About this file
This is Amendment 00001 to Solicitation 127EAW26Q0034 issued by the USDA Forest Service Procurement Operations, Construction and A-E Division, West on July 10, 2026. The amendment provides formal responses to 13 Requests for Information (RFIs) regarding the 2026 Septic Replacement project at Big Pines Barracks, Angeles National Forest, California. The responses are binding upon any subsequent contract award, and failure to utilize the revised documents and comply with the requirements will result in a determination that a quote is non-responsive.
Key clarifications from the RFI responses include: a California C-36 Plumbing Contractor license is required for onsite wastewater permitting and installation work, but may be held by a properly licensed subcontractor listed in the bid; a Class A General Engineering Contractor license is acceptable for the prime contractor; mobilization alone does not qualify for payment; invoicing is permitted only upon completion and acceptance of work or deliverables, with partial invoices limited to one per month; the existing septic tank must be excavated and replaced per current scope (not left in place); plastic risers are not acceptable for the new 2,000-gallon septic tank; the contractor must provide its own water; and technical specifications and dimensions for the septic tank, distribution lines (approximately 40 linear feet of inlet and outlet ABS piping), and installation methods are detailed in the referenced documents including the Statement of Work, Specifications, Schedule of Items, and Drawings.

Amendment 00001 is hereby issued to provide responses to Requests for Information. These responses are formally incorporated into the solicitation and shall be binding upon any subsequent contract award. Failure to utilize the revised documents, and to comply with the requirements contained therein, will result in a determination that the quote is non-responsive.
RFI 1: The Statement of Work references a California C-36 Plumbing Contractor license for the preparation and submission of the onsite wastewater permit application.
Our firm holds a California Class A General Engineering Contractor license as well as a C-34 Pipeline Contractor license. Could you please confirm whether a California Class A General Engineering Contractor license is acceptable for this solicitation, or if the prime contractor is specifically required to hold a C-36 Plumbing Contractor license?
Response: A C-36 Plumbing Contractor license is required for the onsite wastewater permitting and installation work. The prime contractor does not need to hold the C-36 license themselves as long as a properly licensed C-36 subcontractor is listed in the bid and performs the requested work. The prime contractor will still be required for the project’s primary oversight.
RFI 2: Please clarify that the C-36 license requirement is for the contractor, either PRIME or a SUB who shall pull the Permit from the County of Los Angeles.
RFI 3: Please clarify that an A class license requirement is acceptable for the PRIME Contractor.
Response: A Class A license is acceptable for the prime contractor, but the subcontractor performing the C-36 classified work and permitting must hold a valid C-36 license and be properly listed in the bid. The prime contractor will still be required for the project’s primary oversight.
RFI 4: May I submit an invoice to the Government after mobilizing to the site?
Response: Mobilizing to the site by itself does not qualify for payment. You may only invoice for work or deliverables that have been completed and accepted. The contractor may submit partial invoices (no more than one per month) or submit one final invoice following project completion.
RFI 5: The second cleanout on the outlet serves as an access point for future camera analysis of the leach lines and/or to verify water flow. No snaking is permitted. This cleanout should be a 4-inch PVC pipe with a screw-on cap and a cover installed to grade.
Response: Please maintain to the current scope of work.
RFI 6: It would be safer, more cost-effective, and faster to leave the existing tank in place and install the new one beside it. There is sufficient fall on the main sewer line to allow for this approach. The existing tank can simply be backfilled with native soil, and the inlet and outlet can be rerouted to the new tank.
The primary reason for this recommendation is to maintain the stability of the mountain slope between the tank and the street. Excavating the existing tank could undermine the road, which has gained stability over time as the concrete has continued to cure and strengthen. Following this approach would prevent potential slope or road issues and result in significant cost savings both now and in the future.
Response: The primary goal of the US Forest Service is to reduce the disturbance of natural resources and footprint. Please keep to the current scope of work.
RFI 7: There is a large void approximately 25 feet on the opposite side of the tank where an asbestos-based pipe is exposed. This area should be filled with native soil to avoid removing or disturbing
3 | P a g e - 2 0 2 6 S e p t i c R e p l a c e m e n t B i g P i n e s B a r r a c k s the pipe. As long as the pipe remains undisturbed, it is not classified as a hazardous material. There is adequate native soil available on site to properly fill the area.
Response: Please maintain to the current scope of work.
RFI 8: Are plastic risers acceptable for use on a new 2,000-gallon septic tank that includes four manholes?
Response: No. Please maintain to the current scope of work.
RFI 9: Is there water available on site?
Response: No, the contractor is responsible for providing their own water.
RFI #10 -Please define the required dimensions and specifications for the septic tank.
Response: The dimensions are provided in the attachment titled “C04 - 2 - Statement of Work.pdf,” and the specifications are detailed in the documents labeled “C04 - 8 - Specifications.pdf.
RFI #11 – Please clarify the required depth and materials for the septic tank installation.
Response: The dimensions are provided in the attachment titled “C04 - 2 - Statement of Work.pdf,” and the specifications are detailed in the documents labeled “C04 - 8 - Specifications.pdf.
RFI #12 – Please confirm how many linear feet of distribution lines shall be considered, as well as their required specifications.
Response: The statement of work states the following “remove and replace approximately 40 linear feet of inlet and outlet distribution ABS piping”. The dimensions are provided in the attachment titled “C04 - 2 - Statement of Work.pdf,” the schedule of items are listed under the document “C04 - 3 - Schedule of Items - 127EAW26Q0034.docx”, and the specifications are detailed in the documents labeled “C04 - 8 - Specifications.pdf”. Please revise the documents mentioned.
RFI #13 – Please provide any available drawings, details, quantities, or required installation methods for this scope of work.
Response: The following documents were provided , ‘C04 - 7 - Drawings.PDF’, ‘C04 - 8 - Specifications.pdf’, ‘C04 - 2 - Statement of Work.pdf’, and C04 - 3 – ‘Schedule of Items - 127EAW26Q0034.docx’. Please revise documents listed for the drawings, details, quantities, and specifications. Installation should be performed in accordance with the project documents, and the contractor must also follow the manufacturer’s installation guidelines for the septic tank.
