About this file
This document is a Forest Service Supplemental Specifications (FSSS) attachment that modifies the FP-24 standard specifications for construction of National Forest System Roads, specifically for the White River Irving Peak Road Repairs disaster relief project on the Wenatchee River Ranger District of the Okanogan-Wenatchee National Forest in Chelan County, Washington.
The specifications establish detailed technical requirements for road construction and restoration work, including clearing and grubbing with merchantable timber utilization standards, excavation and embankment work with compaction requirements, drainage feature construction, untreated and crushed aggregate course placement, and turf establishment using locally adapted native seed species from specified suppliers. Key modifications to standard specifications include: rock cut excavation to six inches below subgrade with select borrow backfill; earth cut scarification requirements; compaction methodologies using various equipment types (steel wheeled rollers, vibratory rollers, pneumatic-tired rollers, sheepsfoot rollers, or excavator bucket compaction); measurement precision standards for payment; turf establishment between August 1 and October 31 or within seven days of ground disturbance completion using native seed mixes (Slender hairgrass, Spike bentgrass, Broadleaf lupine, and Idaho fescue at specified percentages and pure live seed rates); and streambed simulation and channel rock gradation classifications. Material sourcing requirements mandate weed-free certification or botanical district approval, with native seeds required from Benson Farms, Inc. in Moses Lake, Washington. The specifications emphasize resource protection, including designated streamcourse mitigation measures, snow and ice removal protocols, and restrictions on equipment operation during unfavorable weather conditions or on newly seeded areas.

Determine the pounds of seed to be furnished per acre by dividing the pounds of pure live seed required per acre by the product of the percent purity and percent germination. Ideally seeds should be sown in the fall -before 2 inches of snow cover the ground. Other alternative dates may be discussed with the Wenatchee River District Botanist on a situational basis as long as there is good soil and seed contact occurring simultaneously.
Installation of Plants.
Vertical planting depth, site selection, species appropriateness, handling, mechanical damage during planting, i.e. excessive broken branches, tops, and roots, excessive damage to bark which exposes cambium shall be inspected. Due to the perishable nature of trees and shrubs, care and protection is considered critical and shall be carefully monitored throughout the planting schedule to ensure proper care. The CO shall frequently observe planting in progress, dig trees and/or shrubs to check underground planting quality and observe planting methods. Planting intervals/spacing shall be provided by the CO on site. Planting into frozen ground or during periods of excessive rainfall are not permissible, planting times shall be dependent on weather conditions.
Mulch & Gravel:
Mulch and gravel must be from sources which are state certified weed free or approved by the district botanist. Excess local wood debris can also be chipped to use for mulch.
