approved equivalent.
• The Contractor shall ensure that the selected solar-powered pump complies with all manufacturer requirements for compatible solar panels. The Contractor shall provide and install all components necessary for proper operation in accordance with manufacturer specifications.
• All well-casing and associated piping shall comply with applicable ASTM standards. A 20-foot county-approved sanitary well-seal constructed of concrete is required.
Based on production data from nearby wells, groundwater is anticipated at approximately 200 feet; however, drilling shall be permitted to a maximum depth of 300 feet if needed. An 8-10-inch borehole is preferred to allow installation of 4- to 8-inch casing depending on final depth.
9.0 Government Furnished
The Government will provide access to the existing water storage tank located adjacent to the well excavation site. The storage tank is already installed and connected to the current underground irrigation system in the project area. The Contractor’s work shall include installing a new irrigation line from the newly constructed well and connecting it to the existing water storage tank.
The Contractor is responsible for furnishing and installing all required materials and will be compensated at the lumpsum bid rate after all materials have been delivered, inspected, and approved by the Forest Service.
10.0 Deliverables / Schedule

Fire Plan The Contractor shall adhere to the attached Fire Plan and comply with all fire prevention, mitigation, and safety requirements outlined therein for the duration of the project.
11.0 Contractor’s Key Personnel
Contractor shall have trained well drilling personnel on site during all aspects of the project.
12.0 Security Requirements
In the project area the contractor shall provide warning signs, fences, ropes, and other devices as appropriate, to ensure the safety of humans and animals. Whenever there is an interruption in work on the well such as overnight shutdown, during inclement weather, or waiting periods required for the setting up of sealing materials, for tests, for installation of the pump, etc., the well opening shall be closed with a cover to prevent the introduction of undesirable material into the well and to insure the public safety. The cover shall be held in place or "weighted-down" in such a manner that it cannot be removed except with the aid of equipment or through the use of tools. During prolonged interruptions (i.e., one week or more), a semi-permanent cover shall be installed. For wells cased with steel, a steel cover, tack- welded to the top of the casing, is adequate.
13.0 Project Site Clean
UP Project site cleanup includes the removal and proper disposal of all construction trash, debris, and residue off of National Forest Land. All spills of petroleum products including leak spots from parked vehicles shall be removed and properly disposed according to all Local, State, and Federal rules, regulations, and laws governing such disposal. During the Work the Contractor is required to furnish dumpsters or other trash receptacles and to empty such containers either as they become full or weekly, whichever is more frequent. The Contractor shall not place materials of any kind into private or Government trash bins or dumpsters.
14.0 Warranty
A standard warranty applicable to all materials and workmanship shall apply to this contract. The Contractor shall ensure that all installed components are covered under the manufacturer’s standard warranty and shall correct any defects identified during the warranty period at no additional cost to the Government.
