Key deliverables include the permit application (due before work begins), project schedule (due within five business days of award), proof of California contractor license and C-36 Plumbing Contractor license (due before work begins), Contractor Quality Control Plan per FP-14 153.02 (due before work begins), and As Built Drawings (due before final invoice approval). Project 2026 Septic Replacement Big Pines Barracks
General Information
1.0 Scope of Work
The scope of work for this contract outlines the complete replacement of the existing septic system with a new 2,000-gallon* concrete septic tank and associated components, in strict adherence to all local and state regulations. Contractor shall be solely responsible for completing, submitting and obtaining all required county and/or state permits associated with the Contract Work. Contractor shall also be responsible for payment of all applicable permit fees, inspections and related costs.
The required permit application (Completed and Signed Application for an Onsite Wastewater Treatment System) shall be fully, accurately, and properly completed for submittal to the County of Los Angeles – Public Health. The application shall be prepared and submitted by a contractor holding a valid C-36 Plumbing Contractor license. The County mandates that the contractor’s license number be included on the permit application.
2.0 Background
The Angeles National Forest (ANF) is seeking a qualified and licensed contractor to replace the septic tank and distribution lines for the barracks situated in Wrightwood, CA, near the Big Pines Visitor Center. The current septic system lacks a lid, which causes it to flood during heavy rainfall and collect debris within the tank. There have been no reports of drain field failures or any other problems.
3.0 Location

4.0 Estimated Start Date / Period of Performance
The period of performance shall be thirty-one (31) calendar days from the date of issuance of the Notice to Proceed.
5.0 Drawings and Specifications
The drawings and specifications referenced for this requirement are attached to the solicitation as separate PDF files.
6.0 Restrictions on Work
• Work hours are limited to non-holiday weekdays, Monday – Friday, 0700 – 1800.
• Contractor shall comply with the Fire Plan included in the contract.
• Safety, Emergency Communications and Evacuation: Contractor shall be responsible for the safety of the
Contractor’s employees, Subcontractor’s employees, Government employees associated with the project, and any visitors to the site both Government and private. The Contractor shall submit a project safety plan to the Contracting Officer for review prior to commencement of work. The project safety plan shall comply with the appropriate California OSHA and Federal OSHA rules and regulations and must include a medical evacuation and emergency communications plan.
• Highway Permits: Contractor shall be responsible for securing any overload or over width limit permits required for the transport of materials or equipment to the project site. The Contractor shall be responsible for conducting a thorough reconnaissance of all routes leading to the site.
• Security: The Contractor shall be responsible for his own equipment and materials supplied to the site. All equipment not equipped with a key lock system shall be secured in such a manner as to make it inoperable to the average person at the end of each working day. All hand tools and other equipment shall be secured at the end of each working day. On Fridays all construction debris, trash, and refuse shall be properly stored in dumpsters or trash bins or removed from the site. The Contractor shall not hold the Government liable for any theft or vandalism inflicted on his equipment and materials.
• Protection of Resources: Contractor shall thoroughly clean all equipment prior to delivery to the project site to remove weeds, mud, grease and oil buildup from the tires, wheels, tracks, engines and engine compartments, and other surfaces. Spills of petroleum products and other hazardous substances shall be reported, contained, and removed in accordance with all applicable Local, State and Federal laws and regulations. Inspection of equipment is required prior to off-loading
• Site Inspection: Prospective bidders are strongly encouraged to inspect the project site prior to the bid reply date.
In no event shall the failure to inspect site conditions constitute grounds for a claim after contract award.
• Questions: Prospective bidders desiring an explanation of the solicitation, specifications, etc. must submit requests in writing to the Contracting Officer. Oral explanations or instructions given before the award of a contract will not be binding.
• Business Operations: Contractor’s work shall not interfere with business operations of Forest Service roads.
7.0 Camping and Housing
Camping is not permitted in US Forest Service campgrounds.
Contractor [ ] will [X] will not be permitted to camp elsewhere on US Forest Service land. Camping on Forest Service land is not a right; permission may be revoked for failure to comply with the terms of the permit.
8.0 Required Submittals

o Product Data: Include construction details, material descriptions, dimensions of individual components, and profiles. Include manhole openings, covers, collards for manhole covers, and pipe connections.
Contractor Requirements
9.0 Technical Requirements / Tasks
• Pumping of existing 2,000-gallon septic tank.
• Removal and disposal of existing septic tank and contents. *
• Provide and install new 2,000-gallon concrete septic tank.
• Provide and install two manhole extension collars with manhole lids. Manhole extension collars should be (24-36 inches) based on the depth that the septic tank is buried. Manhole covers shall extend about 4-inches above finished ground grade.
• Provide and install two (2) 4-inch ABS cleanouts – installed at the inlet and outlet of the septic tank.
• Remove and replace approximately 40 linear feet of inlet and outlet distribution ABS piping. Replace distribution piping from the building to the new septic tank and from the new septic tank over to the tie-in for the drain field.
Distribution piping should be placed in approximately the same location as the existing distribution line that is to be removed.**
• Provide 6 inches of fill material for trench bedding for distribution line. (3’x40’x6”). Also provide 12-inches of bedding material for septic tank placement (approximate dimensions 72” x 156” x 12”).
*Contract work will require the removal and disposal of existing septic system components. The following items will need to be removed and disposed of in accordance with all Local, State, and Federal regulations and laws governing such disposal. A manifest of waste will need to be provided to the COR for contract closeout.
**Quantities are estimated quantities based on where the technician believes the distribution line is located and estimated dimensions for septic tank. Pay items will be for actual quantities used or removed for the project.
The Contractor shall provide all labor, materials, and equipment to complete the contract as shown on the drawings and included in the specifications. The contractor is responsible for securing all permits, fees and requirements from state and local county offices. The contractor agrees to perform all work related to the installation of the septic system strictly in accordance with the specifications, guidelines, and instructions provided by the septic tank manufacturer.
10.0 Government Furnished
There will be no government furnished property, supplies, or materials.

12.0 Travel
No additional payment will be made to the contractor for any travel incurred while being on the site for the duration of the project. This includes any pre-bid, pre-construction, or field observation meetings.
13.0 Contractor’s Key Personnel
1. The required permit application (Completed and Signed Application for an Onsite Wastewater Treatment System) shall be fully, accurately, and properly completed for submittal to the County of Los Angeles – Public Health. The application shall be prepared and submitted by a contractor holding a valid C-36 Plumbing Contractor license, and the contractor’s license number shall be provided as part of the permit submittal. The Contractor shall possess a current and valid State of California C-36 Plumbing Contractor license to perform the work, and proof of licensure shall be furnished with the quote submission.
2. Capability in the same or similar key personnel positions on successful relevant projects of similar scope and magnitude to this solicitation.
2. Strong technical knowledge and skill required for this solicitation.
3. Effective problem solving, communication, coordination, and organization that present lower levels of risk and will be more favorably rated; and
4. Capacity for key personnel to focus on the project. Those not demonstrating these attributes present higher levels of risk and will be less favorably rated.
5. Personnel may serve multiple roles provided the individual possesses the requisite qualifications and competencies for each position, i.e. one person acting as the superintendent and QC Manager.
